【摘要】：黨的十八屆三中全會提出要使市場在資源配置中起決定性作用和更好發(fā)揮政府作用,而政府職能的轉(zhuǎn)變是推動現(xiàn)代化市場體系建設(shè)的關(guān)鍵,也是實現(xiàn)社會公平、和諧、穩(wěn)定的重要途徑。在社會主義政治體制下推行市場經(jīng)濟(jì),政府的職能轉(zhuǎn)變關(guān)系著市場作用和地位的不斷提升,也影響著依靠市場來實現(xiàn)資源更好的配置,從而促進(jìn)我國經(jīng)濟(jì)社會的快速發(fā)展。本文在闡述與政府職能相關(guān)的概念,梳理社會主義市場經(jīng)濟(jì)條件下我國政府職能轉(zhuǎn)變的原因和意義的基礎(chǔ)上,結(jié)合時代背景分析我國政府職能隨著經(jīng)濟(jì)體制改革進(jìn)行轉(zhuǎn)變的發(fā)展歷程,進(jìn)而提出社會主義市場經(jīng)濟(jì)條件下我國政府職能運行存在的市場監(jiān)管不力、簡政放權(quán)力度不夠和質(zhì)量不高、公共服務(wù)不到位、政績觀念扭曲、中央政府與地方政府職能運行不夠協(xié)調(diào)等問題,并相應(yīng)提出加強(qiáng)宏觀調(diào)控、完善市場監(jiān)管、強(qiáng)化公共服務(wù)、樹立可持續(xù)發(fā)展觀念等解決途徑。
[Abstract]:The third Plenary session of the 18th CPC Central Committee proposed that the market should play a decisive role in the allocation of resources and give better play to the role of the government, and that the transformation of government functions is the key to promoting the construction of a modern market system, as well as the realization of social equity and harmony. An important path to stability. In order to promote the market economy under the socialist political system, the function transformation of the government is related to the continuous improvement of the market function and position, and it also affects the better allocation of resources by relying on the market, thus promoting the rapid development of our country's economy and society. On the basis of expounding the concepts related to government functions and combing the causes and significance of the transformation of government functions under the condition of socialist market economy, Combining with the background of the times, this paper analyzes the development course of government function transformation with the reform of economic system, and then points out that the market supervision of government function in our country is weak under the condition of socialist market economy. Some problems, such as insufficient and low quality of decentralization, inadequate public service, distorted concept of political achievements, inadequate coordination between central government and local government functions, are put forward to strengthen macro-control, perfect market supervision, and strengthen public services.
