【摘要】：本研究是先確定了選題,即政治共識(shí)達(dá)成與新時(shí)期統(tǒng)一戰(zhàn)線關(guān)系,然后擬定了研究框架,再來逐步開展的各項(xiàng)具體章節(jié)的撰寫。本文總體框架安排是,除導(dǎo)論外,第一章是有關(guān)政治共識(shí)達(dá)成影響因素及其與統(tǒng)一戰(zhàn)線之間關(guān)系的一般性的理論知識(shí)介紹,為全篇研究奠定一個(gè)總體的理論框架基礎(chǔ);第二章為歷史層面的廣義的政治共識(shí)達(dá)成實(shí)踐梳理;第三章開始著重論述選題的價(jià)值內(nèi)容,主要探討的是新時(shí)期統(tǒng)一戰(zhàn)線及其與政治共識(shí)達(dá)成的關(guān)系。緊隨其后展開的第四章、第五章為第三章之具體化。各章節(jié)具體內(nèi)容如下。開展研究需要堅(jiān)持問題導(dǎo)向。導(dǎo)論回答了本選題的依據(jù),即為何要從政治共識(shí)視角來考察新時(shí)期統(tǒng)一戰(zhàn)線,指出當(dāng)前形勢(shì)下統(tǒng)一戰(zhàn)線通過凝聚政治共識(shí)發(fā)揮著黨凝聚人心、匯聚力量的政治優(yōu)勢(shì)作用,一定意義上已經(jīng)成為當(dāng)前中國最大的政治之一,在理論和實(shí)踐方面都具有重要的意義;在開展對(duì)新時(shí)期統(tǒng)一戰(zhàn)線凝聚政治共識(shí)的研究之前,首先對(duì)政治共識(shí)及統(tǒng)一戰(zhàn)線達(dá)成政治共識(shí)進(jìn)行了相關(guān)研究的綜述�？傮w來看,當(dāng)前國內(nèi)對(duì)政治共識(shí)的研究還主要處在對(duì)國外研究成果的借鑒和運(yùn)用階段,對(duì)統(tǒng)一戰(zhàn)線凝聚政治共識(shí)方面的研究更是少之又少。這雖然給本研究帶來不少障礙,卻也是本研究的價(jià)值之所在。為了更好地利用政治共識(shí)這一方法論工具,本研究首先嘗試在對(duì)政治共識(shí)概念進(jìn)行分析的基礎(chǔ)上,將其納入到一般政治觀念的政治理想、政治共識(shí)、政治事實(shí)認(rèn)識(shí)框架中。通過著力探討政治理想、政治事實(shí)對(duì)政治共識(shí)價(jià)值和程序兩個(gè)層面政治共識(shí)兩個(gè)部分的影響,試圖建構(gòu)一個(gè)方法論框架,從而為整個(gè)研究的開展奠定一個(gè)理論基礎(chǔ);其次,開展對(duì)政治共識(shí)達(dá)成與新時(shí)期統(tǒng)一戰(zhàn)線關(guān)系的研究,主要是從理論層面對(duì)統(tǒng)一戰(zhàn)線與政治共識(shí)達(dá)成之間的關(guān)系先進(jìn)行分析和基本定位。指出政治共識(shí)是建立統(tǒng)一戰(zhàn)線的根本前提和政治基礎(chǔ),統(tǒng)一戰(zhàn)線是實(shí)施政治共識(shí)的戰(zhàn)略策略手段。同時(shí),通過統(tǒng)一戰(zhàn)線凝聚政治共識(shí)是無產(chǎn)階級(jí)政黨的內(nèi)在要求。在完成理論分析框架的建構(gòu)以后,接下來需要從歷史實(shí)踐層面對(duì)人類民主政治實(shí)踐中凝聚政治共識(shí)的經(jīng)驗(yàn)教訓(xùn)進(jìn)行梳理。政治共識(shí)是進(jìn)入現(xiàn)代民主社會(huì)以后才面臨的一個(gè)問題。從中國政治發(fā)展的角度來理解政治共識(shí)達(dá)成的問題,對(duì)我們影響最大的要數(shù)蘇聯(lián)幾十年的社會(huì)主義民主實(shí)踐,以及在實(shí)踐過程中凝聚政治共識(shí)方面取得的經(jīng)驗(yàn)和教訓(xùn)。這些經(jīng)驗(yàn)和教訓(xùn)不但影響了中國革命和建設(shè)實(shí)踐,而且在今天仍然有很強(qiáng)的啟示意義;在對(duì)蘇聯(lián)民主實(shí)踐進(jìn)行梳理的基礎(chǔ)上,著重對(duì)中國共產(chǎn)黨在領(lǐng)導(dǎo)人民開展革命、建設(shè)和改革過程中發(fā)明創(chuàng)造出的統(tǒng)一戰(zhàn)線實(shí)踐進(jìn)行考察�？疾炝私y(tǒng)一戰(zhàn)線實(shí)踐在政治理想、政治事實(shí)影響下如何凝聚政治共識(shí)的。政治共識(shí)達(dá)成問題并非社會(huì)主義國家所面臨的問題,毋寧說,當(dāng)前資本主義多黨競爭型的代議民主制已經(jīng)陷入政治共識(shí)達(dá)成困境,"否決政治"現(xiàn)象正在蔓延,而為醫(yī)治這一弊病而提出的協(xié)商民主,在西方代議制民主大環(huán)境中對(duì)凝聚政治共識(shí)所發(fā)揮的作用有限。政治共識(shí)是一扇窗,透過這扇窗來考察當(dāng)今世界各國政治制度和政治實(shí)踐,對(duì)西方民主制度正在面臨的問題看得更加清楚,有助于我們破除對(duì)西方民主的迷信。對(duì)新時(shí)期統(tǒng)一戰(zhàn)線凝聚政治共識(shí)的理論層面的研究是本研究的核心章節(jié)之一。在對(duì)新時(shí)期統(tǒng)一戰(zhàn)線發(fā)揮凝聚政治共識(shí)作用的意義、價(jià)值和主要路徑進(jìn)行了分析以后。新時(shí)期統(tǒng)一戰(zhàn)線亟需發(fā)揮凝聚政治共識(shí)的作用,這是其所面臨的客觀工作環(huán)境已經(jīng)發(fā)生變化所決定的,也是當(dāng)前中國全面深化改革所提出的價(jià)值層面凝聚中國特色社會(huì)主義政治共識(shí)、程序?qū)用嫦驀抑卫眢w系和治理能力現(xiàn)代化轉(zhuǎn)換提出的新要求。在當(dāng)前統(tǒng)一戰(zhàn)線具體工作過程中也面臨著一些亟待解決的問題,需要通過達(dá)成政治共識(shí)來實(shí)現(xiàn);探討新時(shí)期統(tǒng)一戰(zhàn)線如何凝聚政治共識(shí),還必須對(duì)達(dá)成政治共識(shí)涉及到的相關(guān)政治主體進(jìn)行研究。俠義上理解的政治主體毫無疑問是中國共產(chǎn)黨,廣義上從主體間性的視角來觀察,統(tǒng)一戰(zhàn)線的政治主體還包括具體統(tǒng)戰(zhàn)工作中被稱為"統(tǒng)戰(zhàn)對(duì)象"的各政治主體。實(shí)際上,現(xiàn)實(shí)中開展統(tǒng)一戰(zhàn)線工作的第一步,就是將各個(gè)政治主體從普通的個(gè)人或群體盡量轉(zhuǎn)化為政治性的個(gè)人或群體,即政治主體;本章還集中探討了新時(shí)期統(tǒng)一戰(zhàn)線通過凝聚政治共識(shí)追求政治團(tuán)結(jié)的內(nèi)在邏輯。通過引入政治團(tuán)結(jié)理論,將統(tǒng)一戰(zhàn)線所要追求的政治團(tuán)結(jié)目標(biāo)與所要達(dá)成的價(jià)值層面和程序?qū)用嬲喂沧R(shí)進(jìn)行了類比,對(duì)新時(shí)期統(tǒng)一戰(zhàn)線和凝聚政治共識(shí)之間的關(guān)系方面作了較為深入的說明。在對(duì)新時(shí)期統(tǒng)一戰(zhàn)線所要達(dá)成的價(jià)值層面政治共識(shí)的研究中,首先需要破題,即對(duì)新時(shí)期統(tǒng)一戰(zhàn)線凝聚價(jià)值層面政治共識(shí)的內(nèi)涵、意義、政治基礎(chǔ)、政治條件等一般內(nèi)容進(jìn)行了概述,指出中國之所以能夠探索出一套有效達(dá)成政治共識(shí)的體制機(jī)制,是與中國共產(chǎn)黨領(lǐng)導(dǎo)人民開展的漫長歷史實(shí)踐密不可分的,同時(shí)與黨的堅(jiān)強(qiáng)領(lǐng)導(dǎo)有密不可分的關(guān)系;還需要對(duì)新時(shí)期統(tǒng)一戰(zhàn)線凝聚價(jià)值層面政治共識(shí)所受到的主流政治價(jià)值觀念、時(shí)代價(jià)值變遷、深層文化心理結(jié)構(gòu)等的影響進(jìn)行了梳理;最后,根據(jù)十八大之后中國的具體政治實(shí)踐,一方面來驗(yàn)證價(jià)值層面政治共識(shí)達(dá)成所遵循的規(guī)律,另一方面為新時(shí)期統(tǒng)一戰(zhàn)線凝聚政治共識(shí)提供理論借鑒。在對(duì)新時(shí)期統(tǒng)一戰(zhàn)線達(dá)成程序性政治共識(shí)的具體路徑進(jìn)行研究的過程中,首先需要對(duì)程序性政治共識(shí)相關(guān)概念、內(nèi)涵、障礙因素等進(jìn)行概述。本文認(rèn)為新時(shí)期統(tǒng)一戰(zhàn)線達(dá)成程序性政治共識(shí)是歷史邏輯、現(xiàn)實(shí)實(shí)踐邏輯發(fā)展的必然。同時(shí)也指出,中國傳統(tǒng)的缺乏法治觀念等因素嚴(yán)重影響了程序性政治共識(shí)的達(dá)成效果;對(duì)統(tǒng)一戰(zhàn)線達(dá)成程序性政治共識(shí)的主要原則也需要進(jìn)行梳理,主要列舉了理性協(xié)商原則、團(tuán)結(jié)和民主基礎(chǔ)上的自我教育原則、又團(tuán)結(jié)又斗爭原則、批評(píng)與自我批評(píng)基礎(chǔ)上的自我教育原則等。這些原則在新時(shí)期統(tǒng)一戰(zhàn)線達(dá)成程序性政治共識(shí)的過程中仍然有著重要的意義和價(jià)值;在對(duì)統(tǒng)一戰(zhàn)線達(dá)成程序性政治共識(shí)的具體路徑的探討方面,主要包括要利用好政黨協(xié)商、政協(xié)協(xié)商這兩個(gè)政治共識(shí)達(dá)成主渠道、將政治協(xié)商入公共決策程序、利用好統(tǒng)一戰(zhàn)線搭建的學(xué)習(xí)平臺(tái)、通過開展主題活動(dòng)在服務(wù)大局中達(dá)成政治共識(shí)等。
