【摘要】：建筑項目質(zhì)量安全的有效監(jiān)管一向是各級建筑監(jiān)管職能部門的工作重點。目前,河南省在建筑項目質(zhì)量安全監(jiān)管信息化方面發(fā)展較慢,監(jiān)管職能部門之間的信息協(xié)調(diào)能力差,大大增加了監(jiān)管信息流通和數(shù)據(jù)共享的難度。本文基于河南省建筑監(jiān)管監(jiān)管現(xiàn)狀,開發(fā)建設(shè)建筑市場質(zhì)量與安全監(jiān)管信息系統(tǒng),解決當(dāng)前監(jiān)管效率低、監(jiān)管不透明和監(jiān)管數(shù)據(jù)共享難的問題,實現(xiàn)對建筑項目的信息化監(jiān)管。本文通過整合各建筑監(jiān)管部門和施工企業(yè)不同的業(yè)務(wù)流程,結(jié)合計算機網(wǎng)絡(luò)技術(shù),設(shè)計開發(fā)了基于B/S架構(gòu)的建筑市場質(zhì)量和安全監(jiān)管系統(tǒng)。本文主要包括建筑項目質(zhì)量監(jiān)管模塊、安全監(jiān)管模塊、人員管理模塊以及企業(yè)管理模塊的模塊設(shè)計、數(shù)據(jù)庫設(shè)計與實現(xiàn)。質(zhì)量監(jiān)管模塊實現(xiàn)了建筑項目備案流程中企業(yè)登記備案以及施工過程中建筑質(zhì)量行為的監(jiān)管等功能。安全監(jiān)管模塊實現(xiàn)了安全檢測機構(gòu)登記備案和建筑安全的監(jiān)管等功能。企業(yè)信息管理模塊實現(xiàn)了企業(yè)基本信息的錄入、信息變更以及企業(yè)資質(zhì)信息查詢審核等功能。人員信息管理模塊實現(xiàn)了項目參與人員信息的登記,關(guān)鍵人員信息的變更,以及人員信息審核等功能。同時,針對目前河南省各地市部分質(zhì)監(jiān)站和安監(jiān)站原有系統(tǒng)中孤立數(shù)據(jù)與省監(jiān)管系統(tǒng)同步的問題,設(shè)計開發(fā)了數(shù)據(jù)交換系統(tǒng)。數(shù)據(jù)交換系統(tǒng)利用數(shù)據(jù)庫的觸發(fā)機制自動生成數(shù)據(jù)更新信息表,最后利用Web Services在跨網(wǎng)絡(luò)信息傳輸方面的優(yōu)勢,實現(xiàn)數(shù)據(jù)庫之間數(shù)據(jù)的傳輸。系統(tǒng)設(shè)計采用結(jié)構(gòu)化的分析與設(shè)計方法,對軟件進行整體設(shè)計規(guī)劃,采用模塊化設(shè)計思想將系統(tǒng)分成四個主要業(yè)務(wù)模塊,實現(xiàn)了對建筑工程質(zhì)量安全的全面監(jiān)管。目前系統(tǒng)已成功部署到河南省建筑監(jiān)管系統(tǒng)中,并運行良好。通過本系統(tǒng)的開發(fā)使用,實現(xiàn)了河南省建筑項目質(zhì)量安全監(jiān)管的信息化,大大提高了監(jiān)管部門的工作效率,通過建立統(tǒng)一的數(shù)據(jù)標準,降低數(shù)據(jù)的流通難度,解決各監(jiān)管部門間信息溝通不暢的問題,并通過開放的查詢接口實現(xiàn)了公眾對建筑項目的監(jiān)督。
[Abstract]:The effective supervision of construction project quality and safety has always been the focus of construction supervision functional departments at all levels. At present, the information development of construction project quality and safety supervision in Henan Province is slow, and the information coordination ability among regulatory functional departments is poor, which greatly increases the difficulty of regulatory information flow and data sharing. Based on the present situation of construction supervision in Henan Province, this paper develops the quality and safety supervision information system of construction market, solves the problems of low supervision efficiency, transparent supervision and difficult data sharing, and realizes the information supervision of construction projects. In this paper, by integrating the different business processes of various construction supervision departments and construction enterprises, combined with computer network technology, a construction market quality and safety supervision system based on B / S architecture is designed and developed. This paper mainly includes the module design, database design and implementation of construction project quality supervision module, safety supervision module, personnel management module and enterprise management module. The quality supervision module realizes the functions of enterprise registration and construction quality behavior supervision in the construction project filing process. The safety supervision module realizes the functions of safety inspection organization registration and building safety supervision. The enterprise information management module realizes the functions of enterprise basic information input, information change and enterprise qualification information inquiry and audit. The personnel information management module realizes the registration of project participants' information, the change of key personnel information, and the audit of personnel information. At the same time, aiming at the problem that the isolated data in the original system of some quality supervision stations and safety supervision stations in Henan Province are synchronized with the provincial supervision system, a data exchange system is designed and developed. The data exchange system automatically generates the data update information table by using the trigger mechanism of the database. Finally, the data transmission between databases is realized by taking advantage of the advantages of Web Services in cross-network information transmission. The system design adopts structured analysis and design method, carries on the overall design plan to the software, adopts the modular design idea to divide the system into four main business modules, realizes the overall supervision to the construction engineering quality and safety. At present, the system has been successfully deployed to the construction supervision system of Henan Province, and runs well. Through the development and use of this system, the informatization of quality and safety supervision of construction projects in Henan Province has been realized, and the work efficiency of supervision departments has been greatly improved. Through the establishment of unified data standards, the difficulty of data circulation has been reduced, the problem of poor information communication among regulatory departments has been solved, and the public supervision of construction projects has been realized through an open query interface.
