高?萍紕(chuàng)新指標(biāo)體系構(gòu)建與評價(jià)方法研究

【摘要】:2012年以來,我國全面實(shí)施創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略,明確提出到2020年要建成具有中國特色、相對完善的國家創(chuàng)新體系,使我國躋身全球創(chuàng)新型國家行列的階段性目標(biāo)。本文以我國高等學(xué)?萍紕(chuàng)新為研究對象,以高校在國家實(shí)施創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略中獨(dú)特的地位和重要的作用為視角,提出高?萍紕(chuàng)新能力的內(nèi)涵,闡述了高?萍紕(chuàng)新體系是通過支撐國家科技創(chuàng)新系統(tǒng),進(jìn)而推動國家實(shí)施創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略的論斷。為了進(jìn)一步探索高?萍紕(chuàng)新能力的可測度性,本文基于2000年以來歷年《高等學(xué)?萍冀y(tǒng)計(jì)匯編資料》中的大量統(tǒng)計(jì)數(shù)據(jù),構(gòu)建了一套包含41個(gè)指標(biāo)的反映我國高?萍紕(chuàng)新能力的評價(jià)指標(biāo)體系,對31個(gè)省域高校和64個(gè)直屬高校的科技創(chuàng)新能力進(jìn)行評價(jià)。本文采用綜合評分法、層次分析法、聚類分析法、因子分析法等多變量統(tǒng)計(jì)分析技術(shù)建立了我國高?萍紕(chuàng)新能力指數(shù),從橫向、縱析、面板和不平衡性等角度對我國高?萍紕(chuàng)新能力進(jìn)行了全面分析。并創(chuàng)新性的提出了反映省域和直屬高校間科技創(chuàng)新水平差異的基尼系數(shù),從多角度來考察我國高?萍紕(chuàng)新水平的不平衡性。本文也是一種高?萍冀y(tǒng)計(jì)大數(shù)據(jù)分析的嘗試,形成的省域和直屬高?萍紕(chuàng)新能力的評價(jià)方法和評價(jià)系統(tǒng),可為將來我國高?萍冀y(tǒng)計(jì)數(shù)據(jù)的系統(tǒng)集成和開發(fā)利用提供有益的探索。
[Abstract]:Since 2012, our country has carried out the strategy of innovation-driven development in an all-round way, and put forward clearly that a national innovation system with Chinese characteristics and relatively perfect national innovation system should be built by 2020, so as to make our country a stage goal of becoming one of the global innovation-oriented countries. This paper takes the scientific and technological innovation of colleges and universities in our country as the research object, and puts forward the connotation of the scientific and technological innovation ability of colleges and universities from the perspective of the unique position and important role of colleges and universities in the implementation of innovation-driven development strategy. This paper expounds that the scientific and technological innovation system in colleges and universities is based on the support of the national scientific and technological innovation system, and then promotes the implementation of the strategy of innovation-driven development. In order to further explore the measurability of the scientific and technological innovation ability of colleges and universities, this paper bases on a large number of statistical data in the compilation of Science and Technology Statistics of Colleges and Universities since 2000. A set of evaluation index system including 41 indexes is constructed to evaluate the scientific and technological innovation ability of 31 provincial universities and 64 directly affiliated universities. In this paper, the index of scientific and technological innovation ability of colleges and universities in China is established by the methods of comprehensive score, analytic hierarchy process, cluster analysis, factor analysis and other multivariable statistical analysis techniques, which are analyzed horizontally and vertically. This paper analyzes the ability of science and technology innovation in colleges and universities from the angle of panel and imbalance. And innovatively put forward the Gini coefficient which reflects the difference of the level of scientific and technological innovation between the province and the universities directly under the province, and examine the imbalance of the level of scientific and technological innovation of our country's universities from many angles. This paper is also an attempt to analyze the scientific and technological statistics of big data in colleges and universities, forming an evaluation method and evaluation system for the scientific and technological innovation ability of provincial and directly affiliated universities. It can provide beneficial exploration for the system integration and development and utilization of the scientific and technological statistical data of colleges and universities in China in the future.
