【摘要】：隨著國(guó)家的發(fā)展和時(shí)代的進(jìn)步,新型矛盾向多元化和復(fù)雜化發(fā)展,其造成的公共安全事件,社會(huì)保障問(wèn)題,群體性事件,工程安全事故,恐怖主義事件等頻頻發(fā)生。對(duì)公共應(yīng)急管理的需求著實(shí)急迫,其中,城市突發(fā)事件的應(yīng)急管理問(wèn)題是影響國(guó)家、城市和地區(qū)穩(wěn)定發(fā)展的重大問(wèn)題。沈陽(yáng)作為我國(guó)歷史悠久的東北部特大城市,是環(huán)渤海經(jīng)濟(jì)圈以及東北亞經(jīng)濟(jì)圈的重要中心城市,其要面臨的公共安全應(yīng)急管理的任務(wù),比一般城市更為艱巨。政府為提升城市的管理效率,實(shí)現(xiàn)城市快速可持續(xù)發(fā)展,良好地處理危機(jī),急需合理、科學(xué)、有效的解決方式。本文基于智慧城市的視域,充分運(yùn)用了智慧城市的理念,融入先進(jìn)的信息技術(shù)手段,希望解決公共安全應(yīng)急管理所面臨的棘手問(wèn)題。與傳統(tǒng)研究觀念相比較,智慧城市概念的引入和應(yīng)用極大促進(jìn)了城市公共安全應(yīng)急管理的進(jìn)步與完善,對(duì)有效應(yīng)對(duì)公共安全問(wèn)題,提供了新的思想和思路。智慧城市的理念強(qiáng)調(diào)利用現(xiàn)代先進(jìn)的信息科學(xué)技術(shù)作為城市智慧化發(fā)展的基礎(chǔ),通過(guò)建立網(wǎng)絡(luò)式、智能型、信息化的管理制度和管理模式,從源頭上改進(jìn)公共安全應(yīng)急管理的手段和方式,進(jìn)而完善政府管理機(jī)制,提升城市的整體運(yùn)行效率。在本文中,通過(guò)文獻(xiàn)研究法、對(duì)比研究法、案例分析法等研究方法,從體系研究到技術(shù)應(yīng)用到理念意識(shí)轉(zhuǎn)變,為城市的公共安全應(yīng)急管理研究提供了新的方向和角度。經(jīng)研究發(fā)現(xiàn)沈陽(yáng)市政府在公共應(yīng)急工作中存在一些現(xiàn)象需要改進(jìn),譬如沈陽(yáng)市公共安全應(yīng)急管理的前期部署不完善,缺乏公共安全應(yīng)急信息數(shù)據(jù),信息存在安全隱患,信息系統(tǒng)運(yùn)行不暢通,管理存在疏漏,公共安全管理不足,缺乏安全教育等。通過(guò)借鑒其他智慧城市的實(shí)踐成果建立沈陽(yáng)市智慧應(yīng)急的藍(lán)圖,對(duì)比現(xiàn)狀、找出問(wèn)題、分析具體原因,借鑒其他地區(qū)的智慧應(yīng)急建設(shè)經(jīng)驗(yàn)提出了相應(yīng)的解決對(duì)策和建議。希望能有助于提升沈陽(yáng)市公共安全的管理能力,打造一個(gè)智慧、快捷、精準(zhǔn)、便民的公共安全環(huán)境。
[Abstract]:With the development of the country and the progress of the times, the new type of contradiction develops to pluralism and complication. The public safety events, social security problems, mass incidents, engineering safety accidents and terrorist incidents occur frequently. The demand for public emergency management is urgent, among which, the emergency management of urban emergencies is a major problem affecting the stable development of countries, cities and regions. Shenyang is an important center city of Bohai Sea Economic Circle and Northeast Asian Economic Circle, which has a long history in China. It faces the task of public safety emergency management, which is more arduous than that of other cities. In order to improve the management efficiency of the city, realize the rapid and sustainable development of the city, and deal with the crisis well, the government urgently needs reasonable, scientific and effective solutions. Based on the vision of the intelligent city, this paper makes full use of the concept of the intelligent city, integrates the advanced information technology means, and hopes to solve the thorny problems faced by the emergency management of public security. Compared with the traditional research concept, the introduction and application of the concept of intelligent city has greatly promoted the progress and perfection of urban public safety emergency management, and provided new ideas and ideas for effectively dealing with the problem of public safety. The concept of "smart city" emphasizes the use of modern advanced information science and technology as the basis for the development of urban intelligence, through the establishment of network, intelligent, information management system and management model, Improving the means and methods of public safety emergency management from the source, and then perfecting the government management mechanism, and improving the overall operating efficiency of the city. In this paper, through literature research, comparative research, case analysis and other research methods, from the system research to the application of technology to the concept of change, for the study of urban public safety emergency management provides a new direction and perspective. Through the research, it is found that there are some phenomena in the public emergency work of Shenyang municipal government that need to be improved, for example, the preliminary deployment of Shenyang public security emergency management is not perfect, the information is short of public safety emergency information data, and the information has hidden dangers. The information system is not running smoothly, there are omissions in the management, the public safety management is insufficient, and the safety education is lacking. By drawing lessons from the practical achievements of other intelligent cities, this paper establishes the blueprint for intelligent emergency response in Shenyang, compares the present situation, finds out the problems, analyzes the specific reasons, and puts forward corresponding countermeasures and suggestions for reference to the experience of intelligent emergency construction in other regions. Hope can help to improve Shenyang public safety management ability, create a smart, fast, accurate, convenient public safety environment.
