【摘要】：“互聯(lián)網(wǎng)+”概念的普及與應(yīng)用已經(jīng)給人們的生活帶來了許多變化,這些變化逐漸滲透到我國政治、經(jīng)濟(jì)、文化、生活的方方面面,在互聯(lián)網(wǎng)這個(gè)自由的輿論場,每個(gè)網(wǎng)民都擁有了自己的“麥克風(fēng)”,在互聯(lián)網(wǎng)自由性、匿名性以及開放性的寬松環(huán)境中發(fā)表自己的言論,在此背景下,群體性事件中的網(wǎng)絡(luò)輿情治理問題逐漸浮出水面。近年來,在頻發(fā)于中國社會(huì)的群體性事件已經(jīng)嚴(yán)重地影響到了社會(huì)發(fā)展的和諧與穩(wěn)定,網(wǎng)絡(luò)輿情成為社會(huì)輿情當(dāng)中不可忽視的一部分。若無法妥善處理群體性事件中網(wǎng)絡(luò)輿情,不僅對(duì)群體性事件本身產(chǎn)生的發(fā)展態(tài)勢造成不利,更有可能引發(fā)網(wǎng)絡(luò)謠言、網(wǎng)絡(luò)暴力等問題,從而激化社會(huì)矛盾,甚至擴(kuò)大負(fù)面影響;而如果能夠科學(xué)合理的處理群體性事件中的網(wǎng)絡(luò)輿情問題,在平時(shí)的監(jiān)測過程中保持高度的信息敏感性,則不僅可以對(duì)網(wǎng)絡(luò)輿情治理進(jìn)行預(yù)案準(zhǔn)備,更可以對(duì)群體性事件的發(fā)生進(jìn)行預(yù)判,從源頭解決群體性事件中的網(wǎng)絡(luò)輿情問題,有效疏導(dǎo)社會(huì)矛盾,促進(jìn)互聯(lián)網(wǎng)輿論場健康發(fā)展,保證社會(huì)和諧穩(wěn)定。此外,從民主意涵、政府治理和國情的特殊性這三個(gè)方面對(duì)群體性事件中網(wǎng)絡(luò)輿情治理問題產(chǎn)生的原因進(jìn)行了總結(jié)。最后,試圖從輿情疏導(dǎo)、政府治理、和社會(huì)軟引導(dǎo)三個(gè)層面來積極構(gòu)建應(yīng)對(duì)群體性事件中網(wǎng)絡(luò)輿情的治理對(duì)策體系。
[Abstract]:The popularization and application of the concept of "Internet" have brought many changes to people's life. These changes have gradually penetrated into all aspects of our country's politics, economy, culture and life, in the free public opinion field of the Internet. In this context, each Internet user has his own "microphone" and makes his own remarks in a relaxed environment of Internet freedom, anonymity, and openness. In recent years, the frequent mass incidents in Chinese society have seriously affected the harmony and stability of social development. Network public opinion becomes a part of social public opinion that can not be ignored. If the network public opinion can not be properly handled in mass incidents, it will not only cause unfavorable situation to the development of mass events itself, but also may lead to network rumors. Network violence and other issues, thus intensifying social contradictions, or even expanding the negative impact; and if the problem of network public opinion in mass incidents can be dealt with scientifically and reasonably, it will maintain a high degree of information sensitivity during the normal monitoring process. It can not only prepare for the management of network public opinion, but also prejudge the occurrence of mass events, solve the problems of network public opinion in mass incidents from the source, effectively dredge social contradictions, and promote the healthy development of the public opinion field on the Internet. To ensure social harmony and stability. In addition, from the three aspects of democracy, government governance and the particularity of national conditions, the causes of network public opinion governance in mass incidents are summarized. And three levels of social soft guidance to actively construct the network public opinion in response to group events governance countermeasures system.
