　　第一夫人指的是國家元首的妻子,根據(jù)不同政治結(jié)構(gòu)的國家憲法所規(guī)定,在一些國家“國家元首”指共和國總統(tǒng),另一些國家里“國家元首”指首相或總理。盡管“第一夫人”這一頭銜在官方等級(jí)中并不代表任何功能,但在一些國家的政治環(huán)境中她們始終扮演著重要角色。除了在各自國家內(nèi)部的活動(dòng),第一夫人在國際上也備受關(guān)注。她們通常陪同丈夫參加各種國際活動(dòng),或是有獨(dú)立的訪問日程。而第一夫人在國際舞臺(tái)上的這些活動(dòng)內(nèi)容就構(gòu)成了我們所說的“第一夫人外交”。本文主要關(guān)注的是剛果民主共和國的第一夫人外交。剛果是位于中非的非洲第三大國,在2019年1月經(jīng)歷了第一次和平的總統(tǒng)換屆。2018年12月舉行總統(tǒng)選舉后,結(jié)束其18年的任期的約瑟夫·卡比拉·卡邦格（Joseph Kabila Kabange）由菲利克斯·安托萬·謝隆博·齊塞克迪（Felix-Antoine Tshilombo Tshisekedi）所接替�？ū壤目偨y(tǒng)任期以與西方國家的“準(zhǔn)外交破裂”告終,西方國家并不認(rèn)可其長期掌權(quán)。因此,他的繼任者的當(dāng)務(wù)之急之一便是重新融入這一國際環(huán)境。2019年一年內(nèi),齊塞克迪總統(tǒng)共在境外訪問35次,其中有幾次由其妻子陪同。除了作為夫婦出...
