【摘要】：2012年以來,我國社會組織數(shù)量不斷增加,非營利性質(zhì)的公益組織迅速崛起,逐漸發(fā)展成為我國治理社會的新興力量。隨著政府職能的部分轉(zhuǎn)移以及購買社會服務(wù),非營利性社會組織參與社會治理成為政府治理的重要補(bǔ)充,其中以義工組織為代表更是參與到社會治理一線,與人民群眾親密接觸,成為社會治理的重要組成部分。但是從中國社會的整體上看,義工組織對社會治理的力量還是非常微小,義工組織的逐漸發(fā)展也使其在社會治理過程中出現(xiàn)的問題逐漸顯現(xiàn)出來:相應(yīng)法律法規(guī)的缺失、身份定位模糊收帶來的“雙重管制”、政府扶持力度小、獲取資金能力弱、區(qū)域發(fā)展不平衡等。這些問題都阻礙著我國義工組織的發(fā)展,特別是對于欠發(fā)達(dá)縣級地區(qū)的義工組織,由于經(jīng)濟(jì)和制度的制約,無論是參與社會治理的能力、參與途徑還是社會治理的成效都存在很大不足。針對以上問題,本文為探尋我國義工組織參與社會治理的發(fā)展規(guī)律,找出其發(fā)展桎梏并提出相應(yīng)的解決策略。本研究從以下幾個方面進(jìn)行展開。文章梳理了國內(nèi)外相關(guān)研究成果并對研究現(xiàn)狀進(jìn)行述評。明確文章的研究內(nèi)容和方法,提出了研究框架和論文創(chuàng)新點(diǎn)。首先,對義工組織、社會治理、義工組織參與社會治理等相關(guān)概念進(jìn)行分析,通過問卷調(diào)查收集安化縣義工組織參與社會治理的真實(shí)情況,對問卷數(shù)據(jù)進(jìn)行深入分析,以期探討提升我國義工組織參與社會治理能力的基本途徑。其次,以安化縣義工聯(lián)為例對我國義工參與社會治理進(jìn)行研究,筆者本著理論與實(shí)踐相結(jié)合的概念,深入益陽市安化縣義工聯(lián)合會中,進(jìn)行實(shí)地考察與現(xiàn)場調(diào)研,搜集相關(guān)數(shù)據(jù)并,據(jù)此了解安化縣義工聯(lián)發(fā)展中的現(xiàn)實(shí)狀況以及發(fā)展過程中存在的問題。最后,提出從強(qiáng)化服務(wù)意識、完善制度體系、構(gòu)建激勵機(jī)制、加強(qiáng)組織建設(shè)四個方面入手推進(jìn)安化義工組織的發(fā)展,并給出相應(yīng)的具體提升策略。
[Abstract]:Since 2012, the number of social organizations in our country has been increasing, the non-profit public welfare organizations have risen rapidly, and have gradually developed into a new force to govern our society. With the partial transfer of government functions and the purchase of social services, the participation of non-profit social organizations in social governance has become an important supplement to government governance. Close contact with the people has become an important part of social governance. However, from the perspective of Chinese society as a whole, the strength of volunteer organizations in social governance is still very small, and the gradual development of volunteer organizations has made the problems in the process of social governance gradually apparent: the lack of corresponding laws and regulations. "double control" brought about by vague identity orientation, weak government support, weak ability to obtain funds, unbalanced regional development and so on. These problems are hindering the development of volunteer organizations in our country, especially for the less developed county-level volunteer organizations, because of the economic and institutional constraints, whether they are able to participate in social governance. The way of participation or the effect of social governance are all very insufficient. In view of the above problems, this paper tries to find out the rules of the development of volunteer organizations' participation in social governance, find out the shackles of their development, and put forward the corresponding solutions. This study is carried out from the following aspects. This paper reviews the research results at home and abroad and reviews the current research situation. The research contents and methods of the paper are clarified, and the research framework and innovative points of the paper are put forward. First of all, the related concepts of volunteer organization, social governance and volunteer organization participating in social governance are analyzed, and the questionnaire data are deeply analyzed by collecting the true situation of volunteer organization participating in social governance in Anhua County through questionnaire survey. In order to explore the basic ways to improve the ability of volunteer organizations to participate in social governance. Secondly, taking Anhua County Volunteer Federation as an example to study the participation of volunteers in social governance in our country, the author, based on the concept of combining theory and practice, goes deep into Yiyang Anhua County Volunteer Federation to conduct field investigation and field investigation. Collect relevant data and understand the actual situation and problems in the development of Anhua County Volunteer Union. Finally, this paper puts forward four aspects to promote the development of Anhua volunteer organization from four aspects: strengthening service consciousness, perfecting system, constructing incentive mechanism and strengthening organization construction, and puts forward the corresponding specific promotion strategies.
