【摘要】：作為社會記憶不可或缺的重要部分,個人檔案豐富了國家檔案資源,從側(cè)面反映國家的真實面貌,折射民族文化的發(fā)展歷程,是社會記憶的補充;對其進行保存管理也體現(xiàn)了當前我國人民生活文化水平的逐步提高。隨著我國檔案學者對個人檔案研究的不斷深入,國外在個人檔案研究上的經(jīng)驗成果陸續(xù)傳入中國,為我國個人檔案研究提供諸多參考與借鑒。本文以個人檔案作為研究對象,分六個部分進行具體闡述。第一部分為引言。首先從研究背景、研究現(xiàn)狀入手,對國內(nèi)外個人檔案的研究進行梳理,明確本文研究所具有的兩個目的及其理論意義及實踐價值,同時,介紹本文的研究內(nèi)容與研究思路,對本文所具有的創(chuàng)新點進行闡述。第二部分主要介紹個人檔案基本概念。包括兩個方面的內(nèi)容:其一,對個人檔案進行闡述,對與個人檔案相關的易混淆的概念進行界定,分別對私人檔案、人事檔案、家庭檔案這三種類型的檔案進行界定;其二,從個人檔案的價值、個人檔案的建設意義以及社會組織在個人檔案中發(fā)揮的作用這三個方面具體闡述,以此對個人檔案進行更加詳實的理解。第三部分對國內(nèi)外個人檔案保存現(xiàn)狀進行梳理。運用比較研究法對國內(nèi)外個人檔案目前的保存狀況進行分析比較,主要從個人檔案保存的法規(guī)制度以及實踐項目的開展兩個方面對國內(nèi)和國外個人檔案的保存現(xiàn)狀進行比較,總結(jié)分析國內(nèi)外個人檔案在這些方面的差距。第四部分著重論述我國個人檔案保存的主要策略。首先,從傳統(tǒng)的角度來闡述個人檔案的保存,包括紙質(zhì)和新型載體兩個方面的個人檔案的保存;然后,從數(shù)字化的角度來闡述個人檔案的保存,包括本地的和非本地的網(wǎng)絡化兩個方面的個人檔案的保存,在本地的個人檔案保存中,主要分析可移動存儲設備與計算機設備的保存策略,在非本地的網(wǎng)絡化個人檔案的保存中,主要分析碎片化網(wǎng)絡存儲的個人檔案以及集中式云存儲的個人檔案的保存策略。第五部分主要闡述了我國個人檔案保存的實現(xiàn)機制。主要從意識、法規(guī)標準、技術(shù)、責任主體以及人才技能五個角度分析個人檔案保存的實現(xiàn)機制,其中意識是個人檔案保存實施的前提,法規(guī)標準是個人檔案保存實施的基礎,技術(shù)是個人檔案保存實施的保障,責任主體是個人檔案保存實施的主體,而人才技能是個人檔案保存實施的中堅力量。最后一部分是對文章所有研究內(nèi)容的總結(jié),并指出不足之處。我國個人檔案的保存策略和實現(xiàn)機制,主要是通過與國外的對比分析研究出來的。通過總結(jié)國外個人檔案的研究成果和實踐經(jīng)驗,以我國個人檔案的研究及保存現(xiàn)狀為背景,從國內(nèi)外關于個人檔案保存的現(xiàn)狀出發(fā),比較分析國內(nèi)外存在的差異,并從傳統(tǒng)的個人檔案與數(shù)字化的個人檔案兩個方面提出個人檔案保存的主要策略,從意識、法規(guī)、技術(shù)、責任主體與人才技能五個層面研究個人檔案保存的實現(xiàn)機制。在檔案學者、公眾和相關機構(gòu)的配合下,作為個人記憶憑證的個人檔案將發(fā)揮更大的作用。
[Abstract]:As an indispensable part of social memory, the personal archives enrich the National Archives resources, reflect the real face of the country from the side, reflect the development course of the national culture and complement the social memory, and the preservation and management of it also embodies the gradual improvement of the level of the people's life and the level of culture in our country. With the archival scholars of our country The research of personal archives has been deepened, and the experience of foreign research on personal archives has been introduced into China. It provides a lot of reference and reference for the research of personal archives in China. This article takes personal archives as the research object, which is divided into six parts. The first part is introduction. The fourth part focuses on the main strategies for the preservation of personal files in China. The last part is the summary of all the research contents of the article, and points out the shortcomings in our country. The preservation strategy and the realization mechanism of the case are mainly through comparison and analysis with foreign countries. By summarizing the research and practical experience of foreign individual files and taking the status quo of the research and preservation of personal files in our country as the background, the differences at home and abroad are compared and analyzed from home and abroad on the status of personal archives preservation, and the differences between domestic and foreign are compared and analyzed. From the two aspects of the traditional personal files and digital personal files, the main strategy of personal archives preservation is put forward. The realization mechanism of personal archives preservation is studied from five aspects of consciousness, law, technology, responsibility subject and talent skill. Under the cooperation of the archivists, the public and the related organizations, the personal files of personal memory vouchers will be used. Play a greater role.
