校園欺凌的治理研究

【摘要】:"少年強則國強",青少年是祖國的希望,是國家和社會和諧發(fā)展的基礎力量,F(xiàn)今媒體和網絡上卻經常爆出校園欺凌事件的報道,其中不光有以多欺少的暴力毆打,更有脫衣猥褻甚至上傳網絡這樣的欺凌侮辱,這些極端個案的發(fā)生讓人觸目驚心,很難相信那些事情會是在校學生所為。人們或許在思考,為何校園這個培育祖國花朵的凈土中卻屢屢發(fā)生踐踏他人的現(xiàn)象?孩子在成長的過程中受家庭、學校、社會的共同影響,校園欺凌問題根植于家庭,顯現(xiàn)于學校,惡化于社會。近日,國務院總理李克強針對校園欺凌案件頻發(fā)的現(xiàn)象做出了指示,他表示:"校園應是最陽光、最安全的地方。校園欺凌案件頻發(fā),不僅傷害未成年人身心健康,也沖擊社會道德底線。教育部要完善法律法規(guī),加強對學生的法制教育,堅決遏制漠視人的尊嚴與生命的行為"。本文從政府治理的角度出發(fā),借鑒美國和日本政府預防和治理的政策經驗,探究我國校園欺凌在治理過程中遇到的問題及其原因,并給出解決的辦法。主要內容有以下六部分,第一部分敘述了我國校園欺凌研究的背景、研究目的和意義、國內外研究現(xiàn)狀、研究的理論基礎和研究方法。第二部分對欺凌和校園欺凌的概念進行了界定,明確了本文中所研究的校園欺凌行為發(fā)生的年齡范圍。第三部分通過當前我國出臺的關于中小學生校園欺凌的治理政策和我國現(xiàn)有的應對措施說明我國目前校園欺凌現(xiàn)象治理的現(xiàn)狀。第四部分分析了我國在治理校園欺凌中出現(xiàn)的問題,以及出現(xiàn)這些問題的原因。第五部分介紹了美國和日本治理中小學校園欺凌現(xiàn)象的制度措施,為我國政府解決中小學校園欺凌現(xiàn)象提供了經驗。第六部分結合我國中小學校園欺凌的特點,并吸取國外的有利經驗,有針對性的從國家、法律、社會、學校等幾個方面提出了預防和治理我國中小學校園欺凌現(xiàn)象的對策。
[Abstract]:Young people are the hope of the motherland and the foundation for harmonious development of the country and society. Nowadays, the media and the Internet often report incidents of bullying on campus, not only with more bullying and less violence, There are more bullying and insults like striping and even uploading the Internet. These extreme cases are shocking, and it's hard to believe that those things could be done by students in school. People may be thinking about it. Why does the campus, the pure land where the flowers of the motherland are nurtured, often trample on others? Children are influenced by family, school and society in the process of growing up. The problem of bullying on campus is rooted in the family, manifested in the school, and worsened in society. Recently, Premier Li Keqiang of the State Council has directed against the frequent occurrence of bullying cases on campus. "Campus should be the most sunny and safest place," he said. "the frequent occurrence of bullying cases on campus is not only harmful to the physical and mental health of minors. It also impacts the bottom line of social morality. The Ministry of Education should perfect laws and regulations, strengthen legal education for students, and resolutely curb the behavior of ignoring human dignity and life. Based on the policy experience of the American and Japanese governments, this paper explores the problems encountered in the process of campus bullying in our country and its causes, and gives the solutions. The main contents are as follows:. The first part describes the background, purpose and significance of the research, the current research situation, the theoretical basis and research methods of the research. The second part defines the concepts of bullying and campus bullying. The third part explains the current campus bullying in our country through the current governance policy of primary and secondary school students bullying and the existing countermeasures in our country. The fourth part analyzes the problems in the management of bullying on campus in China. And the reasons for these problems. The fifth part introduces the system measures to control bullying in primary and secondary schools in the United States and Japan. The sixth part combines the characteristics of campus bullying in primary and secondary schools in our country, and draws on the beneficial experience of foreign countries, from the country, the law, the society, Schools and other aspects put forward the prevention and control of bullying in primary and secondary schools in China.
