我國(guó)公務(wù)員考試錄用制度存在問(wèn)題與對(duì)策研究

【摘要】: 公務(wù)員考試錄用制度是公務(wù)員制度的核心內(nèi)容,是推行公務(wù)員制度的突破口。公務(wù)員考錄制度的實(shí)質(zhì)是為了“知人”而“善用”,它的發(fā)展與完善對(duì)于公正地選拔人才,,建設(shè)“高素質(zhì)、專業(yè)化”的公務(wù)員隊(duì)伍,提高管理國(guó)家事務(wù)的成效具有重要意義。 建立和推行公務(wù)員考試錄用制度,是黨和國(guó)家的重大決策,是在鄧小平理論和“三個(gè)代表”重要思想指導(dǎo)下干部人事制度的重大改革,是社會(huì)主義政治文明建設(shè)的重要內(nèi)容。自黨的十三大和七屆全國(guó)人大提出建立公務(wù)員制度,強(qiáng)調(diào)“凡進(jìn)必考”原則,黨的十四大和八屆全國(guó)人大提出盡快推行公務(wù)員制度,尤其是公務(wù)員考試錄用制度,到黨的十五大和九屆全國(guó)人大提出完善包括考錄制度在內(nèi)的公務(wù)員各項(xiàng)制度,黨的十六大提出健全公務(wù)員制度,嚴(yán)把“入口關(guān)”。公務(wù)員考錄制度不斷趨于完善,實(shí)施工作不斷走向深入。 隨著經(jīng)濟(jì)全球化的加快,世界各國(guó)的行政改革和公務(wù)員制度的改革浪潮蜂起迭涌。傳統(tǒng)官僚科層制已經(jīng)不能適應(yīng)這個(gè)社會(huì)日新月異的變化和時(shí)代的飛速發(fā)展,特別是我國(guó)加入WTO后的社會(huì)轉(zhuǎn)型階段,傳統(tǒng)的考試錄用制度越來(lái)越不適應(yīng)信息社會(huì)及全球化時(shí)代政府管理實(shí)踐的需要,我國(guó)公務(wù)員考試錄用制度面臨著新的機(jī)遇和挑戰(zhàn)。在現(xiàn)行公務(wù)員考試錄用制度實(shí)施過(guò)程中,由于實(shí)施的政治環(huán)境、經(jīng)濟(jì)環(huán)境和文化環(huán)境等社會(huì)環(huán)境不夠成熟,導(dǎo)致公務(wù)員考試錄用環(huán)節(jié)上出現(xiàn)了許多問(wèn)題。面對(duì)全球范圍的公務(wù)員考試錄用改革的潮流,如何立足我國(guó)國(guó)情,推進(jìn)我國(guó)公務(wù)員考試錄用制度建設(shè),對(duì)這些問(wèn)題的思考已經(jīng)成為一個(gè)緊迫而又重要的理論與實(shí)踐課題。本文論述了公務(wù)員考錄制度的基本理論,找出公務(wù)員考錄制度的存在問(wèn)題并進(jìn)行深入分析,借鑒西方和亞洲國(guó)家的公務(wù)員考錄制度改革經(jīng)驗(yàn),提出我國(guó)公務(wù)員考錄制度的對(duì)策設(shè)計(jì)和改革構(gòu)想。
[Abstract]:The civil servant examination and employment system is the core content of the civil servant system and the breakthrough of the implementation of the civil servant system. The essence of the civil servant examination and record system is to "make good use of" for the purpose of "knowing people". Its development and perfection are of great significance to the fair selection of talents, the construction of "high quality and specialization" civil servants, and the improvement of the effectiveness of the management of state affairs. The establishment and implementation of the examination and recruitment system for civil servants is an important decision of the Party and the state, a major reform of the cadre and personnel system under the guidance of Deng Xiaoping's theory and the important thought of "three represents", and an important content of the construction of socialist political civilization. Since the Thirteenth National Congress of the Party and the Seventh National people's Congress have proposed the establishment of a civil service system, emphasizing the principle of "all progress is required for examination", the 14th National Congress of the Party and the eighth National people's Congress have proposed to implement the civil service system as soon as possible, especially the examination and employment system for civil servants. At the 15th National Congress of the Party and the Ninth National people's Congress, we proposed to perfect all systems of civil servants, including the examination system, and the 16th National Congress of the Party proposed to improve the system of civil servants and strictly control the "import and export system." The civil servant examination system tends to perfect unceasingly, the implementation work moves toward the thorough unceasingly. With the acceleration of economic globalization, the wave of administrative reform and civil service system reform in various countries is surging. The traditional bureaucratic hierarchy system has been unable to adapt to the rapid changes in the society and the rapid development of the times, especially in the social transformation stage after China's entry into WTO. The traditional examination employment system is more and more unable to meet the needs of the government management practice in the information society and the era of globalization. The examination and employment system of civil servants in our country is faced with new opportunities and challenges. In the course of the implementation of the current civil servant examination and employment system, there are many problems in the examination and employment of civil servants because of the immaturity of the social environment, such as political environment, economic environment and cultural environment. In the face of the global trend of civil servant examination and recruitment reform, how to promote the construction of civil servant examination and recruitment system based on our country's national conditions has become an urgent and important theoretical and practical subject. This paper discusses the basic theory of the civil servant examination system, finds out the existing problems of the civil servant examination system and makes a deep analysis, and draws lessons from the experience of the reform of the civil servant examination system in the western and Asian countries. This paper puts forward the countermeasure design and reform conception of civil servant examination system in our country.
