【摘要】：隨著改革開放的不斷變化、發(fā)展,黨外知識(shí)分子作為新時(shí)期統(tǒng)一戰(zhàn)線的重要組成部分在中國(guó)特色現(xiàn)代化建設(shè)中發(fā)揮著重要作用。我國(guó)黨外知識(shí)分子統(tǒng)戰(zhàn)工作面臨人員數(shù)量大,構(gòu)成復(fù)雜,工作對(duì)象難以統(tǒng)計(jì)、發(fā)現(xiàn);思想及價(jià)值觀多元,群體內(nèi)訴求不同;向心力不強(qiáng),參政議政意愿強(qiáng)烈,但途徑有限;組織僵化、管理松散,國(guó)有企事業(yè)單位黨外知識(shí)分子工作邊緣化嚴(yán)重;“新三種人”統(tǒng)戰(zhàn)工作要求較高,任務(wù)較重等問題。這些問題的成因主要有:改革開放深化,國(guó)內(nèi)外各方勢(shì)力共同作用,使黨外知識(shí)分子統(tǒng)戰(zhàn)工作任務(wù)加重;知識(shí)分子特立獨(dú)行,批判性較強(qiáng),不適應(yīng)社會(huì)環(huán)境;現(xiàn)實(shí)訴求的多元化和知識(shí)分子的使命感導(dǎo)致黨外知識(shí)分子參政議政意愿強(qiáng)烈;黨政機(jī)關(guān)缺乏對(duì)黨外知識(shí)分子工作的系統(tǒng)支持、方法陳舊;新時(shí)期黨外知識(shí)分子工作處理新狀況、新問題的能力不強(qiáng)。今后我國(guó)黨外知識(shí)分子工作應(yīng)從以下方面出發(fā):積極構(gòu)建大統(tǒng)戰(zhàn)格局,在全黨、全社會(huì)范圍內(nèi),共同開展統(tǒng)戰(zhàn)工作,配齊配強(qiáng)工作力量,為黨外知識(shí)分子統(tǒng)戰(zhàn)工作有效開展提供前提保障。加強(qiáng)政治引導(dǎo),開展理想信念教育,牢固樹立社會(huì)主義核心價(jià)值觀;對(duì)黨外知識(shí)分子開展普查摸底工作,及實(shí)現(xiàn)掌握底數(shù),建立數(shù)據(jù)庫(kù),力求展現(xiàn)全貌的工作效果;鼓勵(lì)黨外知識(shí)分子成立自治性質(zhì)的組織機(jī)構(gòu)和具有統(tǒng)戰(zhàn)色彩的民間組織,以此加強(qiáng)黨外知識(shí)分子間的聯(lián)合、溝通,并開展活動(dòng),為黨外知識(shí)分子參與社會(huì)活動(dòng)、回報(bào)社會(huì)提供平臺(tái);拓展政治民主協(xié)商的渠道和途徑,以適應(yīng)黨外知識(shí)分子利益訴求的多樣化和參政意愿的積極性,同時(shí)使廣大黨外知識(shí)分子都能夠通過正規(guī)、合法渠道參與民主協(xié)商;中央統(tǒng)戰(zhàn)工作會(huì)議中特殊劃定了黨外知識(shí)分子中的“新三種人”,對(duì)于這部分統(tǒng)戰(zhàn)成員,需要分類施策,有區(qū)別、有針對(duì)的開展工作,以確保取得工作實(shí)效。只有不斷注入新的力量,才能保證一個(gè)群體始終具有生命力,所以要在黨外知識(shí)分子這一群體中,要成立一支代表人士隊(duì)伍,并不斷擴(kuò)大、充實(shí)這支隊(duì)伍,通過代表人士的榜樣作用,帶動(dòng)整個(gè)黨外知識(shí)分子群體積極、活躍。要在全國(guó)、全社會(huì)范圍內(nèi)做好黨外知識(shí)分子工作,就必須提高統(tǒng)戰(zhàn)工作者的能力、素質(zhì),保證統(tǒng)戰(zhàn)人員能夠跟得上時(shí)代變化,能夠正確處理統(tǒng)戰(zhàn)事業(yè)的新形勢(shì)、新情況。
[Abstract]:With the continuous change and development of reform and opening up, non-Party intellectuals, as an important part of the United front in the new period, play an important role in the modernization construction with Chinese characteristics.The United front work of non-Party intellectuals in our country is faced with a large number of personnel, complex composition, difficult to count the objects of work, multiple thoughts and values, different demands within the group, weak centripetal force, strong will to participate in political affairs, but limited channels;The organization is rigid, the management is loose, the work of the intellectuals outside the party in the state-owned enterprises and institutions is seriously marginalized, and the United front work of the "new three kinds of people" requires higher requirements and the tasks are heavier.The main causes of these problems are as follows: deepening reform and opening up and the joint action of various forces at home and abroad make the task of United front work for intellectuals outside the Party more serious the intellectuals are maverick highly critical and unable to adapt to the social environment;The diversity of realistic demands and the sense of mission of intellectuals lead to a strong willingness of non-Party intellectuals to participate in government and discuss politics; the party and government organs lack systematic support for the work of non-Party intellectuals, and the methods are obsolete; and in the new period, the non-Party intellectuals' work deals with new situations.The ability to solve new problems is weak.In the future, the work of intellectuals outside the Party should proceed from the following aspects: actively constructing the pattern of large-scale United front work, jointly carrying out United front work within the whole party and the whole society, and matching and strengthening the work forces;The United front work for non-party intellectuals to effectively carry out the premise guarantee.Strengthen political guidance, carry out ideal and belief education, firmly establish socialist core values, carry out general survey and mapping work for intellectuals outside the party, realize mastering basic numbers, establish database, and strive to show the overall effect of work;Non-Party intellectuals are encouraged to set up autonomous organizations and non-governmental organizations with the color of United front work, so as to strengthen the alliance and communication among non-Party intellectuals, and carry out activities to participate in social activities for non-Party intellectuals.To return to society to provide a platform; to expand channels and channels for political and democratic consultation to meet the diverse interests of non-Party intellectuals and the enthusiasm of their willingness to participate in politics; and at the same time to enable the vast numbers of non-Party intellectuals to pass through the formal process.Participation in democratic consultations through legal channels; the Central United Front work Conference specifically defined the "new three kinds of people" among non-Party intellectuals. For this part of the United front members, it is necessary to carry out their work in a classified, differentiated and targeted manner.To ensure the effectiveness of the work.Only by constantly injecting new forces can we ensure that a group will always have vitality. Therefore, we must set up a contingent of deputies among the group of non-Party intellectuals, and constantly expand and enrich this contingent.Through the representative personage's example function, drives the entire non-party intellectual group to be active and active.In order to do a good job in the work of intellectuals outside the Party throughout the country and in the whole society, we must improve the ability and quality of the United front workers, ensure that the United front workers can keep up with the changes of the times, and correctly handle the new situation and new situation of the United front cause.
