政府轉(zhuǎn)型期江蘇基層公務員職業(yè)倦怠問題的研究

【摘要】:改革開放至今,國家一直處于轉(zhuǎn)型期,社會意識形態(tài)、經(jīng)濟政治體制等各方面都在進行變革,政府的政治制度也不斷得到完善。黨的十八屆三中全會以來,政府的政治體制、管理理念、組織結(jié)構(gòu)、工作方法等都進行了有效轉(zhuǎn)變,使其更加適應當前政治、經(jīng)濟、社會發(fā)展的需要,這也意味著政府的改革步入新臺階,轉(zhuǎn)型進入新時期。在當前政府轉(zhuǎn)型的重要階段,轉(zhuǎn)型所帶來的變化加快了政府部門工作方法、管理模式及思想觀念的更新,促使基層公務員不斷調(diào)整自己的工作狀態(tài),心理適應能力及思維模式等,以便更好的適應政府轉(zhuǎn)型所帶來的影響,避免職業(yè)倦怠的產(chǎn)生;鶎庸珓諉T職業(yè)倦怠會帶來很多不利因素,無論在他們個人發(fā)展方面,還是對于政府行政效率提高以及公信力的樹立方面都會產(chǎn)生影響。因此,在政府轉(zhuǎn)型期背景下,對基層公務員職業(yè)倦怠的深入研究具有重要的價值。文章論述了基層公務員職業(yè)倦怠問題研究的背景、國內(nèi)外研究現(xiàn)狀、內(nèi)容及在現(xiàn)實和理論上的研究價值,并對基層公務員及職業(yè)倦怠的相關定義進行闡述。通過調(diào)查問卷的方式,借助測量工具MBI-GS量表,論文對江蘇省基層公務員職業(yè)倦怠的現(xiàn)象進行數(shù)據(jù)研究,并以此為依據(jù)對省內(nèi)地方政府基層公務員職業(yè)倦怠問題的表現(xiàn)及所帶來的各方面危害進行探討,并以政府轉(zhuǎn)型為背景,對江蘇省內(nèi)地方政府基層公務員職業(yè)倦怠的原因進行研究,探尋其產(chǎn)生的根源。通過調(diào)查問卷得知江蘇省基層公務員職業(yè)倦怠現(xiàn)象普遍存在,但程度一般。在情緒耗竭和疏離感方面倦怠程度相對較低,但是在自我效能感方面倦怠程度表現(xiàn)明顯。在研究過程中筆者發(fā)現(xiàn),江蘇省部分基層公務員職業(yè)倦怠的三種表現(xiàn)較為明顯,分別是壓力大、工作熱情減退及不擅長自己本職工作。在文章分析導致江蘇省部分基層公務員職業(yè)倦怠原因中發(fā)現(xiàn),在自身、社會及組織方面有三個主要原因?qū)е戮氲‖F(xiàn)象的產(chǎn)生,分別為部分基層公務員心理適應能力不強、一些單位沒有相應的心理疏通方式以及媒體對公務員的監(jiān)督加強。本文創(chuàng)新之處是根據(jù)社會勝任模式理論和資源保存理論,結(jié)合江蘇省基層公務員的職業(yè)倦怠,針對自身原因引起的倦怠情況,提出如何從自身方面更好的避免職業(yè)倦怠的產(chǎn)生。通過把這兩個理論應用到實踐中,進一步豐富了社會勝任模式和資源保存理論的實踐意義。因此,論文從自身、社會、組織中尋找原因并提出相應的干預措施,特別是提高自身心理素質(zhì)以適應由傳統(tǒng)的管制型政府向服務型政府轉(zhuǎn)變這個大的背景,以此改變基層公務員的工作狀態(tài),提高其工作效率和執(zhí)政能力,維護地方政府的形象和公信力。
[Abstract]:Since the reform and opening up, the country has been in the transition period, social ideology, economic and political system and other aspects are undergoing changes, the government's political system has been constantly improved. Since the third Plenary session of the 18th CPC Central Committee, the government's political system, management concept, organizational structure and working methods have all undergone effective changes to make it more responsive to the needs of current political, economic and social development. This also means that the reform of the government step into a new stage, transformation into a new era. In the important stage of the current government transformation, the changes brought about by the transformation have accelerated the renewal of the working methods, management models and ideas of government departments, and prompted the grass-roots civil servants to constantly adjust their working conditions. In order to adapt to the influence of government transformation and avoid job burnout. Job burnout of grass-roots civil servants will bring a lot of unfavorable factors, whether in their personal development, or on the improvement of the efficiency of government administration and the establishment of credibility will have an impact. Therefore, under the background of government transition, it is of great value to study the job burnout of basic civil servants. This paper discusses the background of the research on the problem of job burnout of civil servants at the grass-roots level, the present research situation, the content and the research value in reality and theory, and expounds the relevant definitions of the civil servants and job burnout at the grass-roots level. By means of questionnaire and with the help of MBI-GS scale, this paper makes a data study on the phenomenon of job burnout of civil servants at the grass-roots level in Jiangsu Province. On the basis of this, this paper probes into the manifestation of the problem of job burnout of the local government at the grass-roots level and the harm it brings, and takes the transformation of the government as the background. This paper studies the causes of job burnout in local government of Jiangsu province, and explores its origin. Through the questionnaire, we know that the phenomenon of job burnout of civil servants in Jiangsu Province is common, but the degree is general. The degree of burnout was relatively low in emotional exhaustion and alienation, but obvious in self-efficacy. In the course of the study, the author found that the three kinds of job burnout of some grass-roots civil servants in Jiangsu Province are more obvious, which are pressure, low enthusiasm and not good at their own work. From the analysis of the causes of job burnout of some civil servants in Jiangsu Province, it is found that there are three main causes of burnout in their own, social and organizational aspects, which are that the psychological adaptability of some grass-roots civil servants is not strong. Some units do not have the corresponding psychological dredging way and the media to strengthen the supervision of civil servants. The innovation of this paper is based on the theory of social competency model and resource conservation, combined with the job burnout of the grass-roots civil servants in Jiangsu Province, and the burnout caused by their own reasons, how to better avoid the emergence of job burnout from their own aspects. The application of these two theories to practice further enriches the practical significance of social competence model and resource conservation theory. Therefore, the paper looks for the reasons from itself, society and organization, and puts forward the corresponding intervention measures, especially to improve the psychological quality of oneself in order to adapt to the big background of the transformation from the traditional regulatory government to the service-oriented government. In order to change the working state of grass-roots civil servants, improve their working efficiency and ruling ability, maintain the image and credibility of local governments.
