【摘要】：在全球化的過程中,我國對外開放程度越來越高。隨之,產(chǎn)業(yè)安全問題在日常經(jīng)濟活動中越來越突出,我國連續(xù)成為遭遇貿(mào)易摩擦最多的國家,對外投資頻招安全審查,給產(chǎn)業(yè)發(fā)展造成了很大的沖擊,亦對外貿(mào)增長造成了很大的壓力。其影響超越了經(jīng)濟領(lǐng)域,擴展到社會媒體、外交、政治領(lǐng)域。中國經(jīng)濟快速增長,影響到全球利益的再平衡,中國希望和平崛起,就必須防范不安全因素的發(fā)酵。當前,維護產(chǎn)業(yè)安全已成為國家的戰(zhàn)略性任務。相對于現(xiàn)實的需求,產(chǎn)業(yè)安全理論中關(guān)于政府監(jiān)管的部分還缺乏系統(tǒng)的研究,落后于國家在安全領(lǐng)域的監(jiān)管實踐和需要。因此,本文的選題目的,就是嘗試填補在我國產(chǎn)業(yè)安全領(lǐng)域,政府監(jiān)管體系理論研究的空白。產(chǎn)業(yè)安全作為經(jīng)濟安全的核心,受到經(jīng)濟安全因素的覆蓋；經(jīng)濟安全作為國家安全的分支又受到國家安全因素的覆蓋,導致產(chǎn)業(yè)安全研究不可避免地要面對一個龐大的系統(tǒng)。所以,有關(guān)產(chǎn)業(yè)安全的研究,相應地涉及廣泛的理論范疇和社會活動領(lǐng)域。本文在研究方法上,參閱產(chǎn)業(yè)安全基礎(chǔ)理論、產(chǎn)業(yè)安全政府監(jiān)管理論的已有研究成果,結(jié)合產(chǎn)業(yè)安全的特點,以系統(tǒng)論為基本研究方法,廣泛融入管理學、經(jīng)濟學、貿(mào)易理論、競爭力理論、產(chǎn)業(yè)經(jīng)濟學、運籌學、博弈論等理論成果中的觀點和思想,引用相關(guān)領(lǐng)域的實證研究成果,并援引大量案例和事實,嘗試以新的視角,搭建對產(chǎn)業(yè)安全成因、演化軌跡更有解釋力的理論框架。采取了實證分析與系統(tǒng)分析相結(jié)合、微觀分析與宏觀分析相結(jié)合、定性分析與定量分析相結(jié)合、理論分析與案例分析相結(jié)合的研究方法,系統(tǒng)性地解析了產(chǎn)業(yè)安全的生成與發(fā)展規(guī)律。并借鑒各主要國家產(chǎn)業(yè)安全監(jiān)管實踐經(jīng)驗,系統(tǒng)地提出了完善和提高我國產(chǎn)業(yè)安全政府監(jiān)管體系的建議。根據(jù)查新結(jié)果,國內(nèi)外對產(chǎn)業(yè)安全理論的研究尚有很多的空白需要填補。因此本文的研究成果和結(jié)論涉及多個方面。首先,以系統(tǒng)論的方法確立了產(chǎn)業(yè)安全系統(tǒng),認定國內(nèi)產(chǎn)業(yè)的存在是因國家的存在所至,將政府作為產(chǎn)業(yè)安全主體之一納入系統(tǒng),確立了以產(chǎn)業(yè)和政府共同作為系統(tǒng)主體的“雙主體”結(jié)構(gòu)。揭示了產(chǎn)業(yè)競爭的內(nèi)生性,說明了產(chǎn)業(yè)安全問題源于產(chǎn)業(yè)的對外競爭,產(chǎn)業(yè)競爭也會通過國家競爭的形式間接地表現(xiàn)出來。把系統(tǒng)與外部環(huán)境相聯(lián)系的競爭關(guān)系作為產(chǎn)業(yè)安全的監(jiān)管對象,監(jiān)管范圍覆蓋了貿(mào)易競爭、投資競爭、要素競爭、環(huán)境競爭和危機競爭,明確了產(chǎn)業(yè)安全政府監(jiān)管體系在系統(tǒng)中所處的位置。研究揭示了產(chǎn)業(yè)競爭以國民利益最大化為目標,競爭中國民利益發(fā)生減損即構(gòu)成了產(chǎn)業(yè)安全問題；揭示了對國民利益的保全,即構(gòu)成了產(chǎn)業(yè)安全系統(tǒng)的基本特征之目的性。依據(jù)系統(tǒng)論的開放性、目的性、多維度、突現(xiàn)性、反直覺行為原理,發(fā)現(xiàn)了與之對應的產(chǎn)業(yè)安全系統(tǒng)的涉外性、國民性、多元性、整體性和逆轉(zhuǎn)性特征。根據(jù)產(chǎn)業(yè)安全系統(tǒng)特征的內(nèi)在關(guān)系,深入解析了產(chǎn)業(yè)安全監(jiān)管體系面臨的各種競爭關(guān)系。其次,分析了產(chǎn)業(yè)安全問題的演變規(guī)律。以“雙比較”模式解析了貿(mào)易摩擦的成因；以“產(chǎn)業(yè)微笑曲線”歸納了產(chǎn)業(yè)縱向要素競爭與產(chǎn)業(yè)轉(zhuǎn)型的關(guān)系,揭示了橫向要素競爭和產(chǎn)業(yè)升級的關(guān)系；以“要素流動性結(jié)構(gòu)”分析了各種要素流動性的不均衡,是造成產(chǎn)業(yè)競爭力差異性的根源,并揭示了要素流動結(jié)構(gòu)的演變規(guī)律。闡釋了在全球化背景下,以參與國際分工為前提,實施全產(chǎn)業(yè)鏈產(chǎn)業(yè)安全監(jiān)管的意義；分析了內(nèi)外環(huán)境對產(chǎn)業(yè)安全的影響；將危機競爭作為常態(tài)化的存在納入了產(chǎn)業(yè)安全監(jiān)管的范疇。根據(jù)自由貿(mào)易和比較優(yōu)勢理論,說明了產(chǎn)業(yè)安全問題將長期存在、競爭和合作將相互依存的原因,說明“競合”已成為全球化背景下的基本趨勢；自貿(mào)區(qū)的建設是全球化趨勢的應有過程。第三,總結(jié)各國實踐,分析了全球化的影響,研究了反直覺行為對競爭關(guān)系的調(diào)節(jié)作用,并用以完善產(chǎn)業(yè)安全監(jiān)管體系。以促進創(chuàng)新作為維護產(chǎn)業(yè)安全的根本出發(fā)點,提出了宏觀的配套措施；以推動法治經(jīng)濟為出發(fā)點,系統(tǒng)地提出了“嵌入式”改良現(xiàn)有政府監(jiān)管體系的建議；給出了敏感度評估模型用以評估產(chǎn)業(yè)安全措施的有效性,為監(jiān)管措施的改進提供了方向；依托云計算新技術(shù)、大數(shù)據(jù)管理的研究成果,提出了對監(jiān)管體系進行信息化、數(shù)據(jù)化改造以提升預測預警能力的建議；對監(jiān)管主體決策模式,提出了開放性、聚能式改革的建議,以全面提升產(chǎn)業(yè)安全政府監(jiān)管體系的效能。產(chǎn)業(yè)安全政府監(jiān)管體系是產(chǎn)業(yè)安全系統(tǒng)的構(gòu)成部分,為了給監(jiān)管體系定位,本文首先從理論上闡釋了其與產(chǎn)業(yè)安全系統(tǒng)的關(guān)系；并介紹了美歐印和我國產(chǎn)業(yè)安全監(jiān)管的做法,明示其現(xiàn)實存在的可能狀態(tài)。政府在產(chǎn)業(yè)安全系統(tǒng)的監(jiān)管地位一經(jīng)確定,同時也就定位了各具體產(chǎn)業(yè)等分系統(tǒng)在產(chǎn)業(yè)安全監(jiān)管領(lǐng)域的位置。全系統(tǒng)定位對各分系統(tǒng)的超越,提供了解決產(chǎn)業(yè)安全問題的廣闊視野,更有利于產(chǎn)業(yè)安全隱患的早期預警；也為管控危機、捕獲危機和提供機遇,展現(xiàn)了更多的選擇性。本文共使用圖12幅,表5個,參考文獻227篇。
[Abstract]:In the process of globalization, China's opening up more and more. The maintenance of industrial safety has become a strategic task of the country. With respect to the reality of the demand on the government supervision part of industrial safety theory is lack of systematic research, behind countries in the field of safety supervision practice and needs. Therefore, the purpose of this topic is to try to fill. In the field of industrial safety in China, the research blank of government supervising system of industrial safety theory. As the core of economic security, economic security factors covered; economic security as a branch of national security and national security factors by covering lead inevitably to face a huge system of industrial security. So, study the relevant industry safety, accordingly relates to the theory of category and social activities widely. Based on the research methods, refer to the industrial safety theory, the existing research results of industrial safety theory of government regulation, combined with the characteristics of industrial safety, taking the system theory as the basic research methods, widely used in management science, economics, trade theory, competitiveness the theory of industrial economics, operations research, game theory and other theories of ideas and thoughts, empirical research reference related field results, citing a large number of cases And in fact, try to build a new perspective, the industrial safety causes, theoretical framework of evolution more explanation.
