【摘要】：隨著國際關系研究的“語言學轉向”,語言開始被視為國際政治的一個重要層面,理性主義權力觀也發(fā)生了變化。在此影響下,國際關系領域的話語研究議程沿著兩個主要路徑展開:哈貝馬斯式微觀的互動過程研究,強調話語的交流作用;�？率胶暧^的結構性研究,重視話語作為意義結構的影響。本文嘗試借鑒批評話語分析的三維分析模式,將上述兩個研究路徑結合起來,在話語交往事件與意義結構之間,文本及其所處的更廣闊社會政治情境之間建立起關聯(lián)。權力斗爭通常以話語實踐的形式表現(xiàn)出來,政治文本由此為權力關系研究提供了合適的對象�；谶@一前提假定,本文提出了話語與權力之間相互構成的關系假設:話語既以權力關系為基礎,同時也是影響權力關系的核心變量。一方面,行為體通過制造主導話語并戰(zhàn)略性地運用話語策略維護和鞏固權力關系;另一方面,作為意義結構的話語可以促進或制約行為體的實踐行為,從而對現(xiàn)實權力關系產(chǎn)生影響。為了驗證上述理論假設,本文以全球網(wǎng)絡治理領域治理機制的演變過程為案例分析內容,對互聯(lián)網(wǎng)治理機制發(fā)展中幾個主要階段的治理話語和實踐進行了三個維度的考察:文本層面對各個時期網(wǎng)絡治理討論文本的語言內容和特征進行了描述性分析;話語實踐層面對與文本生產(chǎn)、傳播和接受有關的話語斗爭過程進行了論述;社會實踐層面考察各時期話語互動事件所處的深層政治經(jīng)濟背景。經(jīng)驗性研究的結果表明,全球互聯(lián)網(wǎng)治理領域強調“私營部門主導”、“多利益攸關方治理”的主導話語是現(xiàn)實權力關系的體現(xiàn)。美國政府、商業(yè)和技術精英在互聯(lián)網(wǎng)早期治理中建立了體現(xiàn)新自由主義原則的治理機制并塑造了去中心化的治理話語,以此牢牢掌握了他們對互聯(lián)網(wǎng)的控制。其后,當美國主導的互聯(lián)網(wǎng)治理機制在多邊政府間進程中遭到挑戰(zhàn)時,現(xiàn)有機制的主導者借助話語結構的影響和話語策略的運用有效維護了其主導地位。然而,話語結構同時也對美國的行為具有制約性影響,并迫使美國在棱鏡門事件后做出了放棄對ICANN監(jiān)管權的權力關系調整。
[Abstract]:With the study of international relations, the "linguistic turn", the language began to be regarded as an important aspect of international politics, rational view of power has changed. Under this influence, the field of international relations discourse research agenda along two main paths: the interaction process of Habermas micro, emphasizing the communication effect of discourse; a study of structural Foucault macro, attach importance to discourse as meaning structure influence. This paper attempts to draw on the criticism of three-dimensional model of discourse analysis, the two research paths combine between discourse communication events and the meaning structure, between the text and the broader social and political situation establishes relationships often in the form of a power struggle. The discourse practice performance, to provide the appropriate political texts as the research object the power relationship. This assumption is based on the proposed. The relationship between language and that form of power: power to both discourse relations as the foundation, but also influence the core variable power relations. The empirical results show that the global Internet governance emphasizes "private sector leadership", "dominant discourse of multi stakeholder governance" reflects the relationship between the powerful force.
