【摘要】：隨著南中國海沿海各國圈海占島,造成我國南海海域爭端不斷加劇,嚴(yán)重阻礙我國海洋漁業(yè)發(fā)展。為維護(hù)我國海洋合法權(quán)益和漁民的漁業(yè)利益,加強(qiáng)我國海洋漁業(yè)行政執(zhí)法力度勢在必行。本文分析梳理了當(dāng)前南海區(qū)域行政執(zhí)法中存在的問題,提出加強(qiáng)漁業(yè)執(zhí)法人才選拔和培訓(xùn)工作、建立科學(xué)合理的行政執(zhí)法機(jī)制、保證行政執(zhí)法程序的公平與合理、提高執(zhí)法監(jiān)督質(zhì)量等對(duì)策建議。
[Abstract]:With the coastal countries of the South China Sea occupying the islands, the disputes in the South China Sea are becoming more and more serious, which seriously hinder the development of the marine fishery in China. It is imperative to strengthen the administrative law enforcement of marine fishery in China. This paper analyzes and combs the problems existing in the administrative law enforcement in the South China Sea region, and proposes to strengthen the selection and training of fishery law enforcement personnel and to establish a scientific and reasonable administrative law enforcement mechanism. To ensure the fairness and reasonableness of administrative law enforcement procedure and to improve the quality of law enforcement supervision.
