【摘要】：大數(shù)據(jù)時代是數(shù)據(jù)急速膨脹增長的時代。大數(shù)據(jù)給政府、商業(yè)、個人的工作方式和行為習慣帶來了變革,政府也不例外。政府作為改革的領(lǐng)導者,更應(yīng)該在這場大數(shù)據(jù)帶來的改革浪潮中率先作為,立足于現(xiàn)階段政府對大數(shù)據(jù)的管理的實際情況,加強政府對大數(shù)據(jù)的管理研究。大數(shù)據(jù)是數(shù)據(jù)技術(shù)革命的新時代。大數(shù)據(jù)為政府的管理理念和工作方式的變革提供了新的途徑。如何應(yīng)對大數(shù)據(jù)帶來的機遇成為政府、商業(yè)界和學術(shù)界關(guān)注的熱點。面對大數(shù)據(jù)帶來的挑戰(zhàn),如何轉(zhuǎn)變傳統(tǒng)思維,采取怎樣的方式和方法對大數(shù)據(jù)技術(shù)進行應(yīng)用和管理,以及如何面對和解決應(yīng)用大數(shù)據(jù)技術(shù)所需要的專業(yè)人才技術(shù)和基礎(chǔ)設(shè)施,這些都是大數(shù)據(jù)背景下,在加強政府對大數(shù)據(jù)管理研究中需要解決的問題。本文首先闡述了大數(shù)據(jù)和政府管理的概念及特點。接著指出了政府加強大數(shù)據(jù)管理的意義。主要運用了文獻資料歸納法,綜合分析法對政府在大數(shù)據(jù)管理中存在的問題進行理論研究,重點分析了政府在大數(shù)據(jù)管理中存在的難點和對策。本文的創(chuàng)新之處在于結(jié)合現(xiàn)階段政府在大數(shù)據(jù)管理中存在的問題和不足,就政府對大數(shù)據(jù)的管理進行全面、綜合的分析是本文創(chuàng)作的創(chuàng)新點。通過借鑒國外政府對大數(shù)據(jù)管理的經(jīng)驗,具體從重視程度、人才和技術(shù)、安全保障三個角度對政府在大數(shù)據(jù)管理中存在的問題進行全面的闡述。在此基礎(chǔ)上,從提高認識、技術(shù)建設(shè)、培育人才、強化規(guī)制建設(shè)的四個具體途徑來加強政府對大數(shù)據(jù)的管理研究。促進政府對大數(shù)據(jù)的管理研究進一步向前推進。在大數(shù)據(jù)對經(jīng)濟社會滲透越來越深入的趨勢下,必須加快政府對大數(shù)據(jù)管理的研究深入,推進政府治理能力現(xiàn)代化進程,加速政府管理模式的轉(zhuǎn)型。
[Abstract]:Big data era is the era of rapid expansion of data growth. Big data has brought about changes in government, business, personal work and behavior habits, and the government is no exception. The government, as the leader of the reform, should take the lead in the reform wave brought by big data, based on the actual situation of the government's management of big data at present, and strengthen the research of the government's management on big data. Big data is a new era of data technology revolution. Big data provides a new way for the change of the government's management idea and working way. How to deal with the opportunities brought by big data has become the focus of attention of the government, business and academia. In the face of the challenge brought by big data, how to change traditional thinking, how to adopt ways and methods to apply and manage big data technology, and how to face and solve the professional technology and infrastructure needed for the application of big data technology, These are the problems that need to be solved in the context of big data to strengthen the government's research on big data management. This article first elaborated big data and the government management concept and the characteristic. Then it points out the significance of strengthening big data's management by the government. This paper mainly uses the method of literature induction and comprehensive analysis to study the problems existing in the management of big data, and analyzes the difficulties and countermeasures of the government in the management of big data. The innovation of this paper is to combine the existing problems and shortcomings of the government in big data's management at the present stage, and make a comprehensive and comprehensive analysis of the government's management of big data, which is the creative point of this article. By drawing lessons from the experience of foreign governments on big data's management, this paper makes a comprehensive exposition of the problems existing in the administration of big data from the following three angles: the degree of attention, talent and technology, and safety and security. On the basis of this, four concrete ways to strengthen the government's research on big data's management are put forward from four concrete ways: raising understanding, building technology, cultivating talents and strengthening the construction of regulation. To promote the government's management of big data to further advance the study. Under the trend of big data's deepening economic and social infiltration, it is necessary to speed up the research of the government's administration of big data, promote the modernization of the government's governance ability, and speed up the transformation of the government's management mode.
