【摘要】：自從1978年改革開放后,我國政府將扶貧開發(fā)作為我國的基本國家戰(zhàn)略,我國的扶貧開發(fā)已經(jīng)經(jīng)歷了40多年的歷程,我國的扶貧工作從體制扶貧到大規(guī)模開發(fā)式扶貧,進(jìn)入到目前的扶貧攻堅(jiān)階段,都取得了階段性的成果,我國政府在整個(gè)扶貧攻堅(jiān)工作中有著舉足輕重的核心領(lǐng)導(dǎo)地位,因此,研究我國政府在扶貧攻堅(jiān)中的責(zé)任具有重要的現(xiàn)實(shí)意義。我國的扶貧開發(fā)在取得舉世矚目成績(jī)的同時(shí),也伴隨著出現(xiàn)著許多新的問題,從而給我國的扶貧攻堅(jiān)體系構(gòu)建帶來了巨大挑戰(zhàn)和壓力,在研究如何解決規(guī)劃落地難題、幫扶到戶難題、管理粗放難題和扶貧資源整合難題這些問題的同時(shí),就可以牽引出我國扶貧攻堅(jiān)中的政府責(zé)任。扶貧攻堅(jiān)中的政府責(zé)任就可以落實(shí)到破解規(guī)劃落地難題、破解幫扶到戶難題、破解管理粗放難題和破解資源整合難題這幾個(gè)方面上,在解決辦法上以創(chuàng)新分級(jí)責(zé)任機(jī)制來破解規(guī)劃落地難題;以建立精準(zhǔn)扶貧機(jī)制來破解破解幫扶到戶難題;以改革政府行政管理體制和建立創(chuàng)新有效監(jiān)管機(jī)制來破解破解管理粗放難題;以創(chuàng)新多元協(xié)同機(jī)制來破解資源整合難題,著重突顯政府對(duì)于扶貧攻堅(jiān)的責(zé)任意識(shí),明確政府在扶貧攻堅(jiān)中的責(zé)任,從而推動(dòng)我國扶貧攻堅(jiān)工作的前進(jìn)。扶貧攻堅(jiān)工作是一項(xiàng)有關(guān)于國計(jì)民生的大事,它的成敗決定了我國全面建成小康社會(huì)、全面建設(shè)社會(huì)主義和諧社會(huì)和中國特色的社會(huì)主義國家的進(jìn)程,扶貧攻堅(jiān)中政府對(duì)政府責(zé)任的完善將主導(dǎo)著這一事關(guān)國計(jì)民生的事業(yè)。
[Abstract]:Since the reform and opening up in 1978, the Chinese government has regarded poverty alleviation and development as the basic national strategy of our country. China's poverty alleviation and development has gone through more than 40 years. The poverty alleviation work in China has changed from institutional poverty alleviation to large-scale development poverty alleviation. Entering the current stage of poverty alleviation, we have achieved phased results. Our government has a pivotal core leadership position in the whole work of helping the poor, so, It is of great practical significance to study the responsibility of our government in helping the poor. The development of poverty alleviation in our country has made great achievements in the world, but at the same time, there are also many new problems, which bring great challenges and pressures to the construction of poverty alleviation system of our country, so we are studying how to solve the problem of planning and landing. While helping households, managing extensive problems and integrating poverty relief resources, these problems can lead to the government's responsibility in helping the poor in our country. The government's responsibility in helping the poor can be implemented in such aspects as solving the problems of planning and landing, helping households, solving extensive management problems and integrating resources. In order to solve the problem of planning landing by innovating the hierarchical responsibility mechanism and establishing a precise poverty alleviation mechanism to solve the problem of helping households; By reforming the administrative system of the government and establishing an innovative and effective supervision mechanism to solve the extensive problems of management, to solve the problem of resource integration by innovating multiple cooperative mechanisms, and to highlight the government's sense of responsibility for helping the poor, Make clear the responsibility of the government in helping the poor, so as to push forward the work of helping the poor in our country. Poverty alleviation is a major event concerning the national economy and the people's livelihood. Its success or failure determines the process of building a well-off society, building a socialist harmonious society and building a socialist country with Chinese characteristics in an all-round way. The improvement of government responsibility will dominate the cause of national economy and people's livelihood.
