【摘要】：黨風(fēng)廉政建設(shè)至關(guān)重要。它關(guān)系到黨的生死存亡,關(guān)系到國(guó)家的長(zhǎng)治久安,關(guān)系到中華民族偉大復(fù)興的成敗。中國(guó)共產(chǎn)黨歷來(lái)重視黨風(fēng)廉政建設(shè),認(rèn)為加強(qiáng)黨風(fēng)廉政建設(shè)既是貫徹落實(shí)黨要管黨、從嚴(yán)治黨的重大舉措,也是落實(shí)全心全意為人民服務(wù)宗旨的必然要求。盡管我黨在黨風(fēng)廉政建設(shè)方面取得了一定成績(jī),積累了一定經(jīng)驗(yàn),形成了有中國(guó)特色的黨風(fēng)廉政建設(shè)理論,但當(dāng)前黨風(fēng)廉政建設(shè)的嚴(yán)峻現(xiàn)實(shí)說(shuō)明我們?cè)谶@一方面的研究仍亟待加強(qiáng)。本文通過(guò)對(duì)國(guó)外黨風(fēng)廉政建設(shè)的橫向和我黨黨風(fēng)廉政建設(shè)歷史的縱向研究闡述了黨風(fēng)廉政建設(shè)的題中應(yīng)有之義。因以地方黨委政府的實(shí)際工作為案例進(jìn)行黨風(fēng)廉政建設(shè)的研究尚存欠缺,文章則選擇以益陽(yáng)市市直機(jī)關(guān)為例,總結(jié)地方黨委政府黨風(fēng)廉政建設(shè)取得的成績(jī)、積累的經(jīng)驗(yàn)、存在的問(wèn)題及其原因來(lái)加以研究,冀此管窺當(dāng)前我黨黨風(fēng)廉政建設(shè)的現(xiàn)狀,冀此加強(qiáng)理論研究的針對(duì)性和可操作性。文章將理論分析與現(xiàn)狀分析相結(jié)合,提出加強(qiáng)市直機(jī)關(guān)黨風(fēng)廉政建設(shè)的對(duì)策建議,主要包括嚴(yán)明紀(jì)律規(guī)矩,堅(jiān)決維護(hù)集中統(tǒng)一;推進(jìn)體制改革,積極創(chuàng)新組織制度;落實(shí)“兩個(gè)責(zé)任”,切實(shí)強(qiáng)化責(zé)任追究;加大辦案力度,持續(xù)保持高壓態(tài)勢(shì);深化作風(fēng)建設(shè),鍥而不舍糾正“四風(fēng)”;強(qiáng)化監(jiān)督制約,深入推進(jìn)源頭治腐;加強(qiáng)自身建設(shè),著力打造過(guò)硬隊(duì)伍等方面。
[Abstract]:It is very important to build up a clean and honest party. It is related to the life and death of the Party, to the long-term stability of the country, to the success or failure of the great rejuvenation of the Chinese nation. The Communist Party of China has always attached great importance to the construction of a clean and honest party, and held that strengthening the building of a clean and honest party style is not only an important measure to carry out the party's administration and strict administration of the party, but also an inevitable requirement for carrying out the purpose of serving the people wholeheartedly. Although our party has made certain achievements in the construction of a clean and honest party, has accumulated certain experience, and has formed the theory of building a clean and honest party with Chinese characteristics, However, the grim reality of the construction of a clean and honest party shows that our research in this area still needs to be strengthened. This paper expounds the proper meaning of the construction of clean and honest party style through the horizontal study of the construction of a clean and honest government in foreign countries and the longitudinal study of the history of the construction of a clean and honest party style of our party. Because there is still a lack of research on the construction of a clean and honest party style based on the actual work of the local party committees and governments, the article chooses Yiyang City as an example to sum up the achievements and accumulated experience gained in the construction of the party style and clean government of the local party committees and governments. The existing problems and their causes are studied in order to explore the current situation of the construction of clean and honest government in our party and to strengthen the pertinence and maneuverability of the theoretical research. Combining the theoretical analysis with the present situation analysis, the paper puts forward the countermeasures and suggestions to strengthen the construction of the party style and clean government in the municipal straight organs, mainly including strict discipline and rules, resolute maintenance of centralization and unity, promotion of system reform, and active innovation of the organizational system. To implement the "two responsibilities," conscientiously strengthen the accountability investigation; intensify the handling of cases and maintain a high pressure situation; deepen the construction of the style of work, persistently correct the "four winds," strengthen supervision and control, and further promote the prevention and cure of corruption at the source; and strengthen their own construction. Efforts to build a strong team, and so on.
