中國村民自治視閾下的協(xié)商民主研究

【摘要】：中國共產(chǎn)黨第十八次代表大會正式確立了協(xié)商民主的概念并提出要健全和完善社會主義協(xié)商民主制度。繼十八大以后,在黨的十八屆三中全會和中國人民政治協(xié)商會議成立65周年大會中,習(xí)近平總書記進(jìn)一步強(qiáng)調(diào)了加強(qiáng)協(xié)商民主的重要性,并大力倡導(dǎo)加強(qiáng)基層協(xié)商民主制度化建設(shè)。中國農(nóng)村是基層協(xié)商民主建設(shè)的主要陣地和舞臺。在充分認(rèn)識和了解中國村民自治的基礎(chǔ)上進(jìn)行協(xié)商民主研究是中國基層民主建設(shè)的必由之路,既有利于完善現(xiàn)有的村民自治制度,又有利于中國基層協(xié)商民主的實(shí)施,對于完善中國基層民主制度、促進(jìn)中國農(nóng)村社會的和諧發(fā)展與穩(wěn)定、全面建成小康社會、實(shí)現(xiàn)中華民族的偉大復(fù)興具有重要的歷史意義和時代價值。本文在概述中國村民自治和協(xié)商民主的前提下,客觀分析了中國村民自治與協(xié)商民主的契合,厘清了中國協(xié)商民主與選舉民主的關(guān)系,認(rèn)真梳理了中國農(nóng)村實(shí)施協(xié)商民主面臨的挑戰(zhàn),有針對性地探討了中國農(nóng)村實(shí)施協(xié)商民主的策略。本文主要包括緒論、基本問題概況、研究的必要性與可行性、兩種民主的關(guān)系、存在的問題、實(shí)施的對策、結(jié)論七個部分。具體來講:第一章緒論部分概括了論文研究的背景、研究意義、文獻(xiàn)綜述、研究方法以及創(chuàng)新與不足之處。論文的研究背景包括時代、政治與現(xiàn)實(shí)背景三個方面;研究意義主要從理論和實(shí)踐兩方面進(jìn)行論述;研究綜述主要總結(jié)了當(dāng)前學(xué)術(shù)界針對本選題的主要觀點(diǎn);本文的研究方法主要包括辯證、歷史、比較、系統(tǒng)的分析方法以及多學(xué)科交叉的方法;本文的創(chuàng)新之處是指文章圍繞哪些內(nèi)容進(jìn)行了創(chuàng)新,同時指出了本文研究的不足之處。第二章闡述了中國村民自治和協(xié)商民主的概況。本章首先對中國村民自治進(jìn)行了概述。在此基礎(chǔ)上對協(xié)商民主進(jìn)行了論述,分別闡釋了西方協(xié)商民主和中國協(xié)商民主的涵義、中國協(xié)商民主發(fā)展的歷史與實(shí)踐價值、中國協(xié)商民主的文化底蘊(yùn)和理論基礎(chǔ)、中西協(xié)商民主的異同,為中國村民自治視閾下的協(xié)商民主研究這一主題的引入做了一個前提交代,起到拋磚引玉的作用。第三章論述了中國村民自治和協(xié)商民主的契合。本章從中國村民自治與協(xié)商民主契合的必要性與可行性的角度建構(gòu)起中國村民自治與協(xié)商民主的內(nèi)在聯(lián)系,并在此基礎(chǔ)上進(jìn)一步論述了中國協(xié)商民主在推進(jìn)村民自治中的作用。通過本章的論述,意在建立起中國村民自治與協(xié)商民主二者的關(guān)系。為下一步深入闡述中國村民自治視閾下如何實(shí)施協(xié)商民主做了前提鋪墊。第四章闡述了中國村民自治視閾下協(xié)商民主與選舉民主的協(xié)同發(fā)展。為了理清協(xié)商民主與選舉民主的關(guān)系,更好地推進(jìn)協(xié)商民主建設(shè),本章首先開門見山地闡述了選舉民主的地位和意義。在此基礎(chǔ)上提出協(xié)商民主與選舉民主具有協(xié)同發(fā)展的關(guān)系,具體從二者之間相互彌補(bǔ)、相互包含、互為前提和相互促進(jìn)四個方面進(jìn)行闡釋。為了更好地實(shí)施協(xié)商民主,文章進(jìn)一步指出協(xié)商民主與選舉民主協(xié)同發(fā)展的價值,為發(fā)展協(xié)商民主、在實(shí)踐中處理好協(xié)商民主與選舉民主的關(guān)系指明了方向。通過這一章的論述,進(jìn)一步明確協(xié)商民主與選舉民主在民主實(shí)踐中要協(xié)同發(fā)展,澄清了人們對協(xié)商民主與選舉民主關(guān)系的模糊認(rèn)識。第五章論述了中國村民自治視閾下協(xié)商民主面臨的困境。在經(jīng)過認(rèn)真分析與思考的基礎(chǔ)上,本章認(rèn)為在中國村民自治視閾下實(shí)施協(xié)商民主主要面臨著四個方面的困難和挑戰(zhàn),即基層政府問題,農(nóng)村協(xié)商主體問題,協(xié)商實(shí)踐問題,協(xié)商路徑與方法問題。本章所談及的四個問題,每個問題中都包含了若干具體的小問題。為下一章解決問題對策的提出做了充分的準(zhǔn)備。第六章闡述了中國村民自治視閾下協(xié)商民主實(shí)施的策略。本章是論文的核心部分,在對第五章進(jìn)行充分思考的基礎(chǔ)上,有針對性地提出了在村民自治視閾下實(shí)施協(xié)商民主的策略。分別從政府、主體、制度、路徑與方法的角度闡述了五個方面內(nèi)容:加大基層政府的幫扶與支持;提升農(nóng)村協(xié)商主體素質(zhì);建構(gòu)農(nóng)村協(xié)商民主制度;探尋農(nóng)村協(xié)商民主路徑;創(chuàng)新農(nóng)村協(xié)商民主方法。本章所論述的內(nèi)容,包括制度、路徑和方法都具有一定的創(chuàng)新性。結(jié)論部分主要是在對本文的論述進(jìn)行系統(tǒng)回顧的基礎(chǔ)上提出一些補(bǔ)充性和建設(shè)性意見和建議,以期為在中國農(nóng)村切實(shí)實(shí)施協(xié)商民主、完善村民自治揚(yáng)鞭策馬、加油鼓勁,使中國農(nóng)村協(xié)商民主不會成為空中樓閣,而是真正落地有聲地踏實(shí)推進(jìn)。
[Abstract]:The eighteenth Congress of the Communist Party of China has formally established the concept of consultative democracy and proposed to improve and perfect the socialist democratic system of consultation. After the eighteen major, the general secretary Xi Jinping further stressed the importance of strengthening consultative democracy in the party's the third Plenary Session of the 18th CPC Central Committee and the establishment of the 65th anniversary congress of the Chinese people's Political Consultative Conference. It is important to promote the democratic and institutionalized construction of grass-roots consultations. China's rural areas are the main positions and stages of democratic construction at the grass-roots level. Consultation democratic research on the basis of fully understanding and understanding the autonomy of Chinese villagers is the only way for the democratic construction of grass-roots level in China, which is beneficial to the improvement of the existing system of villagers' autonomy and the existing system of villagers' autonomy. This paper analyzes the relationship between Chinese villagers' autonomy and consultative democracy, clarifies the relationship between China's Consultative Democracy and electoral democracy, carefully combs the challenges facing the implementation of consultative democracy in China's rural areas, and probes into the strategies for the implementation of consultative democracy in China's rural areas. This paper mainly includes the thread, the basic problems, the necessity and feasibility of the research. Sex, the relationship between the two kinds of democracy, the existing problems, the Countermeasures of implementation, and the conclusion of the seven parts. In the first chapter, the introduction summarizes the background of the research, the significance of the research, the literature review, the research method, and the innovation and inadequacies. The research background of the thesis includes three aspects of the time generation, the political and realistic background, and the research significance mainly from the research. The third chapter discusses the combination of villagers' autonomy and consultative democracy in China. This chapter is based on the autonomy and consultation of the villagers in China. On the basis of the necessity and feasibility of the democratization, the internal relations between the villagers' autonomy and the consultative democracy in China are constructed, and on this basis, the role of the Chinese negotiated democracy in promoting the autonomy of the villagers is further discussed. Through this chapter, the relationship between the two people of the Chinese villagers' autonomy and consultative democracy is set up. The fourth chapter expounds the cooperative development of consultative democracy and electoral democracy under the vision threshold of Chinese villagers' autonomy. In order to clarify the relationship between the consultative democracy and the electoral democracy and promote the democratic construction of the consultative democracy, this chapter first opens the door to explain the electoral democracy. On this basis, we put forward the relationship between the consultative democracy and the electoral democracy, specifically from the four aspects of mutual compensation, mutual inclusion, mutual inclusion, mutual promotion and mutual promotion. On the basis of the full consideration of the fifth chapters, this chapter puts forward the sixth chapter. The strategy of implementing consultative democracy under the threshold of villagers' autonomy is described in five aspects from the perspective of government, subject, system, path and method: to increase the support and support of the grass-roots government; to improve the quality of the rural consultative subjects; to construct a democratic system in rural areas; to explore the democratic path of consultative democracy in rural villages; to innovate the democratic method of rural consultative democracy. The contents, including the system, the path and the method, are all innovative. The conclusion is mainly on the basis of a systematic review of this article. Some supplementary and constructive suggestions and suggestions are put forward, in order to implement the consultative democracy in the rural areas in China, to improve the villager autonomy and to encourage the encouragement of China. Deliberative democracy in rural areas will not become a castle in the air, but a real landing and sound and steady progress.
