我國政府購買公共服務(wù)存在的問題及對策研究

【摘要】：20世紀(jì)以來,人類社會發(fā)展進(jìn)步的節(jié)奏明顯加快,民眾權(quán)利意識增強(qiáng),他們在各個領(lǐng)域有了更多的訴求。政府的職責(zé)不能再僅限于保家衛(wèi)國,而應(yīng)當(dāng)更好的來應(yīng)對公眾訴求。在這種局面下,政府購買公共服務(wù)應(yīng)運(yùn)而生。20世紀(jì)70年代末首先在歐美國家興起,并逐漸得到世界各國政府和人民認(rèn)可,呈現(xiàn)出一種全球擴(kuò)散的趨勢。隨著我國社會主義建設(shè)步伐的加快,公眾需求更加專業(yè)化和多樣化,政府的職能也日益增多,政府有關(guān)部門疲于應(yīng)對公眾復(fù)雜化的需求,這就要求政府改革現(xiàn)有行政體制并進(jìn)行適當(dāng)放權(quán),這恰好為我國從西方引進(jìn)政府購買公共服務(wù)制度提供了契機(jī)。20多年來,我國各級政府在社會主義的建設(shè)中對政府購買公共服務(wù)制度進(jìn)行了積極的實(shí)踐探索并取得了顯著成效。但客觀來說,政府向社會組織購買公共服務(wù)在我國仍處于探索階段,不可避免的呈現(xiàn)出一些棘手的問題,如政府購買公共服務(wù)內(nèi)部化傾向嚴(yán)重;法律體系不健全;購買范圍狹窄且質(zhì)量不高;社會組織力量薄弱等。針對這些問題,要及時采取措施,例如,明確政府職責(zé)、轉(zhuǎn)變政府觀念;加快法制建設(shè),構(gòu)建完善的法律體系;推進(jìn)配套制度改革;培育社會組織力量等。本文分析了政府購買服務(wù)的內(nèi)涵及理論基礎(chǔ);國內(nèi)外研究現(xiàn)狀;對我國政府購買公共服務(wù)實(shí)踐進(jìn)行了分析;指出了政府購買公共服務(wù)實(shí)踐中存在的現(xiàn)實(shí)問題,最后本文針對這些問題提出了解決對策。
[Abstract]:Since the 20th century, the pace of development and progress of human society has quickened obviously, the consciousness of people's rights has been strengthened, and they have more demands in various fields. The government's role should no longer be confined to defending the country, but better responding to public demands. In this situation, government purchase of public services came into being. At the end of 1970s, it first rose in Europe and the United States, and was gradually recognized by governments and people all over the world, showing a trend of global diffusion. With the accelerated pace of socialist construction in China, the public demand is becoming more specialized and diversified, and the functions of the government are increasing day by day. The relevant government departments are struggling to cope with the complex needs of the public. This requires the government to reform the existing administrative system and appropriately delegate power, which provides an opportunity for China to introduce the system of government purchase of public services from the West for more than 20 years. In the process of socialist construction, the governments at all levels in our country have carried on the positive practice exploration to the government purchase public service system and obtained the remarkable result. But objectively speaking, the government purchase the public service from the social organization is still in the exploration stage in our country, inevitably presents some difficult problems, such as the government purchase the public service internalization tendency is serious, the legal system is not perfect; The purchase scope is narrow and the quality is not high; the social organization strength is weak and so on. To solve these problems, measures should be taken in time, for example, to clarify the responsibilities of the government, to change the concept of the government, to speed up the construction of the legal system, to build a perfect legal system, to promote the reform of the supporting system, and to cultivate the strength of the social organization. This paper analyzes the connotation and theoretical basis of government purchase of services, the current situation of research at home and abroad, the practice of government purchase of public services in China. This paper points out the practical problems existing in the practice of government purchasing public services, and finally puts forward some countermeasures to solve these problems.
