【摘要】：現(xiàn)代企業(yè)制度下國有企業(yè)黨的建設(shè)是一個(gè)重大的政治命題,其中的許多問題頗受社會(huì)關(guān)注,但系統(tǒng)性研究甚少。本文從國有企業(yè)黨建的重要性談起,提出國有企業(yè)黨的建設(shè)的基本評(píng)價(jià)標(biāo)準(zhǔn),在此基礎(chǔ)上論述國有企業(yè)黨的建設(shè)的基本問題,并回應(yīng)現(xiàn)實(shí)中存在的突出問題。全文分為6個(gè)部分:緒論提出國有企業(yè)黨建關(guān)乎社會(huì)主義制度成敗,同時(shí)論述了國有企業(yè)黨的建設(shè)的評(píng)判標(biāo)準(zhǔn)。國有企業(yè)承擔(dān)著政治、經(jīng)濟(jì)、文化、社會(huì)功能,加強(qiáng)國有企業(yè)黨的建設(shè)是實(shí)現(xiàn)國有企業(yè)功能的必然要求。單純注重國企經(jīng)濟(jì)功能的觀點(diǎn)影響較大,對(duì)國企黨建評(píng)判有著負(fù)面影響。本章還交代了研究涉及到的基本問題。第一章闡述如何完善現(xiàn)代企業(yè)制度下國有企業(yè)的領(lǐng)導(dǎo)體制,更好地發(fā)揮國有企業(yè)黨組織的政治核心作用。國有企業(yè)領(lǐng)導(dǎo)體制直接決定著黨委的地位和作用發(fā)揮。國有企業(yè)黨委發(fā)揮政治核心作用,既是《黨章》的規(guī)定,也是企業(yè)領(lǐng)導(dǎo)體制變革和黨建經(jīng)驗(yàn)的總結(jié)�，F(xiàn)代企業(yè)制度是企業(yè)管理的文明成果,公司法人治理是其主要形式。建立現(xiàn)代企業(yè)制度、實(shí)施公司法人治理有利于企業(yè)經(jīng)濟(jì)效益的提高。但公司法人治理與現(xiàn)代企業(yè)制度不是對(duì)等的概念�，F(xiàn)行法人治理結(jié)構(gòu)照搬西方模式,突出了經(jīng)濟(jì)效益標(biāo)準(zhǔn),弱化了黨委作用,背離了職工的主人翁地位。建設(shè)中國特色的現(xiàn)代國有企業(yè)制度,必須把黨的領(lǐng)導(dǎo)、職工的主人翁地位與發(fā)揮公司法人治理的管理優(yōu)勢結(jié)合起來,使黨組織和群眾組織成為法人治理的有機(jī)組成部分。第二章闡述如何加強(qiáng)國有企業(yè)干部隊(duì)伍建設(shè),保持干部隊(duì)伍的工人階級(jí)屬性。國企干部隊(duì)伍是企業(yè)的實(shí)際管理者,現(xiàn)代企業(yè)制度帶來干部隊(duì)伍和干部管理工作的復(fù)雜化,加強(qiáng)干部隊(duì)伍建設(shè)更加必要。目前干部隊(duì)伍在思想政治水平、黨風(fēng)廉政建設(shè)、分配激勵(lì)、能力素質(zhì)方面存在著突出問題。必須堅(jiān)持黨管干部,解決突出問題,保證干部隊(duì)伍的階級(jí)立場和政治方向,防止國企干部隊(duì)伍的蛻化變質(zhì)。第三章闡述加強(qiáng)國有企業(yè)思想政治工作,鞏固黨在企業(yè)的執(zhí)政基礎(chǔ)。思想政治工作是黨的傳統(tǒng)和優(yōu)勢,是鞏固黨在國有企業(yè)執(zhí)政基礎(chǔ)的需要。社會(huì)思潮多樣化、文化交融、信息化、職工隊(duì)伍結(jié)構(gòu)變化等給思想政治工作帶來了新問題。要通過社會(huì)主義核心價(jià)值觀教育、精神文明建設(shè)、企業(yè)文化建設(shè)、思想政治工作創(chuàng)新引領(lǐng)和動(dòng)員職工群眾,鞏固黨的執(zhí)政基礎(chǔ),實(shí)現(xiàn)黨在企業(yè)的執(zhí)政目標(biāo)。第四章闡述加強(qiáng)國有企業(yè)黨組織建設(shè),保持國有企業(yè)黨組織的先進(jìn)性純潔性。黨組織和黨員隊(duì)伍在國有企業(yè)的作用十分關(guān)鍵。目前黨員隊(duì)伍在理想信念、精神狀態(tài)、引領(lǐng)能力、組織活力等方面存在一定的問題。應(yīng)當(dāng)通過學(xué)習(xí)型創(chuàng)新型服務(wù)型引領(lǐng)型黨組織建設(shè),增強(qiáng)黨員隊(duì)伍思想政治素質(zhì)和業(yè)務(wù)素質(zhì),發(fā)揚(yáng)黨內(nèi)民主,增強(qiáng)黨委班子的領(lǐng)導(dǎo)力,增強(qiáng)黨員隊(duì)伍活力。結(jié)論主要是在全文的基礎(chǔ)上做出的概括和總結(jié)。加強(qiáng)現(xiàn)代企業(yè)制度下的國有企業(yè)黨的建設(shè),根本在于用馬克思主義統(tǒng)領(lǐng)國企黨建,把馬克思主義黨建思想貫徹到國有企業(yè)黨的建設(shè)各個(gè)方面,形成中國特色的現(xiàn)代國有企業(yè)制度。
[Abstract]:The modern enterprise system under the party building of state owned enterprises is a major political proposition, many problems of the popular social concern, but little systematic research. This paper starts from the importance of Party building of state owned enterprises, put forward the basic evaluation of the party building of state owned enterprises standards, in this paper based on the basic problems of the party building of state owned enterprises., and respond to the outstanding problems that exist in reality. The thesis is divided into 6 parts: the introduction of state-owned enterprises for the socialist party system success, and discusses the construction of state-owned company party criteria. State owned enterprises bear the political, economic, cultural and social functions, to strengthen the party building of state owned enterprises is the inevitable requirement to realize the state-owned the function of enterprise. Only pay attention to influence the economic function of large state-owned enterprises, has a negative impact on the enterprise party construction evaluation. This chapter also explains the problem of this study relates to the base. The first chapter expounds how to improve the leadership system of state-owned enterprises under the modern enterprise system, better play the central role of political party organizations in state-owned enterprises. The leadership system of state-owned enterprises directly determines the status and role of the Party committee of the party. The fourth chapter of strengthening the construction of Party organizations in state-owned enterprises, maintain the advanced nature of Party organizations in state-owned enterprises. The party members in the ideals and beliefs, mental state, lead there are some problems in terms of ability, organization activity and so on. Through the study of innovative services should lead the party organization construction, enhance the party ideological and political quality And the service quality, develop inner-party democracy, strengthen the leadership of Party committees, enhance the vitality of Party members. The main conclusion is made based on the text of the summary and conclusion.
