【摘要】：作為社會記憶不可或缺的重要部分,個(gè)人檔案豐富了國家檔案資源,從側(cè)面反映國家的真實(shí)面貌,折射民族文化的發(fā)展歷程,是社會記憶的補(bǔ)充;對其進(jìn)行保存管理也體現(xiàn)了當(dāng)前我國人民生活文化水平的逐步提高。隨著我國檔案學(xué)者對個(gè)人檔案研究的不斷深入,國外在個(gè)人檔案研究上的經(jīng)驗(yàn)成果陸續(xù)傳入中國,為我國個(gè)人檔案研究提供諸多參考與借鑒。本文以個(gè)人檔案作為研究對象,分六個(gè)部分進(jìn)行具體闡述。第一部分為引言。首先從研究背景、研究現(xiàn)狀入手,對國內(nèi)外個(gè)人檔案的研究進(jìn)行梳理,明確本文研究所具有的兩個(gè)目的及其理論意義及實(shí)踐價(jià)值,同時(shí),介紹本文的研究內(nèi)容與研究思路,對本文所具有的創(chuàng)新點(diǎn)進(jìn)行闡述。第二部分主要介紹個(gè)人檔案基本概念。包括兩個(gè)方面的內(nèi)容:其一,對個(gè)人檔案進(jìn)行闡述,對與個(gè)人檔案相關(guān)的易混淆的概念進(jìn)行界定,分別對私人檔案、人事檔案、家庭檔案這三種類型的檔案進(jìn)行界定;其二,從個(gè)人檔案的價(jià)值、個(gè)人檔案的建設(shè)意義以及社會組織在個(gè)人檔案中發(fā)揮的作用這三個(gè)方面具體闡述,以此對個(gè)人檔案進(jìn)行更加詳實(shí)的理解。第三部分對國內(nèi)外個(gè)人檔案保存現(xiàn)狀進(jìn)行梳理。運(yùn)用比較研究法對國內(nèi)外個(gè)人檔案目前的保存狀況進(jìn)行分析比較,主要從個(gè)人檔案保存的法規(guī)制度以及實(shí)踐項(xiàng)目的開展兩個(gè)方面對國內(nèi)和國外個(gè)人檔案的保存現(xiàn)狀進(jìn)行比較,總結(jié)分析國內(nèi)外個(gè)人檔案在這些方面的差距。第四部分著重論述我國個(gè)人檔案保存的主要策略。首先,從傳統(tǒng)的角度來闡述個(gè)人檔案的保存,包括紙質(zhì)和新型載體兩個(gè)方面的個(gè)人檔案的保存;然后,從數(shù)字化的角度來闡述個(gè)人檔案的保存,包括本地的和非本地的網(wǎng)絡(luò)化兩個(gè)方面的個(gè)人檔案的保存,在本地的個(gè)人檔案保存中,主要分析可移動存儲設(shè)備與計(jì)算機(jī)設(shè)備的保存策略,在非本地的網(wǎng)絡(luò)化個(gè)人檔案的保存中,主要分析碎片化網(wǎng)絡(luò)存儲的個(gè)人檔案以及集中式云存儲的個(gè)人檔案的保存策略。第五部分主要闡述了我國個(gè)人檔案保存的實(shí)現(xiàn)機(jī)制。主要從意識、法規(guī)標(biāo)準(zhǔn)、技術(shù)、責(zé)任主體以及人才技能五個(gè)角度分析個(gè)人檔案保存的實(shí)現(xiàn)機(jī)制,其中意識是個(gè)人檔案保存實(shí)施的前提,法規(guī)標(biāo)準(zhǔn)是個(gè)人檔案保存實(shí)施的基礎(chǔ),技術(shù)是個(gè)人檔案保存實(shí)施的保障,責(zé)任主體是個(gè)人檔案保存實(shí)施的主體,而人才技能是個(gè)人檔案保存實(shí)施的中堅(jiān)力量。最后一部分是對文章所有研究內(nèi)容的總結(jié),并指出不足之處。我國個(gè)人檔案的保存策略和實(shí)現(xiàn)機(jī)制,主要是通過與國外的對比分析研究出來的。通過總結(jié)國外個(gè)人檔案的研究成果和實(shí)踐經(jīng)驗(yàn),以我國個(gè)人檔案的研究及保存現(xiàn)狀為背景,從國內(nèi)外關(guān)于個(gè)人檔案保存的現(xiàn)狀出發(fā),比較分析國內(nèi)外存在的差異,并從傳統(tǒng)的個(gè)人檔案與數(shù)字化的個(gè)人檔案兩個(gè)方面提出個(gè)人檔案保存的主要策略,從意識、法規(guī)、技術(shù)、責(zé)任主體與人才技能五個(gè)層面研究個(gè)人檔案保存的實(shí)現(xiàn)機(jī)制。在檔案學(xué)者、公眾和相關(guān)機(jī)構(gòu)的配合下,作為個(gè)人記憶憑證的個(gè)人檔案將發(fā)揮更大的作用。

The last part is the summary of all the research contents of the article, and points out the shortcomings in our country. The preservation strategy and the realization mechanism of the case are mainly through comparison and analysis with foreign countries. By summarizing the research and practical experience of foreign individual files and taking the status quo of the research and preservation of personal files in our country as the background, the differences at home and abroad are compared and analyzed from home and abroad on the status of personal archives preservation, and the differences between domestic and foreign are compared and analyzed. From the two aspects of the traditional personal files and digital personal files, the main strategy of personal archives preservation is put forward. The realization mechanism of personal archives preservation is studied from five aspects of consciousness, law, technology, responsibility subject and talent skill. Under the cooperation of the archivists, the public and the related organizations, the personal files of personal memory vouchers will be used. Play a greater role.
