治理理論視閾下我國公立大學內部制度研究

【摘要】:在加快推進高等教育強國建設與“世界一流大學和一流學科”建設的背景下,我國高等教育綜合改革進入了深水區(qū),構建現(xiàn)代大學制度成為一項重要的建設任務和改革任務,是政府、社會和大學共同關注的理論和實踐課題。經過幾十年的改革探索,中國特色現(xiàn)代大學制度初步展現(xiàn)了系統(tǒng)性圖景:外部制度方面,政府逐漸轉變職能、加強宏觀調控和指導,下放高校辦學自主權;內部制度方面,高校不斷深化內部治理結構改革、加強大學章程建設。伴隨著大學外部制度環(huán)境的逐步優(yōu)化,中國創(chuàng)建“雙一流”需要進一步激發(fā)大學自身的內在動力。而長期以來的慣性邏輯和行為方式,使我國大學發(fā)展的源動力機制——內部制度建設,一直得不到足夠重視,完善動力也較為不足。然而,與大學外部制度建設相比,內部制度的構建更為重要。只有把優(yōu)化大學外部制度和大學內部制度結合起來,才能推進中國特色現(xiàn)代大學制度的不斷完善。運用理論分析、調查研究、比較研究、歷史分析等相結合的研究方法,以我國公立大學內部制度為研究對象,基于治理理論和組織理論的視角,圍繞“我國公立大學內部制度的體系構成、制約因素,以及如何優(yōu)化大學內部制度”的研究思路,首先從治理視域下構建大學內部制度的理論框架入手,清晰界定大學內部制度的概念、邊界及其本文所定義的治理理念、治理主體、權力運行、組織機構、制度體系等核心要素,建構了清晰的分析框架,奠定了研究的理論依據。準確把握我國公立大學內部治理制度的發(fā)展歷程,圍繞大學內部制度的歷史演變,全面梳理了我國公立大學制度經歷的萌芽期、探索期、成長期、完善期等四個階段,從歷史變遷視角對我國大學內部制度的形成有了清晰的認識。在此基礎上,重點從大學內部制度的權力運行(包括政治權力、行政權力、學術權力、民主管理與監(jiān)督權力)、組織機構框架(包括黨群系統(tǒng)、行政系統(tǒng)、學術組織系統(tǒng))、制度保障體系(包括大學章程與校內規(guī)章制度)等三個維度,以體系構成、呈現(xiàn)特征、現(xiàn)實困境為基本線索,確立了研究的核心命題,對我國公立大學內部治理制度進行深入研究。認清我國大學內部制度建設內容的實質,進而從深層面、多角度分析影響我國大學內部制度建設的制約因素。借他山之石,選擇美國、英國、法國、日本四國的大學內部制度進行梳理和分析,找出其共同特征,凝練出不同內部治理模式,為我國大學內部制度的優(yōu)化提供借鑒和啟示。最后,為實現(xiàn)大學良好治理,從治理理論倡導的多元主體治理、權力之間的互動制衡、治理的法治化等視角出發(fā),統(tǒng)合從歷史到現(xiàn)實、從理論到實踐、從國內到國外、從成績到問題的研究基礎,提出了優(yōu)化我國公立大學內部治理制度的對策建議:實現(xiàn)大學多元主體共同治理是內部制度優(yōu)化的基礎,構建內部權力互動制衡機制是內部制度優(yōu)化的核心,深化大學內部治理結構改革是內部制度優(yōu)化的關鍵,推進大學治理規(guī)則的法治化是內部制度優(yōu)化的保障。研究價值或貢獻試圖體現(xiàn)在以下幾個方面:首先,研究視角的創(chuàng)新。雖然已有類似的研究,但或者只是就大學內部權力進行研究,或者只是以內部治理結構為研究對象,或者只是研究大學章程及制度體系,都不夠全面系統(tǒng),難以把握大學內部制度的本質。本研究聚焦大學內部制度的權力運行、組織機構、制度體系的三個維度,并強調它們之間的有機耦合關系,使大學內部制度的框架內容更加清晰。其次,研究理論運用視角的新嘗試。堅持治理理論作為研究依據、組織理論作為研究參照,治理理論主要在于提升大學的管理效率,組織理論則保持大學的學術本質屬性,不偏離發(fā)展方向。第三,研究思維“走進”與“走出”的新探索。研究大學內部制度問題,出發(fā)點卻不能局限于大學自身,必須堅持國家主導的外部制度的優(yōu)化與大學理應主導的內部制度優(yōu)化的有機結合。只是大學不能消極等待政府來推進自身制度變革,需要更加積極地面向現(xiàn)代大學制度的建設要求,不斷完善自身內部制度體系。
