【摘要】:隨著社會(huì)系統(tǒng)脆弱性的不斷復(fù)合化、傳統(tǒng)與非傳統(tǒng)風(fēng)險(xiǎn)變得越來越難以預(yù)見。美國911事件和卡特里娜颶風(fēng)之后,公共應(yīng)急組織遭受危機(jī)沖擊后的快速復(fù)原能力迅速成為學(xué)術(shù)界和實(shí)務(wù)界關(guān)注的焦點(diǎn)。發(fā)達(dá)國家的公共應(yīng)急體系也從“零風(fēng)險(xiǎn)容忍”的完美防御模式轉(zhuǎn)變至“準(zhǔn)備承受沖擊”的彈復(fù)力防范模式。當(dāng)前,應(yīng)急組織的彈復(fù)力已經(jīng)成為我國應(yīng)急管理工作中亟待補(bǔ)齊的“短板”,同時(shí)國內(nèi)相關(guān)學(xué)術(shù)研究也幾乎處于空白。組織彈復(fù)力不僅需要組織內(nèi)部自我加強(qiáng),更需要通過外部社會(huì)資本和組織間學(xué)習(xí)產(chǎn)生驅(qū)動(dòng)效應(yīng)。本文選擇把研究主題聚焦于組織間社會(huì)資本、組織間學(xué)習(xí)與公共應(yīng)急組織彈復(fù)力的關(guān)聯(lián)機(jī)理。本文以“提出問題—文獻(xiàn)述評(píng)一分析框架一研究假設(shè)—問卷設(shè)計(jì)—實(shí)證調(diào)研一統(tǒng)計(jì)建模一政策建議”為研究的總體框架,先后兩次通過公安部培訓(xùn)基地對(duì)239位應(yīng)急組織負(fù)責(zé)人進(jìn)行問卷調(diào)查,并通過典型相關(guān)分析、結(jié)構(gòu)方程模型及多群組路徑建模等方法進(jìn)行定量分析。主要結(jié)論如下:(1)總體上我國公共應(yīng)急組織彈復(fù)力和組織間社會(huì)資本處于中等偏下水平,組織間學(xué)習(xí)處于中等略上水平。獨(dú)立樣本T檢驗(yàn)表明,東部和中西部地區(qū)的均值水平存在顯著性差異。(2)建模分析表明,①結(jié)構(gòu)社會(huì)資本對(duì)組織彈性維度與組織復(fù)原力維度均沒有產(chǎn)生直接影響,都通過組織間學(xué)習(xí)這一完全中介變量對(duì)兩者產(chǎn)生間接影響。②關(guān)系社會(huì)資本對(duì)組織彈性既有直接影響又有間接影響;但沒有對(duì)組織復(fù)原力產(chǎn)生直接影響,而是分別通過組織間學(xué)習(xí)和組織彈性這兩個(gè)中介變量對(duì)其產(chǎn)生間接影響。③認(rèn)知社會(huì)資本對(duì)組織彈性與組織復(fù)原力均產(chǎn)生直接影響與間接影響。④組織學(xué)習(xí)作為內(nèi)生潛變量時(shí),結(jié)構(gòu)、關(guān)系、認(rèn)知社會(huì)資本這三個(gè)維度對(duì)其都具有顯著的直接影響。⑤中西部組織間社會(huì)資本對(duì)公共應(yīng)急組織彈復(fù)力的直接影響效果均高于東部。相應(yīng)地,東部組織間社會(huì)資本對(duì)組織間學(xué)習(xí)的直接影響系數(shù)均高于中西部。(3)在政策建議方面的結(jié)論。①應(yīng)樹立“組織間社會(huì)資本運(yùn)營化”的新理念,科學(xué)組建能力互補(bǔ)且規(guī)模適宜的應(yīng)急組織網(wǎng)絡(luò),加快推進(jìn)過程型、軟約束及規(guī)范型機(jī)制的形成,致力于打造應(yīng)急組織網(wǎng)絡(luò)的愿景共同體。②推動(dòng)學(xué)習(xí)型應(yīng)急組織建設(shè),建立多渠道的知識(shí)獲取體系、打破知識(shí)信息孤島困境、推進(jìn)正向激勵(lì)與失敗寬容的雙向驅(qū)動(dòng)。③在公共應(yīng)急組織彈復(fù)力方面,以教育培訓(xùn)為途徑,提升自主決策水平、加強(qiáng)組織即興能力、開發(fā)團(tuán)隊(duì)拼湊能力。以制度建設(shè)為重點(diǎn),著力規(guī)范關(guān)鍵崗位替換機(jī)制、重要物質(zhì)修復(fù)機(jī)制以及信息系統(tǒng)修復(fù)機(jī)制。
[Abstract]:With the combination of social system vulnerability, traditional and non-traditional risks become more and more difficult to predict. After the 9 / 11 events and Hurricane Katrina, the rapid recovery ability of public emergency response organizations after the crisis has become the focus of attention in academic and practical circles. The public emergency response system of developed countries has also changed from the perfect defense mode of zero risk tolerance to the mode of resilience prevention. At present, the resilience of emergency organization has become the "short board" in the emergency management work of our country. Meanwhile, the relevant academic research in China is almost blank. Organizational resilience requires not only self-strengthening within the organization, but also driving effects through external social capital and inter-organizational learning. This paper focuses on inter-organizational social capital, inter-organizational learning and resilience of public emergency organizations. In this paper, the overall framework of the study is "question-literature review-analysis framework-research hypothesis-questionnaire design-empirical research-statistical modeling-policy recommendations". 239 emergency organization leaders were investigated twice through the training base of the Ministry of Public Security, and quantitative analysis was carried out by means of canonical correlation analysis, structural equation model and multi-group path modeling. The main conclusions are as follows: 1) on the whole, the resilience and inter-organizational social capital of China's public emergency response organizations are at the middle and lower level, and the inter-organizational learning is at the middle and slightly higher level. Independent sample T test showed that there was significant difference in mean level between eastern and central regions. Modeling analysis showed that social capital had no direct influence on the organizational elasticity dimension and organizational resilience dimension, and the model analysis showed that the structural social capital had no direct influence on the organizational elasticity dimension and the organizational resilience dimension. The relationship between social capital and organizational elasticity is both direct and indirect; however, there is no direct impact on organizational resilience. But when cognitive social capital has direct and indirect influence on organizational elasticity and organizational resilience through two intermediate variables, inter-organizational learning and organizational elasticity, as endogenous latent variables, cognitive social capital has a direct and indirect impact on both organizational elasticity and organizational resilience. The three dimensions of structure, relationship and cognitive social capital have significant direct influence on them. 5 the direct effect of social capital in the central and western regions on the resilience of public emergency organizations is higher than that in the eastern part. Accordingly, the direct influence coefficients of inter-organizational social capital on inter-organizational learning in eastern China are higher than those in central and western regions. 1) conclusion .1 of policy recommendations should establish a new concept of "inter-organizational social capital operation". Scientific construction of complementary and appropriate scale emergency organization network, speeding up the formation of process-oriented, soft constraint and canonical mechanism, and devoting itself to building the vision community of emergency organization network, promoting the construction of learning-type emergency organization. To establish a multi-channel knowledge acquisition system, to break the dilemma of isolated island of knowledge and information, to promote the two-way drive of positive motivation and tolerance of failure in the resilience of public emergency organizations, and to improve the level of independent decision-making by means of education and training. Strengthen the organization's improvisation ability and develop team's ability to piece together. Focusing on system construction, this paper focuses on standardizing the replacement mechanism of key posts, the repair mechanism of important materials and the repair mechanism of information system.
