【摘要】：近年來(lái),中央對(duì)扶貧工作非常重視,多次召開專題會(huì)議,在部署打好扶貧攻堅(jiān)戰(zhàn)的工作的同時(shí),不斷強(qiáng)調(diào)社會(huì)組織在扶貧工作的重要性,同時(shí)針對(duì)政策支持不足、體制不順等問(wèn)題提出要進(jìn)一步進(jìn)行解決梳理,這也體現(xiàn)出國(guó)家也希望政府與社會(huì)組織在扶貧工作方面能加大合作,以社會(huì)組織的力量來(lái)彌補(bǔ)政府在扶貧工作中的不足。本文將通過(guò)政府與社會(huì)組織合作開展扶貧的現(xiàn)狀結(jié)合國(guó)內(nèi)外的經(jīng)典案例和相關(guān)文獻(xiàn)進(jìn)行分析,對(duì)當(dāng)前政府與社會(huì)組織在開展扶貧工作所具有的優(yōu)勢(shì)和局限性進(jìn)行對(duì)比,再結(jié)合政府運(yùn)作與社會(huì)組織運(yùn)作的特性,尋找兩者優(yōu)勢(shì)互補(bǔ)的節(jié)點(diǎn),進(jìn)而再對(duì)政府與社會(huì)組織合作扶貧的路徑進(jìn)行研究,找出社會(huì)組織與政府在扶貧領(lǐng)域合作不暢的問(wèn)題根源,從政府制定的政策,社會(huì)組織自身?xiàng)l件提升及管理,如何深化合作等方面提出對(duì)策和建議。
[Abstract]:In recent years, the Central Committee has attached great importance to the work of helping the poor, and has held many special conferences. While making arrangements to tackle the difficulties in poverty alleviation, it has constantly stressed the importance of social organizations in helping the poor, while at the same time focusing on insufficient policy support.It also shows that the government and social organizations can cooperate more in helping the poor and make up the deficiency of the government in the work of poverty alleviation with the strength of the social organization.In this paper, through the analysis of the current situation of the cooperation between government and social organizations in poverty alleviation, combined with the classic cases and relevant literature at home and abroad, this paper compares the advantages and limitations of the current government and social organizations in poverty alleviation.Combined with the characteristics of government operation and social organization operation, the paper looks for the nodes that complement each other, and then studies the path of cooperation between government and social organization to help the poor, and finds out the root cause of the poor cooperation between social organization and government in the field of poverty alleviation.The countermeasures and suggestions are put forward from the government's policies, the promotion and management of the social organization's own conditions, and how to deepen the cooperation.
