【摘要】：新的注冊資本制下,我國經(jīng)濟增長速度不斷攀升,經(jīng)濟實力增強,隨之中小企業(yè)在我國迅猛地發(fā)展起來,在經(jīng)濟建設(shè)、就業(yè)、稅收、等方面的作用日漸增大。由于中小企業(yè)在經(jīng)濟發(fā)展過程中的作用日益顯著,其給社會帶來的負面影響也慢慢引起全社會的廣泛關(guān)注。但是,我國企業(yè)社會責任研究起步較晚,大部分企業(yè),尤其是中小企業(yè)對于自己承擔社會責任不認同,踐行不到位,造成中小企業(yè)社會責任的缺失尤為嚴重。引發(fā)勞資沖突、消費者不滿、債權(quán)人控訴、社區(qū)矛盾、環(huán)境污染等問題,已經(jīng)嚴重影響和阻礙了社會經(jīng)濟的協(xié)調(diào)發(fā)展,對中小企業(yè)社會責任的正確認識和確保其適當履行社會責任有利于解決此類問題。筆者認為,中小企業(yè)社會責任可理解為中小企業(yè)在獲得最大股東利益時,在其經(jīng)濟能力范圍內(nèi)主動承擔其他利益相關(guān)者的利益,其他利益相關(guān)者一般被認為是勞動者、消費者、債權(quán)人、社區(qū)利益、自然環(huán)境等。本文針對我國中小企業(yè)概念進行了界定,進而對中小企業(yè)社會責任的內(nèi)容、范圍進行了劃分,并結(jié)合當下我國中小企業(yè)成長、發(fā)展及承擔社會責任狀況,對中小企業(yè)的發(fā)展過程中面臨的諸如資金、人才、競爭力低、創(chuàng)新能力低、管理水平低等現(xiàn)狀進行分析。筆者在對所在區(qū)域周邊幾家中小企業(yè)調(diào)查中發(fā)現(xiàn),其一方面存在著對中小企業(yè)社會責任概念認知不清,對履行社會責任有助于推動企業(yè)自身發(fā)展缺乏理性認知等問題,這也是造成中小企業(yè)社會形象、品牌的創(chuàng)建、競爭能力,無法和大企業(yè)相比,社會責任履行較弱的根本原因。另一方面,在走訪調(diào)查中發(fā)現(xiàn)中小企業(yè)的壽命與其是否履行企業(yè)社會責任之間有著密不可分的聯(lián)系。同時筆者借鑒國外一些中小企業(yè)社會責任理論及企業(yè)社會責任運動發(fā)展情況,比較分析,并結(jié)合我國中小企業(yè)發(fā)展現(xiàn)狀,從勞動者、消費者、債權(quán)人、社區(qū)、環(huán)境等方面出發(fā),針對性的提出了對于我國中小企業(yè)社會責任實現(xiàn)的幾點建議和措施。
[Abstract]:Under the new registered capital system, the economic growth speed of our country is rising unceasingly, the economic strength is strengthened, then the small and medium-sized enterprises develop rapidly in our country, and the function in economic construction, employment, tax, and so on is increasing day by day. As the role of small and medium-sized enterprises in the process of economic development is becoming increasingly prominent, its negative impact on the society has gradually attracted the attention of the whole society. However, the research of corporate social responsibility in our country started relatively late. Most enterprises, especially small and medium-sized enterprises, do not recognize and practice their social responsibility, which results in the lack of social responsibility of small and medium-sized enterprises. Problems such as labor conflicts, consumer discontent, creditor complaints, community conflicts, environmental pollution, and so on have seriously affected and hindered the coordinated development of social and economic development. The correct understanding of the social responsibility of small and medium-sized enterprises and ensuring its proper implementation of social responsibility are conducive to solving such problems. The author believes that the social responsibility of small and medium-sized enterprises can be understood as that small and medium-sized enterprises take the initiative to bear the interests of other stakeholders within the scope of their economic ability when they obtain the greatest shareholder interests, and other stakeholders are generally considered to be workers and consumers. Creditors, community interests, natural environment, etc. This paper defines the concept of small and medium-sized enterprises in our country, and then divides the content and scope of social responsibility of small and medium-sized enterprises, and combines the current situation of growth, development and social responsibility of small and medium-sized enterprises in our country. This paper analyzes the current situation of small and medium-sized enterprises in the process of development, such as capital, talent, low competitiveness, low innovation ability, low management level and so on. In the investigation of several small and medium-sized enterprises in the vicinity of the region, the author finds that on the one hand, there are some problems, such as unclear understanding of the concept of social responsibility of SMEs, and lack of rational cognition on how to fulfill social responsibility to promote the development of enterprises themselves, and so on. This is also the root cause of the social image of small and medium-sized enterprises, the creation of brand, the competitive ability, and the weak performance of social responsibility compared with large enterprises. On the other hand, it is found that there is a close relationship between the life span of SMEs and whether they fulfill corporate social responsibility. At the same time, the author draws lessons from some foreign small and medium-sized enterprises' social responsibility theory and the enterprise social responsibility movement development situation, compares the analysis, and unifies our country small and medium-sized enterprise development present situation, starts from the laborer, the consumer, the creditor, the community, the environment and so on. This paper puts forward some suggestions and measures for the realization of social responsibility of small and medium enterprises in China.
