【摘要】：鄉(xiāng)村建設(shè)是我國現(xiàn)代化建設(shè)的重中之重,也是使“十三五”目標(biāo)如期撞線,完成到2020年全面建成小康社會各項(xiàng)任務(wù)的重要組成部分。2012年召開的中共十八大首次提出了“美麗中國”的概念。習(xí)近平總書記2015年特地到古生村進(jìn)行考察,對古生村洱海生態(tài)環(huán)境保護(hù)和古村傳統(tǒng)文化開發(fā)保護(hù)寄予厚望。對美麗鄉(xiāng)村建設(shè)的研究,就是為了讓農(nóng)村地區(qū)利用自身特點(diǎn)和優(yōu)勢更好地發(fā)展起來,不斷縮小城鄉(xiāng)差距,最終達(dá)到共同富裕的目標(biāo),同時也為國內(nèi)美麗鄉(xiāng)村建設(shè)理論的研究以及民族政策的制定提供借鑒。本文的價值主要包括理論價值和實(shí)踐價值。通過多學(xué)科交叉的方法來研究古生村美麗民族鄉(xiāng)村建設(shè)問題,折射出中國特色社會主義民族理論政策的人文關(guān)懷。其實(shí)踐意義則在于通過對古生村美麗民族鄉(xiāng)村建設(shè)的研究發(fā)現(xiàn)不足,從而在下一步的建設(shè)過程中有針對性地進(jìn)行整改,并對好的經(jīng)驗(yàn)繼續(xù)發(fā)揚(yáng),也為全國其他地區(qū)的美麗鄉(xiāng)村建設(shè)提供借鑒。本文圍繞古生村美麗民族鄉(xiāng)村建設(shè)進(jìn)行研究。通過實(shí)地調(diào)查、查找文獻(xiàn)來了解古生村美麗民族鄉(xiāng)村建設(shè)的現(xiàn)狀,并結(jié)合馬克思民族理論、生態(tài)環(huán)境學(xué)等學(xué)科知識,發(fā)現(xiàn)問題、提出對策,進(jìn)而達(dá)到讓古生村美麗鄉(xiāng)村建設(shè)工作再上臺階的目的。全文首先結(jié)合筆者的田野調(diào)查,歸總了國家及云南省、大理州等對美麗鄉(xiāng)村建設(shè)的相關(guān)政策和理論以及習(xí)近平總書記考察大理古生村時所做的重要指示,并比較了當(dāng)前國內(nèi)美麗鄉(xiāng)村建設(shè)的基本情況,接下來介紹了古生村的基本地理、人口、歷史沿革、經(jīng)濟(jì)社會條件和景觀民俗等方面的發(fā)展情況,然后對古生村美麗鄉(xiāng)村建設(shè)的基本規(guī)劃和美麗鄉(xiāng)村建設(shè)特別是洱海生態(tài)環(huán)境保護(hù)方面所取得成績作出梳理,并指出當(dāng)前古生村在美麗鄉(xiāng)村建設(shè)工作中所面臨的問題和不足,最后結(jié)合古生村美麗鄉(xiāng)村建設(shè)的現(xiàn)狀和實(shí)踐中遇到的問題提出有針對性的改進(jìn)建議和意見。本文的亮點(diǎn)和創(chuàng)新點(diǎn)主要體現(xiàn)在:一是主要從生態(tài)文明視角來關(guān)照古生村美麗民族鄉(xiāng)村建設(shè)情況,研究生態(tài)文明建設(shè)同古生村美麗民族鄉(xiāng)村建設(shè)的辯證關(guān)系。二是立足于馬克思主義民族理論與政策,探索加快民族地區(qū)鄉(xiāng)村發(fā)展的新路徑、新思維。三是在研究上綜合運(yùn)用了田野調(diào)查法、文獻(xiàn)研究法、多學(xué)科交叉法、比較研究法等方法,試圖通過多視角、廣視野來全面探析古生村美麗鄉(xiāng)村建設(shè)的新途徑、新思路。
[Abstract]:Rural construction is the most important part of our country's modernization drive, and it is also the goal of the 13th Five-Year Plan to hit the line as scheduled. The concept of "beautiful China" was put forward for the first time at the 18th National Congress of the Communist Party of China, held in 2012, to complete the tasks of building a well-off society in an all-round way by 2020. General Secretary Xi Jinping made a special visit to Gusheng Village in 2015 and placed great hopes on the ecological environment protection and the development and protection of the traditional culture of Erhai Lake in Gusheng Village. The purpose of the research on the construction of beautiful villages is to enable rural areas to make better use of their own characteristics and advantages, to continuously narrow the gap between urban and rural areas, and finally to achieve the goal of common prosperity. At the same time, it also provides reference for the study of the theory of beautiful rural construction and the formulation of national policy. The value of this paper mainly includes theoretical value and practical value. This paper studies the construction of beautiful ethnic villages in Gusheng Village through the method of multi-disciplinary intersection, which reflects the humanistic concern of the national theory and policy of socialism with Chinese characteristics. Its practical significance lies in the lack of research on the construction of beautiful ethnic villages in Gusheng Village, so as to carry out targeted rectification and reform in the next step of construction, and continue to carry forward the good experience. It also provides reference for the construction of beautiful villages in other parts of the country. This article carries on the research around the Gusheng village beautiful national village construction. Through the field investigation, looking up the literature to understand the present situation of the beautiful national village construction in Gusheng Village, and combining with the knowledge of Marx's national theory, ecological environment science and so on, to find out the problems and put forward the countermeasures. In order to achieve the Gusheng village beautiful rural construction work to step up the purpose. First of all, based on the author's fieldwork, the paper summarizes the relevant policies and theories of the state, Yunnan Province and Dali Prefecture on the construction of beautiful villages, as well as the important instructions made by General Secretary Xi Jinping when he visited the Gusheng Village in Dali. And compared the basic situation of the current beautiful rural construction in China, and then introduced the basic geography, population, historical evolution, economic and social conditions and landscape folklore of Gusheng Village. Then the basic planning of the beautiful rural construction of Gusheng village and the achievements of the beautiful rural construction, especially the ecological environment protection of Erhai Lake, are combed, and the problems and deficiencies faced by the Gusheng village in the construction of the beautiful village are pointed out. Finally, combined with the current situation and problems encountered in the practice of the construction of beautiful villages in Gusheng Village, some suggestions and suggestions are put forward. The highlights and innovations of this paper are mainly reflected in: first, it is mainly from the perspective of ecological civilization to look after the construction of beautiful ethnic villages in Gusheng Village, and to study the dialectical relationship between the construction of ecological civilization and the construction of beautiful ethnic villages in Gusheng Village. Second, based on Marxist national theory and policy, explore a new path and new thinking to accelerate the rural development in ethnic areas. The third is the comprehensive use of field investigation method, literature research method, multidisciplinary method, comparative research method and other methods, trying to comprehensively explore the new ways and new ideas of the beautiful village construction in Gusheng village through multiple perspectives and broad vision.
