【摘要】：無(wú)論是資本主義國(guó)家、社會(huì)主義國(guó)家、發(fā)達(dá)國(guó)家還是發(fā)展中國(guó)家,都存在貧困問(wèn)題,貧困已成為制約我國(guó)經(jīng)濟(jì)發(fā)展的短板,而農(nóng)村的扶貧工作更是重中之重。我國(guó)的農(nóng)村扶貧工作開(kāi)始進(jìn)入沖刺階段,在這一現(xiàn)實(shí)背景下,結(jié)合多源流政策分析理論,闡釋我國(guó)農(nóng)村扶貧政策的變遷軌跡和特點(diǎn),針對(duì)現(xiàn)行農(nóng)村扶貧政策實(shí)施過(guò)程中存在的問(wèn)題進(jìn)行研究,在此基礎(chǔ)上提出對(duì)策,為完善扶貧政策提供另一個(gè)視角。本文共分為六個(gè)部分。緒論部分,主要闡述多源流理論視角下我國(guó)農(nóng)村扶貧政策變遷研究的研究背景,國(guó)內(nèi)外關(guān)于多源流理論以及農(nóng)村扶貧政策研究綜述,研究思路、方法和意義。第二部分是多源流理論概述。第三部分是我國(guó)農(nóng)村扶貧政策變遷軌跡和特點(diǎn)。第四部分是我國(guó)農(nóng)村扶貧政策變遷的多源流理論解析。第五部分是評(píng)價(jià)我國(guó)農(nóng)村扶貧政策。第六部分是我國(guó)農(nóng)村扶貧政策變遷的啟示。本文梳理了建國(guó)以來(lái)我國(guó)的農(nóng)村扶貧政策變遷和歷史軌跡,用多源流理論來(lái)分析每一個(gè)階段政策變遷的問(wèn)題、政策、政治源流,以及三源流的耦合,以問(wèn)題為導(dǎo)向,為完善我國(guó)農(nóng)村扶貧政策的發(fā)展提出可行性的方法。
[Abstract]:Poverty exists in capitalist countries, socialist countries, developed countries and developing countries. Poverty has become a short board that restricts the economic development of our country, and the work of poverty alleviation in rural areas is the most important. The rural poverty alleviation work of our country begins to enter the stage of sprint. Under this realistic background, combined with the theory of multi-source policy analysis, it explains the vicissitude track and characteristics of the rural poverty alleviation policy in our country. Based on the study of the problems existing in the implementation of the current rural poverty alleviation policy, this paper puts forward some countermeasures to provide another perspective for the improvement of the poverty alleviation policy. This paper is divided into six parts. In the introduction part, it mainly expounds the research background of the research on the policy changes of poverty alleviation in rural areas from the perspective of multi-source theory, the summary of research on multi-source theory and the policy of poverty alleviation in rural areas at home and abroad, the research ideas, the methods and the significance. The second part is an overview of multi-source theory. The third part is the change track and characteristics of rural poverty alleviation policy in China. The fourth part is the analysis of the multi-source theory of the rural poverty-alleviation policy changes in China. The fifth part is to evaluate our country's rural poverty reduction policy. The sixth part is the enlightenment of the change of rural poverty alleviation policy in China. This paper combs the policy changes and historical track of poverty alleviation in rural areas since the founding of the people's Republic of China, analyzes the problems of policy changes in each stage, policy, political source, and the coupling of three sources and flows with the theory of multi-source flow, and is problem-oriented. In order to improve the development of poverty alleviation policy in rural areas, the feasible method is put forward.
