【摘要】：政務(wù)系統(tǒng)涵蓋了各行各業(yè)的數(shù)據(jù),對(duì)于如何管理、發(fā)現(xiàn)、獲取、整合這些有價(jià)值的政務(wù)信息資源是目前智慧政務(wù)研究的熱點(diǎn)。由于各部門的政務(wù)系統(tǒng)缺乏統(tǒng)一的建設(shè)標(biāo)準(zhǔn)和規(guī)范,導(dǎo)致系統(tǒng)之間很難實(shí)現(xiàn)政務(wù)信息資源的共享,存在政務(wù)信息重復(fù)采集、不一致等問題,造成政務(wù)系統(tǒng)之間條塊分割和“信息孤島”,各政務(wù)部門間無(wú)法進(jìn)行有效的資源共享和業(yè)務(wù)協(xié)同。為打破各政務(wù)部門間的“信息孤島”,實(shí)現(xiàn)各政務(wù)系統(tǒng)的互聯(lián)互通,完成政務(wù)資源共享,實(shí)現(xiàn)業(yè)務(wù)協(xié)同。本文通過(guò)對(duì)政務(wù)信息資源交換的內(nèi)容分析,依照國(guó)家相關(guān)標(biāo)準(zhǔn),結(jié)合鄭州市的政務(wù)特點(diǎn),在市標(biāo)準(zhǔn)組的指導(dǎo)下研究制定了一系列相關(guān)的統(tǒng)一標(biāo)準(zhǔn);從國(guó)家相關(guān)標(biāo)準(zhǔn)入手,采用元數(shù)據(jù)對(duì)共享政務(wù)信息資源特征進(jìn)行描述,構(gòu)建起了符合鄭州市政務(wù)特征的目錄體系;從交換模式出發(fā),在各政務(wù)系統(tǒng)上安裝前置機(jī),通過(guò)發(fā)布訂閱的方式進(jìn)行交換共享;以東方通的中間件為依托,進(jìn)行流程以及技術(shù)改造,將目錄體系、資源體系、交換體系和綜合門戶進(jìn)行融合,構(gòu)建起一個(gè)基于云計(jì)算的政務(wù)信息資源共享交換與整合平臺(tái),并對(duì)該平臺(tái)的標(biāo)準(zhǔn)規(guī)范、設(shè)計(jì)原則、系統(tǒng)架構(gòu)、核心功能等進(jìn)行了闡述。實(shí)踐證明該平臺(tái)能夠?qū)崿F(xiàn)各部門異構(gòu)數(shù)據(jù)資源的高效、實(shí)時(shí)、安全共享交換,能夠強(qiáng)化資源整合和業(yè)務(wù)協(xié)同,能夠提高政務(wù)部門對(duì)政務(wù)資源的共享水平和利用效率。為今后政務(wù)部門提高管理效率、改善民生服務(wù)質(zhì)量打下了基礎(chǔ)。
[Abstract]:Government systems cover data from a variety of industries, as to how to manage, discover, obtain, The integration of these valuable government information resources is a hot topic in the research of intelligent government affairs at present. Due to the lack of uniform construction standards and norms in the government affairs systems of various departments, it is very difficult to realize the sharing of government information resources among the systems. There are problems such as repeated collection of government information, inconsistency and so on. In order to break up the "information isolated islands" among government departments and realize the interconnection of government systems, the government departments are unable to share resources and cooperate with each other effectively. Through the analysis of the content of the exchange of government information resources, according to the relevant national standards, combined with the characteristics of government affairs in Zhengzhou, Under the guidance of the city standard group, a series of related unified standards are established, starting from the relevant national standards, the characteristics of shared government information resources are described by using metadata, and the catalogue system that conforms to the administrative characteristics of Zhengzhou is constructed. Starting from the exchange mode, install the front computer in each government affairs system, exchange and share by publishing and subscribing; take the middleware of Dongtong as the support, carry on the process and technical transformation, the directory system, the resource system, The exchange system and the integrated portal are combined to construct a platform for the sharing, exchange and integration of government information resources based on cloud computing, and the standard specification, design principles, system architecture of the platform are also discussed. It is proved that the platform can realize the efficient, real-time, secure sharing and exchange of heterogeneous data resources in various departments, and can strengthen the integration of resources and business cooperation. It can improve the sharing level and utilization efficiency of government resources and lay a foundation for improving the management efficiency and the quality of people's livelihood service in the future.
