【摘要】：2014年在中央網(wǎng)絡(luò)安全和信息化領(lǐng)導小組第一次會議中,習近平總書記明確指出,信息資源日益成為重要生產(chǎn)要素和社會財富,信息掌握的多寡作為國家軟實力和競爭力的重要標志,顯示出信息資源的建設(shè)與發(fā)展在國家安全戰(zhàn)略發(fā)展中的重要地位。學術(shù)信息資源作為信息資源的一種,在國家自主創(chuàng)新發(fā)展中具有重要意義。與此同時,學術(shù)信息資源又深刻影響著國家信息安全,缺乏對于學術(shù)信息資源的自主控制和在國際學術(shù)信息資源產(chǎn)業(yè)市場中的話語權(quán),將給國家信息安全帶來潛在的難以估量的損失。縱觀目前的思路側(cè)重于學術(shù)信息資源本身安全保障,而對如何發(fā)展學術(shù)信息資源產(chǎn)業(yè)的研究較少。因而本文在閱讀已有研究成果的基礎(chǔ)上,運用產(chǎn)業(yè)分析理論、比較研究及案例實證等研究方法,從產(chǎn)業(yè)的視角出發(fā),在初步界定學術(shù)信息資源產(chǎn)業(yè)概念內(nèi)涵及外延的基礎(chǔ)上;研究學術(shù)信息資源產(chǎn)業(yè)鏈結(jié)構(gòu)及其特征,分析我國學術(shù)信息資源產(chǎn)業(yè)現(xiàn)狀及在全球?qū)W術(shù)信息資源產(chǎn)業(yè)鏈上所處位置;深入揭示學術(shù)信息資源產(chǎn)業(yè)發(fā)展的驅(qū)動機制;尋求我國學術(shù)信息資源產(chǎn)業(yè)發(fā)展的路徑與基本對策。論文由六個部分組成:本文第一章是緒論,主要介紹了研究背景、意義、國內(nèi)外研究現(xiàn)狀、主要思路、研究方案與內(nèi)容、重難點與創(chuàng)新點等。第二章是對學術(shù)信息資源產(chǎn)業(yè)概念與特征的探討。在比較學術(shù)信息資源產(chǎn)業(yè)與相關(guān)產(chǎn)業(yè)關(guān)系的基礎(chǔ)上,對學術(shù)信息資源產(chǎn)業(yè)的概念和特征予以界定。第三章著重對學術(shù)信息資源產(chǎn)業(yè)鏈結(jié)構(gòu)及問題進行研究。在學術(shù)信息資源產(chǎn)業(yè)概念界定基礎(chǔ)上,采用產(chǎn)業(yè)分析理論,研究學術(shù)信息資源產(chǎn)業(yè)鏈結(jié)構(gòu)。探討國內(nèi)外學術(shù)信息資源產(chǎn)業(yè)鏈發(fā)展現(xiàn)狀及特征,歸納我國存在的主要問題。第四章是對我國學術(shù)信息資源產(chǎn)業(yè)發(fā)展驅(qū)動機制的探討。通過PEST、要素分析法分別對內(nèi)外環(huán)境因素展開分析,指出我國學術(shù)信息資源產(chǎn)業(yè)發(fā)展的主要動力要素,探索性的提出驅(qū)動機制。第五章提出我國學術(shù)信息資源產(chǎn)業(yè)發(fā)展的路徑與對策建議。分析我國學術(shù)信息資源產(chǎn)業(yè)面臨著路徑依賴問題,結(jié)合國內(nèi)外產(chǎn)業(yè)發(fā)展的新趨勢及我國存在的基礎(chǔ),提出我國的發(fā)展路徑及基本對策。第六章是結(jié)論與展望�？偨Y(jié)主要的研究結(jié)論,指出存在的不足,展望有待進一步研究的問題。
[Abstract]:In 2014 the first meeting of the central network security and Informatization Leading Group, general secretary Xi Jinping explicitly pointed out that the information resources become an important factor of production and social wealth, the amount of information to grasp as an important symbol of national soft power and competitiveness, showing the important position of construction and development of information resources in the national security strategy in the development of academic. Information resources as a kind of information resources, plays an important role in the national innovation development. At the same time, the academic information resources have great influences on the national information security, the lack of independent control of academic information resources in the international market and academic information resources in the industry the right to speak, will bring potential immeasurable losses to the state information security. Now the idea throughout the focus on academic information resources security, and on how to develop the academic information resources. The research is less. So this paper on the basis of the existing research results of reading, using the theory of industry analysis, comparative research and empirical research methods, starting from the industry perspective, based on the preliminary definition of academic information resources industry connotation and extension; research on academic information resources industry chain structure and characteristics, analysis of the current situation of academic the information resources industry in China and its position in the global academic information resources industry chain; to reveal the driving mechanism of the academic information resources development; information resources for industrial development of our country academic path and basic countermeasures. This paper consists of six parts: the first chapter is the introduction, mainly introduces the research background, significance the main idea, research status at home and abroad, research program and content, difficulties and innovations. The second chapter is the concept of academic information resources industry and explore the characteristics. Based on comparison of information resources industry and academic related industries on the concept and characteristics of information resources industry academic definition. The third chapter focuses on the research of the academic information resources industry chain structure and problems. In the definition of academic information resources based on the industry, the industry analysis theory, the research of academic information resources industry chain structure study. The domestic and foreign academic information resources industry chain development status and characteristics, summarized the main problems existing in our country. The fourth chapter is to explore the development of China's information industry. The driving mechanism of academic resources through PEST, factor analysis method to analyze the internal and external environmental factors, points out the main driving factors of information resources industry development of our country's academic exploration. The fifth chapter the academic analysis of the academic information resources in China The industry is faced with the problem of path dependence, combined with the foundation of the new trend of the development of domestic and international industry and our country, put forward the development path of China and the basic countermeasures. The sixth chapter is the conclusion and prospect. Summarize the main conclusions of the study, points out the existing problems and Prospect of further study of the problem.
