【摘要】：當(dāng)前,“小政府,大社會(huì)”的社會(huì)格局正在逐步形成,“治理”已經(jīng)成為中國(guó)社會(huì)發(fā)展中的熱詞。十八屆三中全會(huì)提出了推進(jìn)國(guó)家治理體系和治理能力現(xiàn)代化的目標(biāo),鼓勵(lì)和支持社會(huì)各方面參與創(chuàng)新社會(huì)治理。在這樣的政策背景下,關(guān)工委組織如何準(zhǔn)確定位和積極發(fā)揮參與社會(huì)治理的職能,是值得探討的問(wèn)題。本文在國(guó)內(nèi)外關(guān)于非政府組織參與社會(huì)治理的研究基礎(chǔ)之上,采取文獻(xiàn)分析法和案例研究法,運(yùn)用第三方管理論、多中心治理理論和善治理論,分析總結(jié)了關(guān)工委組織的發(fā)展歷程、雙重屬性和參與社會(huì)治理的意義,探討了江西省關(guān)工委組織參與社會(huì)治理的優(yōu)勢(shì)、成果、障礙及其原因,并提出相關(guān)對(duì)策建議。研究結(jié)果表明,關(guān)工委組織在參與社會(huì)治理的過(guò)程中還存在著治理方式落后、工作內(nèi)容單一、治理成效有限、缺少合作治理等問(wèn)題,究其原因是由于職能定位模糊不清、資金不足、工作隊(duì)伍能力不足、基層組織不健全、社會(huì)認(rèn)同度低。為了提高關(guān)工委組織參與社會(huì)治理的水平,還需要進(jìn)一步明確自身職能定位,樹立主體意識(shí),把握工作重點(diǎn),明確治理領(lǐng)域。在優(yōu)化外部環(huán)境方面,要爭(zhēng)取黨政支持,加大宣傳力度,加強(qiáng)合作治理;在加強(qiáng)自身建設(shè)方面,要加強(qiáng)隊(duì)伍建設(shè)、基層組織建設(shè)和工作品牌建設(shè)。
[Abstract]:At present, the social pattern of "small government and big society" is gradually formed, and "governance" has become a hot word in the development of Chinese society. The third Plenary session of the 18th CPC Central Committee put forward the goal of promoting the modernization of the national governance system and governance ability, and encouraged and supported all sectors of society to participate in innovative social governance. In such a policy background, it is worth discussing how to accurately position and actively play the role of participating in social governance. On the basis of the research on the participation of non-governmental organizations in social governance at home and abroad, this paper adopts literature analysis and case studies, applies the theory of third party management, the theory of multi-center governance and the theory of good governance. This paper analyzes and summarizes the development course, dual attributes and the significance of participating in social governance of the organization of Guan work Committee, probes into the advantages, achievements, obstacles and reasons of the organization participating in social governance in Jiangxi Province, and puts forward some relevant countermeasures and suggestions. The results show that there are still some problems in the process of participating in the social governance, such as the backward way of governance, the single content of work, the limited effect of governance, the lack of cooperative governance, and so on. Lack of funds, the ability of the work force is insufficient, the grass-roots organization is not perfect, the social identity degree is low. In order to improve the level of participation in social governance, it is necessary to further clarify the orientation of its own functions, establish the consciousness of the main body, grasp the focus of work, and clarify the field of governance. In the aspect of optimizing the external environment, we should strive for the support of the Party and government, strengthen propaganda, and strengthen the cooperative governance; in the aspect of strengthening our own construction, we should strengthen the building of the ranks, the building of grass-roots organizations and the building of work brands.
