【摘要】:中國(guó)共產(chǎn)黨歷來(lái)高度重視干部教育工作。隨著黨面臨的形勢(shì)和任務(wù)的不斷發(fā)展變化,我們黨總是把干部教育培訓(xùn)工作放在基礎(chǔ)性、戰(zhàn)略性和先導(dǎo)性的地位,以培養(yǎng)適應(yīng)新形勢(shì)發(fā)展和新任務(wù)要求的高素質(zhì)干部隊(duì)伍為目標(biāo),堅(jiān)持不懈地抓好干部教育,并且成效顯著。尤其是黨的十六大以來(lái),黨中央著眼于黨和國(guó)家事業(yè)發(fā)展全局的戰(zhàn)略高度,不斷擴(kuò)大培訓(xùn)規(guī)模,大幅提高干部素質(zhì),開(kāi)闊教育視野,加大培訓(xùn)力度,增強(qiáng)培訓(xùn)實(shí)效,使黨的干部教育事業(yè)實(shí)現(xiàn)了大發(fā)展,取得了輝煌成績(jī),為黨的事業(yè)發(fā)展提供了有力的人才保障和智力支撐。認(rèn)真總結(jié)黨的十六大以來(lái)干部教育培訓(xùn)工作的寶貴歷史經(jīng)驗(yàn),深入研究這一時(shí)期干部教育培訓(xùn)發(fā)展的歷史規(guī)律,不斷探索干部教育改革創(chuàng)新發(fā)展的新途徑、新趨勢(shì)和新方法,為干部教育培訓(xùn)事業(yè)發(fā)展提供動(dòng)力源泉和后續(xù)支撐,這對(duì)于我們黨干部教育事業(yè)實(shí)現(xiàn)進(jìn)一步發(fā)展創(chuàng)新具有深遠(yuǎn)且重大的戰(zhàn)略意義。本文運(yùn)用文獻(xiàn)研究法、歷史分析法、比較分析法,著眼于中國(guó)共產(chǎn)黨干部教育的理論基礎(chǔ)和實(shí)踐發(fā)展的視覺(jué)維度,以馬列主義干部教育思想為指導(dǎo)、引領(lǐng)和支撐,對(duì)黨的十六大以來(lái)的干部教育改革與創(chuàng)新問(wèn)題作深入細(xì)致的研究。具體內(nèi)容如下:第1章,緒論。共分四個(gè)部分:選題依據(jù)和研究意義;研究現(xiàn)狀和有待深入研究的問(wèn)題;研究思路和方法;論文的創(chuàng)新與不足。第2章,黨的十六大以來(lái)干部教育面臨的形勢(shì)。共分二個(gè)部分:干部教育面臨的國(guó)內(nèi)外形勢(shì);干部隊(duì)伍和干部教育的現(xiàn)狀。第一部分對(duì)干部教育面臨的國(guó)內(nèi)外形勢(shì)進(jìn)行了全面準(zhǔn)確的分析。在面臨的國(guó)際形勢(shì)方面,主要從和平發(fā)展仍是時(shí)代主題、國(guó)際政治格局趨于多極化、經(jīng)濟(jì)全球化進(jìn)程不斷加快、綜合國(guó)力競(jìng)爭(zhēng)的激烈變化和現(xiàn)代科技信息技術(shù)的迅猛發(fā)展等幾個(gè)方面進(jìn)行了深入分析,指出黨的干部教育工作必須要準(zhǔn)確把握時(shí)代脈搏,有效應(yīng)對(duì)形勢(shì)變化,不斷適應(yīng)國(guó)際形勢(shì)發(fā)展對(duì)我們黨提出的新要求和新挑戰(zhàn);在面臨的國(guó)內(nèi)形勢(shì)方面,主要從新形勢(shì)下經(jīng)濟(jì)社會(huì)發(fā)展取得的主要成就、當(dāng)前經(jīng)濟(jì)發(fā)展的艱巨復(fù)雜任務(wù)及對(duì)黨和干部提出的新課題、新要求和新任務(wù)等方面進(jìn)行分析研究,指出黨的干部教育工作必須緊緊圍繞新時(shí)期黨和國(guó)家事業(yè)發(fā)展大局,以提高執(zhí)政能力建設(shè)為主線,以有效應(yīng)對(duì)和解決經(jīng)濟(jì)社會(huì)發(fā)展中的各種復(fù)雜矛盾問(wèn)題為重點(diǎn),以全面建設(shè)小康社會(huì)為目標(biāo),加快實(shí)現(xiàn)改革創(chuàng)新,為黨和國(guó)家事業(yè)發(fā)展提供堅(jiān)實(shí)人才保障。第二部分對(duì)干部隊(duì)伍和干部教育的現(xiàn)狀進(jìn)行了全面總結(jié)和深入分析。在干部隊(duì)伍現(xiàn)狀方面,指出當(dāng)前部分干部在政治素質(zhì)、理論素養(yǎng)、理想信念、宗旨意識(shí)、執(zhí)政能力和廉潔自律等方面還存在著諸多問(wèn)題和不足,必須加以有效解決;在干部教育方面,指出當(dāng)前在思想認(rèn)識(shí)、培訓(xùn)內(nèi)容、培訓(xùn)方法、師資隊(duì)伍、體制機(jī)制、經(jīng)費(fèi)保障等方面還存在著一些制約干部教育創(chuàng)新發(fā)展的因素和障礙,應(yīng)盡快加以健全完善。第3章,黨的十六大以來(lái)干部教育改革創(chuàng)新的理論和實(shí)踐基礎(chǔ)。共分為二個(gè)部分:干部教育改革與創(chuàng)新的理論基礎(chǔ);干部教育改革與創(chuàng)新的實(shí)踐基礎(chǔ)。第一部分系統(tǒng)闡述了中國(guó)共產(chǎn)黨干部教育改革創(chuàng)新的理論基礎(chǔ),指出毛澤東、鄧小平、江澤民、胡錦濤的干部教育思想是干部教育改革創(chuàng)新的理論基礎(chǔ),他們的干部教育思想都緊緊圍繞不同時(shí)期黨面臨的中心任務(wù),堅(jiān)持不懈地推動(dòng)重大理論創(chuàng)新,使馬克思主義中國(guó)化的最新成果不斷得到繼承、豐富、完善和創(chuàng)新,這些理論創(chuàng)新成果是新時(shí)期干部教育創(chuàng)新發(fā)展的重大理論指南;第二部分系統(tǒng)回顧了中國(guó)共產(chǎn)黨干部教育改革創(chuàng)新的實(shí)踐基礎(chǔ),指出新中國(guó)成立初期的干部教育、黨的十一屆三中全會(huì)以來(lái)的干部教育、黨的十三屆四中全會(huì)以來(lái)的干部教育是干部教育改革創(chuàng)新的實(shí)踐基礎(chǔ)。這三個(gè)不同歷史時(shí)期的干部教育在改革創(chuàng)新中取得了巨大成就,積累了豐富經(jīng)驗(yàn),為新時(shí)期黨的干部教育改革創(chuàng)新提供了堅(jiān)實(shí)的實(shí)踐支撐。第4章,黨的十六大以來(lái)干部教育改革創(chuàng)新取得的成就。共分為五部分:干部教育培訓(xùn)機(jī)構(gòu)設(shè)置的改革創(chuàng)新成果;干部教育培訓(xùn)內(nèi)容的改革創(chuàng)新成果;干部教育培訓(xùn)方式的改革創(chuàng)新成果;干部教育培訓(xùn)體制的改革創(chuàng)新成果;干部隊(duì)伍的新變化。第一部分總結(jié)了在干部教育培訓(xùn)機(jī)構(gòu)設(shè)置方面所取得的創(chuàng)新成果,主要包括創(chuàng)建新的中國(guó)浦東干部學(xué)院、井岡山干部學(xué)院、延安干部學(xué)院等國(guó)家級(jí)干部教育培訓(xùn)基地以及廣東省等地方基層黨校辦學(xué)體制的調(diào)整與創(chuàng)新;第二部分總結(jié)了在干部教育培訓(xùn)內(nèi)容方面所取得的創(chuàng)新成果,主要包括科學(xué)發(fā)展觀教育、執(zhí)政能力教育、和諧社會(huì)教育、先進(jìn)性教育等馬克思主義中國(guó)化最新成果教育以及加強(qiáng)教材體系建設(shè);第三部分總結(jié)了在干部教育培訓(xùn)方式方面所取得的創(chuàng)新成果,主要包括組織調(diào)訓(xùn)與自主選學(xué)方式的結(jié)合、脫產(chǎn)培訓(xùn)與在職學(xué)習(xí)方式的結(jié)合、國(guó)內(nèi)培訓(xùn)與境外培訓(xùn)方式的結(jié)合以及案例式、體驗(yàn)式、研討式、模擬式等多種新興教學(xué)方法的大量探索和運(yùn)用;第四部分總結(jié)了在干部教育培訓(xùn)體制方面所取得的創(chuàng)新成果,主要包括頒布《干部教育培訓(xùn)工作條例(試行)》等法規(guī)制度,把縣委書(shū)記、縣長(zhǎng)納入國(guó)家級(jí)院校培訓(xùn),建立全國(guó)行政機(jī)關(guān)公務(wù)員培訓(xùn)體系等方面;第五部分總結(jié)了干部隊(duì)伍的新變化,指出通過(guò)干部教育在機(jī)構(gòu)、內(nèi)容、方法、體制等方面的改革創(chuàng)新,不斷增強(qiáng)了干部教育培訓(xùn)的效果,使干部隊(duì)伍出現(xiàn)了許多新變化,呈現(xiàn)出新面貌,廣大干部的理論功底、政治素養(yǎng)、執(zhí)政能力、宗旨意識(shí)、工作作風(fēng)、廉潔自律等都得到了明顯的加強(qiáng)、改善和提升。第5章,黨的十六大以來(lái)干部教育改革創(chuàng)新存在的問(wèn)題及其對(duì)策。共分二個(gè)部分:干部教育培訓(xùn)體制機(jī)制存在的問(wèn)題;解決干部教育培訓(xùn)體制機(jī)制存在問(wèn)題的對(duì)策。第一部分主要分析了體制機(jī)制方面存在的問(wèn)題。在培訓(xùn)體制方面,主要存在著令出多門(mén)、條塊分割、多頭投資、資源浪費(fèi)、重復(fù)培訓(xùn)、負(fù)擔(dān)加重、機(jī)制單一、競(jìng)爭(zhēng)不足等方面的問(wèn)題;在培訓(xùn)機(jī)制方面,主要存在著規(guī)范性不夠、內(nèi)容更新不夠、方式不夠豐富、管理相對(duì)滯后、激勵(lì)機(jī)制不夠等方面的問(wèn)題,這些問(wèn)題的存在是影響干部教育創(chuàng)新發(fā)展的關(guān)鍵性問(wèn)題,必須加以有效解決。第二部分系統(tǒng)提出了解決干部教育培訓(xùn)體制機(jī)制存在問(wèn)題的對(duì)策和辦法。在干部教育培訓(xùn)體制改革創(chuàng)新方面,提出要加快理論創(chuàng)新、加強(qiáng)宏觀管理、整合資源配置、引入市場(chǎng)調(diào)節(jié)、倡導(dǎo)組織推進(jìn)等辦法和舉措;在干部教育培訓(xùn)機(jī)制改革創(chuàng)新方面,提出要?jiǎng)?chuàng)新培訓(xùn)理念、借鑒國(guó)外經(jīng)驗(yàn)、優(yōu)化資源配置、強(qiáng)化培訓(xùn)質(zhì)量等基本要求,提出要堅(jiān)持系統(tǒng)協(xié)調(diào)、雙軌并重、激勵(lì)約束、優(yōu)勝劣汰、綜合效益等基本原則,提出要健全完善和改革創(chuàng)新干部教育培訓(xùn)的宏觀管理機(jī)制、需求分析機(jī)制、調(diào)訓(xùn)擇訓(xùn)機(jī)制、考核激勵(lì)機(jī)制、市場(chǎng)競(jìng)爭(zhēng)機(jī)制、內(nèi)部運(yùn)行機(jī)制和組織保障機(jī)制。同時(shí),還提出了要借鑒發(fā)達(dá)國(guó)家公務(wù)員的培訓(xùn)經(jīng)驗(yàn),學(xué)習(xí)他山之石,為我所用
