中國(guó)公立高校內(nèi)部治理體系研究

【摘要】:作為傳承和拓展文明的學(xué)術(shù)組織,大學(xué)肩負(fù)著培養(yǎng)人才、發(fā)展科學(xué)、服務(wù)社會(huì)、傳承和創(chuàng)新文化的重要使命。在現(xiàn)代人類社會(huì)的發(fā)展過(guò)程中,大學(xué)發(fā)揮著其他任何組織都無(wú)法替代的重要作用。公立高校是中國(guó)建設(shè)世界一流大學(xué)的主陣地,關(guān)乎整個(gè)高等教育發(fā)展的規(guī)模、速度、效益和質(zhì)量。而“內(nèi)因是事物發(fā)展的根本動(dòng)力”,高校自身的健康成長(zhǎng),當(dāng)然要從高校的內(nèi)部做起。因此,做好中國(guó)公立高校內(nèi)部治理體系的創(chuàng)新研究,深入推進(jìn)高校治理改革實(shí)踐是破解“錢學(xué)森之問(wèn)”,踐行高校使命,推動(dòng)中國(guó)高等教育持續(xù)、健康和快速發(fā)展的必由之路。特別是在黨的十八屆三中全會(huì)提出“全面推進(jìn)國(guó)家治理體系和治理能力現(xiàn)代化”特殊時(shí)代背景下,推動(dòng)公立高校內(nèi)部由傳統(tǒng)“管理”向現(xiàn)代“治理”的轉(zhuǎn)變,進(jìn)一步健全和完善符合中國(guó)國(guó)情的公立高校內(nèi)部治理體系,實(shí)現(xiàn)高等教育治理體系和治理能力的現(xiàn)代化,已成為我國(guó)教育領(lǐng)域改革迫切需要解決的重要課題。本文共分六個(gè)部分,具體內(nèi)容如下:緒論。介紹公立高校內(nèi)部治理體系研究的背景和意義,梳理與本研究密切相關(guān)的研究成果,并在此基礎(chǔ)上明確本文的研究思路、方法和論文結(jié)構(gòu),指出論文的創(chuàng)新之處與研究的不足。第一章:理論基礎(chǔ)與分析框架。本章主要從理論層面解決公立高校內(nèi)部治理體系分析研究的理論依據(jù)和基本框架問(wèn)題,即將治理的一般性原理、中國(guó)情境下治理體系的嵌入性分析工具以及中國(guó)公立高校的改革、建設(shè)和發(fā)展實(shí)踐相結(jié)合,在規(guī)范限定本研究所涉及的“大學(xué)治理”“公立高!薄爸卫眢w系”等核心概念的基礎(chǔ)上,按照“價(jià)值——制度——行動(dòng)”這一中國(guó)特色治理體系的基本結(jié)構(gòu),明確公立高校內(nèi)部治理體系分析和研究的基本框架。第二章:中國(guó)公立高校內(nèi)部治理體系的價(jià)值構(gòu)成。“價(jià)值”的定位是構(gòu)建任何一個(gè)現(xiàn)代社會(huì)組織必須首先厘清的問(wèn)題,“價(jià)值”不僅關(guān)系到組織存在的意義和使命,更關(guān)系到組織的制度結(jié)構(gòu)和行動(dòng)規(guī)范的確立。本章以中國(guó)公立高校內(nèi)部治理體系的價(jià)值構(gòu)成作為分析和研究的對(duì)象,從現(xiàn)代大學(xué)的功能價(jià)值和精神價(jià)值出發(fā),結(jié)合中國(guó)特色社會(huì)主義制度下公立高校政治價(jià)值的特殊規(guī)定性,明確公立高校自身的價(jià)值定位,并以此為基礎(chǔ),分析和揭示現(xiàn)實(shí)中公立高校內(nèi)部治理體系的核心價(jià)值取向以及這些價(jià)值取所要正視和面對(duì)的價(jià)值偏離問(wèn)題。第三章:中國(guó)公立高校內(nèi)部治理體系的制度結(jié)構(gòu)。制度對(duì)于治理的重要性是不言而喻的,有效的治理必須要以穩(wěn)定的制度結(jié)構(gòu)和有效的制度供給作為基礎(chǔ)、保障和動(dòng)力。本章以中國(guó)公立高校內(nèi)部治理體系的制度結(jié)構(gòu)作為研究對(duì)象,并以現(xiàn)代大學(xué)內(nèi)部的權(quán)力結(jié)構(gòu)作為分析的切入點(diǎn),在明確公立高校內(nèi)部治理體系的理想化制度結(jié)構(gòu)的基礎(chǔ)上,介紹和分析當(dāng)前公立高校內(nèi)部以“黨委領(lǐng)導(dǎo)下的校長(zhǎng)負(fù)責(zé)制”為核心的政治領(lǐng)導(dǎo)制度、行政管理制度和學(xué)術(shù)自主管理制度的現(xiàn)實(shí)樣貌,同時(shí)分析和揭示當(dāng)前公立高校內(nèi)部治理體系在制度結(jié)構(gòu)方面存在的主要缺陷。第四章:中國(guó)公立高校內(nèi)部治理體系的行動(dòng)模式。從價(jià)值層面的引領(lǐng),再到制度層面的設(shè)計(jì)和安排,最終都將落腳于具體的治理行動(dòng)之中。本章以中國(guó)公立高校內(nèi)部治理體系的行動(dòng)模式作為分析和研究的對(duì)象,從治理的行動(dòng)模式區(qū)別于傳統(tǒng)管理的特殊性角度,結(jié)合自主治理的基本原則,設(shè)計(jì)并提出了帶有自主行動(dòng)特征的公共高校內(nèi)部治理體系的理想行動(dòng)模式,并在對(duì)當(dāng)前公立高校內(nèi)部以決策、執(zhí)行、參與和監(jiān)督為核心內(nèi)容的行動(dòng)模式進(jìn)行介紹和分析的基礎(chǔ)上,查找和分析阻礙公立高校內(nèi)部治理有效行動(dòng)的主要因素。第五章:中國(guó)公立高校內(nèi)部治理體系優(yōu)化的實(shí)現(xiàn)路徑。本章在綜合前文論述分析的基礎(chǔ)上,按照價(jià)值路徑、制度路徑與行動(dòng)路徑三個(gè)維度,探討未來(lái)進(jìn)一步優(yōu)化中國(guó)公立高校內(nèi)部治理體系可以進(jìn)行創(chuàng)新和改革的具體領(lǐng)域,并提出相關(guān)的政策建議。
[Abstract]:As an academic organization to inherit and expand civilization, the University shoulders the important mission of cultivating talents, developing science, serving society, inheriting and innovating culture. In the course of the development of modern human society, the university plays an important role that any other organization can not replace. Public colleges are the main position of China's construction of the world's first-class universities. The scale, speed, benefit and quality of the development of the whole higher education. "Internal cause is the fundamental motive force of the development of things". The healthy growth of colleges and universities should certainly start from the interior of the universities. Therefore, it is the "question of Tsien Hsueshen" to do a good job in the innovation research of the internal governance system of the Chinese public colleges and universities and push into the practice of university governance reform. To carry out the mission of colleges and universities to promote the sustainable, healthy and rapid development of China's higher education, especially in the special era of the party in the third Plenary Session of the 18th CPC Central Committee, which put forward the transition from "management" to modern "governance" in public colleges and universities. To improve and improve the internal governance system of public colleges and universities in accordance with the national conditions of China, and to realize the modernization of the system of higher education governance and the ability to govern in higher education has become an important issue to be urgently solved in the reform of our education field. The object of the study is to design and put forward the ideal action mode of the internal governance system of public colleges and universities with independent action characteristics, which is different from the special nature of traditional management and the basic principles of autonomous management, and the action of decision, execution, participation and supervision in the public colleges and universities. On the basis of the introduction and analysis of the model, the main factors that obstruct the effective action of internal governance in public colleges and universities are found and analyzed. The fifth chapter is the path to realize the optimization of the internal governance system of the public universities in China. On the basis of the analysis of the comprehensive foreword, this chapter discusses the future of the three dimensions according to the value path, the system path and the action path. Further optimizing the internal governance system of China's public universities can carry out specific areas of innovation and reform, and put forward relevant policy recommendations.
