【摘要】：中央蘇區(qū)是第二次國內(nèi)革命戰(zhàn)爭時期,基于贛南、閩西革命根據(jù)地而建立與發(fā)展起來的中央革命根據(jù)地。同時也是中國共產(chǎn)黨首次進(jìn)行局部執(zhí)政和社會建設(shè)的"試驗田"。這一時期醫(yī)療衛(wèi)生事業(yè)的理論與實踐在今天仍有重要指導(dǎo)意義。中央蘇區(qū)醫(yī)療衛(wèi)生事業(yè)是以南昌起義、中國共產(chǎn)黨獨立領(lǐng)導(dǎo)中國革命為開端的。毛澤東、朱德、周恩來等老一輩無產(chǎn)階級革命家,高度重視根據(jù)地醫(yī)療衛(wèi)生事業(yè)的發(fā)展,他們運用馬克思主義醫(yī)療衛(wèi)生思想的基本原理,結(jié)合中國革命戰(zhàn)爭和根據(jù)地建設(shè)的具體實際,開展了卓有成效的醫(yī)療衛(wèi)生實踐活動,開創(chuàng)了中國的紅色醫(yī)療衛(wèi)生事業(yè)。中央蘇區(qū)醫(yī)療衛(wèi)生事業(yè)的發(fā)展所面臨的艱難險阻是前所未有的。它充分發(fā)動群眾依靠群眾,根據(jù)形勢不斷完善,著重解決了軍民的健康問題。在實踐中形成了配合黨局部執(zhí)政的戰(zhàn)時性、服從戰(zhàn)爭需要的流動性、服務(wù)軍民健康的預(yù)防性、發(fā)動人民參與的群眾性等鮮明的特征。開拓了發(fā)展醫(yī)療衛(wèi)生事業(yè)的有效途徑,通過建設(shè)紅軍醫(yī)院、大興衛(wèi)生防疫運動、創(chuàng)辦紅色醫(yī)務(wù)學(xué)校、自給自足藥械資源等,將加強(qiáng)黨的領(lǐng)導(dǎo)與發(fā)動人民群眾相結(jié)合,形成防治合力;汲取傳統(tǒng)醫(yī)學(xué)精華注重中西醫(yī)相結(jié)合,達(dá)成優(yōu)勢互補;吸收民間人才與興辦醫(yī)務(wù)學(xué)校相結(jié)合,加強(qiáng)隊伍建設(shè)。中央蘇區(qū)醫(yī)療衛(wèi)生事業(yè),從無到有,發(fā)展興盛,為中國共產(chǎn)黨最終取得革命勝利做出了歷史性的貢獻(xiàn),開辟了馬克思主義中國化的衛(wèi)生觀,初創(chuàng)了預(yù)防為主防治結(jié)合的醫(yī)療衛(wèi)生理論體系,并豐富與發(fā)展了蘇區(qū)精神的內(nèi)涵,即以堅定的共產(chǎn)主義信念開展醫(yī)療衛(wèi)生事業(yè)、以實事求是的科學(xué)態(tài)度發(fā)展醫(yī)療衛(wèi)生事業(yè)、以造福群眾的真心實意踐行醫(yī)療衛(wèi)生事業(yè)、以艱苦奮斗的優(yōu)良作風(fēng)拓展醫(yī)療衛(wèi)生事業(yè)。中央蘇區(qū)醫(yī)療衛(wèi)生事業(yè)是在艱難困苦中創(chuàng)立并發(fā)展起來的,需要一批甘于奉獻(xiàn)勇于犧牲、無私忘我一心向黨、大醫(yī)精誠忠誠革命的紅色醫(yī)療專家,以因地制宜的創(chuàng)新精神、排除萬難的奮斗精神和實事求是的工作作風(fēng),實踐為革命服務(wù)、為人民服務(wù)的革命人道主義精神。這是中央蘇區(qū)醫(yī)療衛(wèi)生事業(yè)之所以取得成功的重要價值支撐,也是留給我們的寶貴精神財富。中央蘇區(qū)醫(yī)療衛(wèi)生事業(yè)的實踐經(jīng)驗與理論貢獻(xiàn)對當(dāng)前醫(yī)療衛(wèi)生事業(yè)如何堅持黨的領(lǐng)導(dǎo)下的醫(yī)改方向,如何踐行全心全意為人民服務(wù)的群眾路線,如何構(gòu)建社會主義的和諧醫(yī)患關(guān)系,如何培育現(xiàn)代醫(yī)德都有著十分重要的啟迪意義。
[Abstract]:The Central Soviet area was the second period of the Civil Revolutionary War, based on Gannan. The central revolutionary base area established and developed in western Fujian is also the "experimental field" for the first time for the Communist Party of China to take part in power and social construction. The difficulties and obstacles facing the development of the medical and health undertakings in the Central Soviet region are unprecedented.
