【摘要】：隨著中國(guó)城市化進(jìn)程的推進(jìn),公共藝術(shù)也隨之發(fā)展,為城市的文化藝術(shù)品質(zhì)改善作出了重要貢獻(xiàn)。不過(guò),就公共藝術(shù)的公共性而言,從開(kāi)始的策劃到施工完成,公眾始終難以真正參與當(dāng)中并為之發(fā)表態(tài)度,經(jīng)常性出現(xiàn)一個(gè)熟悉的生活環(huán)境中毫無(wú)征兆的突然冒出了一件公共藝術(shù)作品,好的作品自然逐漸受到公眾的喜歡,可是很多作品卻讓公眾感受到的是與自己的無(wú)關(guān)。在中國(guó)現(xiàn)階段,廣大人民群眾對(duì)于在公共空間里如何安放藝術(shù)品,從來(lái)就未曾擁有過(guò)真正的發(fā)言權(quán)。1就公共藝術(shù)而言,其應(yīng)該是從屬于社會(huì)價(jià)值存在的,應(yīng)該服務(wù)于公眾,延續(xù)培養(yǎng)所處地域的文明。公共藝術(shù)的規(guī)劃、創(chuàng)作,不僅要具有藝術(shù)性,同時(shí)要兼顧公眾的要求和意愿,而不僅僅是反映藝術(shù)家的個(gè)性。城市公共藝術(shù)品的設(shè)立之所以是公共的,是因?yàn)樗⻊?wù)的對(duì)象是廣大公眾,若忽視公共參與這一重要環(huán)節(jié),容易導(dǎo)致主觀創(chuàng)造與客觀效應(yīng)的嚴(yán)重錯(cuò)位。2一些談及公眾參與的文獻(xiàn)主要將其渠道限制在填寫(xiě)調(diào)查問(wèn)卷和提建議等慣用手段。盡管這些手段從形式上肯定了公眾的價(jià)值,但是關(guān)鍵點(diǎn)在于這些建議無(wú)法實(shí)質(zhì)性地影響最終決策,就直接導(dǎo)致了公眾與規(guī)劃和創(chuàng)作人員之間溝通的形式主義。例如,在臺(tái)州案例中,盡管引入了公共參與,主管部門(mén)還是會(huì)主觀地認(rèn)為公共參與有一些"現(xiàn)實(shí)"的限制條件——市民評(píng)議和投票既有普遍性,也有局限性,只能作為專家評(píng)審的重要參考。針對(duì)此問(wèn)題也有學(xué)者分析,長(zhǎng)官專權(quán)和設(shè)計(jì)專制等行為必然會(huì)造成對(duì)"公共性"的損害,從而削弱公共藝術(shù)規(guī)劃中的公共性。3進(jìn)入美術(shù)館、私人空間等的藝術(shù)作品起著展示一個(gè)社會(huì)審美精英階層審美精神水平的作用,而公共藝術(shù)則應(yīng)該為公眾創(chuàng)建一個(gè)藝術(shù)傳播環(huán)境,對(duì)于目前國(guó)內(nèi)比較貧瘠的藝術(shù)環(huán)境來(lái)說(shuō),其對(duì)于公眾藝術(shù)精神世界的推動(dòng)起著重要作用,而改進(jìn)很多作品難以在公眾中產(chǎn)生心理文化認(rèn)同則是重要的第一步。本文嘗試通過(guò)將公共藝術(shù)與移動(dòng)互聯(lián)網(wǎng)相結(jié)合,對(duì)公共藝術(shù)項(xiàng)目流程進(jìn)行試驗(yàn)性的設(shè)計(jì),在改變公眾參與方式的基礎(chǔ)上實(shí)現(xiàn)從創(chuàng)作到作品落地的新的流程嘗試,為公共藝術(shù)與移動(dòng)互聯(lián)網(wǎng)的跨行業(yè)結(jié)合發(fā)展方向提供一些試驗(yàn)性的可能。
[Abstract]:With the development of urbanization in China, public art has also developed, which has made an important contribution to the improvement of the cultural and artistic quality of the city. However, as far as the publicity of public art is concerned, from the beginning of planning to the completion of construction, It has always been difficult for the public to really participate in and express their attitude towards it. There is often a sudden and unheralded appearance of a public work of art in a familiar living environment, and good works of art naturally gradually become popular with the public. However, many works have made the public feel that they have nothing to do with themselves. At this stage in China, the masses have never had a real say in how to place works of art in public spaces. It should be subordinate to the existence of social values, serve the public and continue to cultivate the civilization of the region in which it is located. The planning and creation of public art should not only be artistic, but also take into account the demands and wishes of the public. The establishment of urban public works of art is public because it serves the general public, if it ignores the important link of public participation. The serious dislocation of subjective creation and objective effects some literature on public participation mainly restricts its channels to conventional means such as filling out questionnaires and making recommendations, although these means affirm the value of the public in form. But the key point is that these recommendations do not materially affect the final decision, leading directly to formalism in communication between the public and planners and creators. For example, in the case of Taizhou, despite the introduction of public participation, The competent authorities will still subjectively believe that there are some "realistic" restrictions on public participation-public opinion and voting are both universal and limited, and can only serve as an important reference for expert review. In response to this problem, scholars have also analyzed them. Such acts as the dictatorship of the chief and the despotism of design will inevitably cause damage to the "publicity", thus weakening the publicity.3 in public art planning and entering the art gallery. Works of art such as private space play the role of demonstrating the aesthetic spirit level of a social aesthetic elite, while public art should create an environment for the dissemination of art for the public. For the present domestic art environment, which is relatively poor, It plays an important role in promoting the spiritual world of public art, and it is an important first step to improve many works which are difficult to produce psychological and cultural identity in the public. This paper attempts to combine public art with mobile Internet. On the basis of changing the way of public participation, a new process attempt from creation to landing of works can be realized on the basis of the experimental design of public art project flow. It provides some experimental possibilities for the cross-industry development of public art and mobile internet.
