【摘要】：自十八屆三中全會以來,我國確立了全面深化改革的大政方針,并且要求政府與市場劃清界限,讓市場能夠在資源配置中起決定性作用。之后進行了多次大規(guī)模的簡政放權(quán),取消和下放了大批行政審批項目。各個地方政府根據(jù)中央指示,精簡、下放大批審批事項。山東省泰安市作為地級市,處于行政層級的中游,無論是政治、經(jīng)濟發(fā)展程度還是社會、文化狀況都與我國大多數(shù)地級市相似,其行政審批制度改革具有較強的典型性與代表性(1),通過研究泰安市的行政審批制度改革現(xiàn)狀,發(fā)現(xiàn)問題,提出針對性的建議,為完善泰安市以及發(fā)展?fàn)顩r類似的其他城市的行政審批制度改革工作提供參考(2)。行政審批制度改革是指對現(xiàn)有的行政機關(guān)根據(jù)申請,經(jīng)依法審查允許行政相對人從事某種特定活動的規(guī)則的深化。但通過泰安市的現(xiàn)實來看,目前這種改革并不徹底,保障改革順利進行的審批主體、法規(guī)、監(jiān)督機制尚不完善,仍然需要根據(jù)簡政放權(quán)的原則,下放權(quán)力、優(yōu)化法規(guī)、提升服務(wù)績效,促進改革不斷深化。本文的研究內(nèi)容主要集中在梳理泰安市行政審批制度改革的發(fā)展?fàn)顩r、改革當(dāng)中存在的問題、對深化改革提出建議等幾個方面。主要采取了調(diào)查法、文獻研究法、個案研究法等科學(xué)的研究方法,結(jié)合“公共部門績效管理理論”、“新公共管理理論”的有關(guān)內(nèi)容思考問題。泰安市深化行政審批制度改革工作可以說是卓有成效,但也存在一些可以解決的問題,相信通過各方面的努力,以公民的利益為出發(fā)點,以配套的措施優(yōu)化為路徑,以政府為深化改革的主力,依靠第三方組織等協(xié)助,必然可以實現(xiàn)行政審批制度改革的不斷深化,提升政府服務(wù)績效,提高公民滿意指數(shù)。
[Abstract]:Since the third Plenary session of the 18th CPC Central Committee, China has established the policy of deepening the reform in an all-round way, and asked the government to draw a clear line between the government and the market so that the market can play a decisive role in the allocation of resources. After a number of large-scale decentralization of power, the cancellation and decentralization of a large number of administrative examination and approval projects. All local governments, in accordance with the Central Committee's instructions, streamline and decentralize a large number of examination and approval items. As a prefecture-level city, Taian City of Shandong Province is in the middle reaches of the administrative level. Whether it is political, economic development or social and cultural conditions, it is similar to most prefecture-level cities in our country. The reform of its administrative examination and approval system is of strong typicality and representativeness. By studying the current situation of the reform of the administrative examination and approval system in Tai'an City, it finds out the problems and puts forward some pertinent suggestions. In order to improve the Taian City and other similar development status of the administrative examination and approval system reform to provide a reference. The reform of the administrative examination and approval system refers to the deepening of the rules that the existing administrative organs are allowed to engage in certain specific activities according to the application and examination according to law. However, according to the reality of Tai'an City, this kind of reform is not thorough at present. The main body of examination and approval, the laws and regulations, and the supervision mechanism for ensuring the smooth progress of the reform are not yet perfect, so we still need to decentralize power and optimize laws and regulations in accordance with the principle of simplified administration and decentralization. Improve service performance, promote the deepening of reform. The research contents of this paper mainly focus on combing the development of the administrative examination and approval system reform in Taian City, the problems existing in the reform, and putting forward some suggestions for deepening the reform. This paper mainly adopts the methods of investigation, literature research, case study and so on, combining with the theory of public sector performance management and the theory of new public management. The work of deepening the reform of the administrative examination and approval system in Taian City can be said to be fruitful, but there are also some problems that can be solved. I believe that through the efforts of all aspects, we should take the interests of citizens as the starting point and optimize the supporting measures as the path. Taking the government as the main force of deepening the reform and relying on the assistance of the third party organizations can inevitably realize the deepening of the reform of the administrative examination and approval system, improve the performance of the government service, and raise the index of citizen satisfaction.
