【摘要】:在經(jīng)濟(jì)全球化趨勢(shì)下,科技國(guó)際化已成為當(dāng)今世界的主要發(fā)展趨勢(shì),發(fā)展科技和自主創(chuàng)新應(yīng)主要靠自身實(shí)力,但需要開(kāi)展廣泛的國(guó)際合作和交流,充分吸納別國(guó)的科學(xué)智慧和技術(shù)優(yōu)勢(shì),利用全球科技資源以增強(qiáng)我國(guó)在前沿技術(shù)和基礎(chǔ)科學(xué)領(lǐng)域的科技創(chuàng)新能力。隨著經(jīng)濟(jì)全球化和信息技術(shù)的深入發(fā)展,國(guó)際化改變了高等學(xué)?茖W(xué)技術(shù)依靠國(guó)內(nèi)資源發(fā)展的單一模式,面對(duì)日趨緊張的國(guó)內(nèi)資源及快速更新的科學(xué)知識(shí),國(guó)際化為高等學(xué)校實(shí)現(xiàn)可持續(xù)的創(chuàng)新發(fā)展提供了新的路徑。面對(duì)不斷變化的外部環(huán)境,獲取競(jìng)爭(zhēng)優(yōu)勢(shì)已經(jīng)成為高等學(xué)校科技國(guó)際化戰(zhàn)略發(fā)展的關(guān)鍵。本文以高等學(xué)校科技國(guó)際化作為研究對(duì)象,按照發(fā)現(xiàn)問(wèn)題、分析問(wèn)題和解決問(wèn)題的邏輯思路深入探討高等學(xué)?萍紘(guó)際化問(wèn)題,論文首先對(duì)高等學(xué)?萍紘(guó)際化基礎(chǔ)理論進(jìn)行了全面闡述:在梳理國(guó)內(nèi)外高等學(xué)校有效實(shí)施科技國(guó)際化發(fā)展戰(zhàn)略的研究成果的基礎(chǔ)上,以動(dòng)態(tài)能力理論、知識(shí)聯(lián)盟理論、三螺旋理論和協(xié)同創(chuàng)新理論為指導(dǎo),在界定高等學(xué)?萍紘(guó)際化內(nèi)涵的基礎(chǔ)上,提出科技戰(zhàn)略國(guó)際化、科技人才國(guó)際化、科技活動(dòng)國(guó)際化和科技成果國(guó)際化的基本構(gòu)成,概括了高等學(xué)?萍紘(guó)際化的實(shí)體形式和虛擬形式,總結(jié)了高等學(xué)?萍紘(guó)際化主體多樣性、與學(xué)科發(fā)展的互動(dòng)性、與人才隊(duì)伍建設(shè)的融合性、效益的綜合性、可測(cè)度性和發(fā)展?jié)u進(jìn)性的基本特征,分析了政治經(jīng)濟(jì)條件、科學(xué)技術(shù)新特點(diǎn)、信息技術(shù)發(fā)展等因素對(duì)高等學(xué)校科技國(guó)際化的影響。以上這些方面構(gòu)成了本文基礎(chǔ)研究的起點(diǎn),是對(duì)高等學(xué)校科技國(guó)際化深入研究的基礎(chǔ)。本文總結(jié)了我國(guó)高等學(xué)?萍紘(guó)際化發(fā)展所取得的成績(jī)和面臨的挑戰(zhàn),探索了國(guó)外高等學(xué)?萍紘(guó)際化發(fā)展的成功經(jīng)驗(yàn),從發(fā)現(xiàn)問(wèn)題和比較分析的角度,對(duì)高等學(xué)?萍紘(guó)際化進(jìn)行跨時(shí)空的、全面的觀察和分析。并且,本文對(duì)高等學(xué)?萍紘(guó)際化進(jìn)行了評(píng)價(jià)研究,在進(jìn)行專(zhuān)家訪談并借鑒相關(guān)學(xué)者研究成果的基礎(chǔ)上,根據(jù)指標(biāo)體系設(shè)立的原則,采取科學(xué)適用的方法,以高等學(xué)校科技國(guó)際化基本構(gòu)成作為基本維度,構(gòu)建了包含科技戰(zhàn)略國(guó)際化、科技人才國(guó)際化、科技活動(dòng)國(guó)際化和科技成果國(guó)際化4個(gè)一級(jí)指標(biāo),以及高等學(xué)校領(lǐng)導(dǎo)者科技國(guó)際化觀念等20個(gè)二級(jí)指標(biāo)的高等學(xué)校科技國(guó)際化評(píng)價(jià)指標(biāo)體系,并通過(guò)層次分析法和熵值法的結(jié)合確定各項(xiàng)指標(biāo)權(quán)重,構(gòu)建了高等學(xué)?萍紘(guó)際化評(píng)價(jià)模型,進(jìn)而通過(guò)對(duì)清華大學(xué)和中國(guó)石油大學(xué)(華東)這兩所高等學(xué)校進(jìn)行評(píng)價(jià)和對(duì)照,驗(yàn)證了評(píng)價(jià)指標(biāo)體系和評(píng)價(jià)模型的適用性和可操作性。最后,提出我國(guó)高等學(xué)?萍紘(guó)際化發(fā)展的提升路徑。
[Abstract]:Under the trend of economic globalization, the internationalization of science and technology has become the main development trend in today's world, the development of science and technology and innovation should mainly rely on their own strength, but the need for international cooperation and exchanges in a wide range of other countries, and fully absorb the wisdom of science and technology, to enhance the innovation ability of science and technology in the forefront of technology and basic science utilization in China the global science and technology resources. With the further development of information technology and economic globalization, the internationalization of higher school science and technology has changed the mode of relying on a single domestic resources development, in the face of domestic resources and rapid updating of increasingly tense scientific knowledge, internationalization of higher school to achieve sustainable innovation and development provides a new path. In the face of the changing external environment, obtaining competitive advantages has become the key to the development of the strategy for the internationalization of science and technology in universities. Based on the higher education internationalization of science and technology as the research object, to discover and analyze problems and solve the problem of the logic studies the problem of science and technology higher education internationalization, firstly carries on the comprehensive elaboration to the internationalization of higher school science and technology basic theory: basic researches on the effective implementation of the internationalization of science and technology development strategy in Colleges and universities at home and abroad combing on to the theory of dynamic capabilities, knowledge alliance theory, three spiral theory and collaborative innovation theory, based on defining the connotation of the internationalization of higher school science and technology, basic science and technology proposed strategy of internationalization, talents internationalization, internationalization and the internationalization of science and technology activities of scientific and technological achievements, summarizes the physical form and form virtual technology university internationalization, summary the internationalization of higher school science and technology subject diversity of interaction, and disciplinary development The basic characteristics of the integration, the comprehensiveness, the measurability and the gradual development of the talent team are analyzed. The influences of the political and economic conditions, the new characteristics of science and technology, and the development of information technology on the internationalization of science and technology in universities are analyzed. These aspects constitute the starting point of the basic research in this paper, and the foundation for the in-depth study of the scientific and technological internationalization of colleges and universities. This paper summarizes the development of higher education in our country the internationalization of science and technology achievements and challenges, to explore the successful experience of foreign higher education internationalization of science and technology development, from the discovery of the problem and the perspective of comparative analysis, comprehensive observation and analysis of inter temporal and of higher school science and technology internationalization. Moreover, the evaluation research of high school based on the internationalization of science and technology, expert interviews and reference to related research results, according to the index system establishment principle, adopt scientific methods applicable to higher education, the internationalization of science and technology basic structure as the basic dimension, constructed the strategy of science and technology internationalization, internationalization, science and technology talents internationalization and internationalization of scientific and technological achievements 4 level index, and the higher education internationalization of science and technology leader concept 20 level two indexes of university internationalization evaluation index system, and through the combination of AHP and entropy method to determine the weight of each index, constructs the science and technology high school internationalization evaluation model, which is based on Tsinghua University and China University of Petroleum (Hua Dong) the two Institute of higher education assessment and control, to verify the evaluation index system and evaluation The applicability and maneuverability of the price model. Finally, it puts forward the way to promote the development of the internationalization of science and technology in China's higher schools.
