基于勝任力模型的鄉(xiāng)鎮(zhèn)婦聯(lián)干部能力建設(shè)研究

【摘要】:新形勢下,我國鄉(xiāng)鎮(zhèn)婦聯(lián)干部能力建設(shè)工作雖然取得了一定成績,但仍然存在兼職較多、培訓(xùn)較少、素質(zhì)較低等諸多問題,這嚴(yán)重制約了鄉(xiāng)鎮(zhèn)婦聯(lián)工作的有效開展;鶎計D聯(lián)工作和隊伍管理水平的提升空間仍很大。新形勢下,加強鄉(xiāng)鎮(zhèn)婦聯(lián)干部能力建設(shè)已刻不容緩。本文基于勝任力模型對鄉(xiāng)鎮(zhèn)婦聯(lián)干部能力建設(shè)進(jìn)行研究。勝任力是指在某一組織中,為組織成員勝任工作提供能力來源,并且使組織成員出色完成工作任務(wù)的知識結(jié)構(gòu)、能力、個人特質(zhì)的總和。勝任力模型對鄉(xiāng)鎮(zhèn)婦聯(lián)干部能力建設(shè)有著非常重要的作用。本文首先對基于勝任力模型的鄉(xiāng)鎮(zhèn)婦聯(lián)干部能力建設(shè)的相關(guān)理論進(jìn)行了闡釋,包括鄉(xiāng)鎮(zhèn)婦聯(lián)干部、能力、勝任力的概念界定與內(nèi)涵,鄉(xiāng)鎮(zhèn)婦聯(lián)干部能力建設(shè)的內(nèi)涵與外延,基于勝任力模型的鄉(xiāng)鎮(zhèn)婦聯(lián)干部能力建設(shè)的重要作用;然后以湖南省D縣鄉(xiāng)鎮(zhèn)婦聯(lián)干部為例,分析了鄉(xiāng)鎮(zhèn)婦聯(lián)干部能力建設(shè)的主要措施、成效及存在的突出問題,指出鄉(xiāng)鎮(zhèn)婦聯(lián)干部能力在建設(shè)觀念、體系、機制、要素、環(huán)境等方面存在的問題;再按照組織戰(zhàn)略分析、問卷調(diào)查、行為事件訪談、模型的構(gòu)建等幾個步驟,提出了鄉(xiāng)鎮(zhèn)婦聯(lián)干部能力建設(shè)的原則和內(nèi)容:如體系方面,明確婦聯(lián)干部角色定位、提升婦聯(lián)干部綜合素質(zhì)、豐富婦聯(lián)干部培養(yǎng)模式;機制方面,構(gòu)建合理的干部選配機制、設(shè)定科學(xué)的干部考核機制、匹配豐富的干部獎勵機制;要素方面,增強把握大局、創(chuàng)新發(fā)展、服務(wù)群眾、統(tǒng)籌協(xié)調(diào)、調(diào)查研究和宣傳動員的能力;環(huán)境方面,改善國家政策環(huán)境、糾正性別意識環(huán)境、打造開放型社交環(huán)境等等。最后提出了鄉(xiāng)鎮(zhèn)婦聯(lián)干部能力建設(shè)的具體要求;趧偃瘟δP偷泥l(xiāng)鎮(zhèn)婦聯(lián)干部能力建設(shè),與傳統(tǒng)的培訓(xùn)模式相比更具針對性和創(chuàng)造性,保證鄉(xiāng)鎮(zhèn)婦聯(lián)干部的綜合能力能夠達(dá)到新形勢下對鄉(xiāng)鎮(zhèn)婦聯(lián)干部能力建設(shè)提出的更高要求。
[Abstract]:In the new situation, although some achievements have been made in building the capacity of cadres of township women's federations in China, there are still many problems, such as more part-time jobs, less training and lower quality, which seriously restrict the effective development of the work of township women's federations. Grass-roots women's federation work and team management level promotion space is still very big. Under the new situation, it is urgent to strengthen the capacity building of township women's federation cadres. Based on competency model, this paper studies the capacity building of township women's federation cadres. Competence is the sum of the knowledge structure, ability and personal characteristics of an organization that provides a source of competence for its members and enables them to accomplish their tasks well. Competency model plays a very important role in building the capacity of township women's federation cadres. In this paper, we first explain the relevant theories of the capacity building of township women's federation cadres based on competency model, including the definition and connotation of the concept of cadres, competence and competence, and the connotation and extension of the capacity building of township women's federation cadres. The important role of capacity building of township women's federation cadres based on competency model, and then taking the cadres of township women's federations in D County of Hunan Province as an example, this paper analyzes the main measures, results and outstanding problems of the cadres' capacity building of township women's federations in Hunan Province. It points out the problems existing in the construction of the concept, system, mechanism, elements and environment of the cadres of township women's federations, and then according to the organizational strategy analysis, questionnaire survey, behavior event interview, model construction and so on. The paper puts forward the principles and contents of the capacity-building of the cadres of the township women's federations: for example, in the aspect of the system, defining the role of the cadres of the women's federations, improving the comprehensive quality of the cadres of the women's federations, enriching the training modes of the cadres of the women's federations, establishing a reasonable mechanism for selecting and allocating cadres, Setting up a scientific cadre assessment mechanism to match the rich cadre reward mechanism; enhancing the ability to grasp the overall situation, innovate and develop, serve the masses, coordinate overall planning, investigate, research, and publicize and mobilize; and environmental aspects, Improve the national policy environment, correct gender awareness environment, create an open social environment and so on. Finally, the specific requirements for building the capacity of township women's federation cadres are put forward. The capacity-building of township women's federation cadres based on competency model is more targeted and creative than the traditional training mode. To ensure that the comprehensive ability of the cadres of township women's federations can meet the higher requirements for the construction of the cadres' capacity under the new situation.
