當(dāng)代我國政府公共危機管理體系探析

【摘要】: 公共危機、公共危機管理與人類社會的發(fā)展進步始終相伴隨,兩者始終處于螺旋式互動狀態(tài),上升為一種社會生態(tài)規(guī)則。只要人類社會沒有終結(jié),公共危機——公共危機管理——社會發(fā)展進步的鏈條就不會終結(jié)。 眼下,人們最為關(guān)注的是當(dāng)下意義的公共危機的多發(fā),而轉(zhuǎn)型期的中國社會正處于這一階段。在前進的道路上,我們所面對的各種潛在或顯性的公共危機,在某種意義上,幾乎與我們可以把握的機遇一樣多一樣大。從經(jīng)濟全球化、跨國壟斷資本的挺進到民族產(chǎn)業(yè)的自救,從霸權(quán)主義橫行、“文明沖突”到世界和地區(qū)政治格局的動蕩,從利益調(diào)整引發(fā)的群體性事件到刑事犯罪,從“禮崩樂壞”、信仰和道德的缺失引發(fā)的集體冷漠到享樂主義、吸毒、艾滋病和自殺率飆升。住房、教育、醫(yī)療……生活有太多的無奈,關(guān)于未來的設(shè)計有太多的歧見,這個世界變化太快了,但生活還要繼續(xù),當(dāng)“專家”們還在喋喋不休爭論時,普通大眾并不認(rèn)賬,網(wǎng)絡(luò)“憤青”更是罵聲一片。表面上看,似乎是人們變得比以往浮躁,“世風(fēng)日下、人心不古”,但面對如此巨大的社會變局,人們又怎能沒有危機感?對現(xiàn)實的不滿足感、對多發(fā)的公共危機的正視和理性批判正是這個時代最具革命性的力量之一。 政府對一次危機的管理,可以說是一次對政府管理能力與效力的全面考察和綜合鑒定,是衡量和反映政府統(tǒng)治力量的重要方面。反之危機管理又推動政府進行積極、能動的改革與制度創(chuàng)新,不斷完善和鞏固政府在公眾中的良好形象。而政府危機管理的績效和結(jié)果,還成為其政治合法性及公共形象的基本來源和存在基礎(chǔ)。怎樣完善政府的危機管理體系任重而道遠,本文分為以下三個部分: 第一部分:公共危機管理概述。界定政府危機管理的相關(guān)概念,歸納了公共危機的特征及其分類,重點闡述了政府危機管理的職能和策略。 第二部分:中國公共危機管理的現(xiàn)狀及存在的問題。以美、日的公共危機管理模式為例,探索了國外公共危機管理模式對我國的借鑒意義。重點闡述我國公共危機的管理模式及存在的問題。 第三部分:完善我國政府公共危機管理體系。闡述我國政府公共危機管理的必要性,探索了其解決的對策,從體系、預(yù)警、法制、信息傳播等方面進行了探析。 本文的結(jié)論是,危機是一個世界性話題,一方面,我們已經(jīng)取得一定的成績;另一方面,我們還要經(jīng)受更為嚴(yán)峻的考驗,全球化的力量要求中國政府必須轉(zhuǎn)變政府職能,以建設(shè)一個更透明、更有責(zé)任感的政府。
[Abstract]:Public crisis, public crisis management and the development and progress of human society have always been accompanied by the development and progress of human society, the two have always been in a spiral interactive state, rising to a kind of social ecological rules. As long as human society does not end, the public crisis-public crisis management-the chain of social development and progress will not end. At present, people are most concerned about the current significance of public crises, and the transition of Chinese society is in this stage. On the way forward, we face a variety of potential or explicit public crises, in a sense, almost as many opportunities as we can seize. From economic globalization, the advance of transnational monopoly capital to the self-rescue of national industries, from hegemonism, "clash of civilizations" to the turmoil of the world and regional political pattern, from mass events caused by the adjustment of interests to criminal crimes. From collective apathy caused by a lack of faith and morality to hedonism, drug abuse, AIDS and suicide rates have soared. Housing, education, health care. Life has too much helplessness, there are too many differences about the design of the future, the world has changed too fast, but life has to go on, while "experts" are still talking about it, the general public does not admit it. The network "resentful youth" is a piece of scolding. On the face of it, it seems that people are more impetuous than ever before. "the world is going down and the people are not old". But in the face of such a huge social change, how can people not have a sense of crisis? Dissatisfaction with reality, squarely facing up to and rational criticism of frequent public crises is one of the most revolutionary forces of this era. The management of a crisis by the government can be said to be a comprehensive investigation and comprehensive appraisal of the management ability and effectiveness of the government, which is an important aspect to measure and reflect the ruling power of the government. On the contrary, crisis management promotes the government to carry out active and dynamic reform and system innovation, and constantly improve and consolidate the good image of the government among the public. The performance and results of government crisis management have also become the basic source and existence basis of its political legitimacy and public image. How to improve the government crisis management system has a long way to go. This paper is divided into the following three parts: the first part: an overview of public crisis management. This paper defines the related concepts of government crisis management, sums up the characteristics and classification of public crisis, and focuses on the functions and strategies of government crisis management. The second part: the present situation and existing problems of public crisis management in China. Taking the public crisis management mode of the United States and Japan as an example, this paper explores the reference significance of the foreign public crisis management model to our country. This paper focuses on the management mode and existing problems of public crisis in China. The third part: improve the public crisis management system of our government. This paper expounds the necessity of government public crisis management in our country, probes into the countermeasures to solve it, and probes into the system, early warning, legal system, information dissemination and so on. The conclusion of this paper is that the crisis is a worldwide topic, on the one hand, we have made some achievements; On the other hand, we have to stand a more severe test. The power of globalization requires the Chinese government to change its functions in order to build a more transparent and responsible government.
