【摘要】：現(xiàn)代市場經(jīng)濟(jì)環(huán)境下,金融業(yè)在國民經(jīng)濟(jì)中地位已經(jīng)越來越重要。保證金融秩序健康、有效的運(yùn)轉(zhuǎn),經(jīng)濟(jì)社會中貨幣資源的籌措、流動(dòng)和使用就能充分高效,社會資源的自由配置也會逐漸趨于合理,金融業(yè)在促進(jìn)國民經(jīng)濟(jì)良性循環(huán)方面起的作用也就更加明顯。如果沒有金融行業(yè),整個(gè)社會經(jīng)濟(jì)將無法正常運(yùn)轉(zhuǎn),各行各業(yè)亦無法相互促進(jìn)與發(fā)展。然而,隨著我國金融業(yè)的不斷放開,各種金融安全問題也不斷地涌現(xiàn)出來,像2016年爆發(fā)的裸貸事件、2011年的溫州民間借貸危機(jī),無不嚴(yán)重的影響了我國經(jīng)濟(jì)、社會的正常運(yùn)行。資本是逐利的,如果任由金融業(yè)"自由"發(fā)展不加任何的限制,沒有有效的監(jiān)督、管理,金融業(yè)的安全問題將逐一顯現(xiàn),并會一步步擴(kuò)大,最終將無法避免的導(dǎo)致全面金融危機(jī)的爆發(fā)。因此,加強(qiáng)金融監(jiān)管問題的研究,是非常重要且十分有必要的。本文從政府金融監(jiān)管的角度,立足于德州市政府金融監(jiān)管取得的進(jìn)展及存在的問題,試圖通過借鑒北京、上海、濟(jì)南三個(gè)城市在政府金融監(jiān)管方面的先進(jìn)經(jīng)驗(yàn)做法,探討德州市地方政府如何改善金融監(jiān)管,如何更好地發(fā)揮政府金融監(jiān)管部門監(jiān)督、管理、服務(wù)的職能,從而實(shí)現(xiàn)促進(jìn)地方金融穩(wěn)定發(fā)展、優(yōu)化企業(yè)融資結(jié)構(gòu)、防范金融風(fēng)險(xiǎn)、加快金融產(chǎn)品和服務(wù)的創(chuàng)新、打擊非法融資等目的。本文共分為六個(gè)部分,第一部分緒論,主要介紹文章的研究背景、選題意義、研究綜述、研究方法等內(nèi)容;第二部分主要介紹德州市政府金融監(jiān)管部門的定位、政府金融監(jiān)管工作的職能范圍,并從四個(gè)方面闡述政府金融監(jiān)管的必要性,包括:信貸投放規(guī)模與國內(nèi)生產(chǎn)總值的高度相關(guān)性、民間借貸危機(jī)、中小企業(yè)存在融資困境以及金融創(chuàng)新的需要;第三部分著重從政府金融監(jiān)督和政府金融服務(wù)兩個(gè)方面介紹德州市政府金融監(jiān)管取得的進(jìn)展;第四部分主要是結(jié)合德州市政府金融監(jiān)管現(xiàn)狀,總結(jié)出德州市在金融監(jiān)管中存在的六個(gè)方面的問題,包括政府金融監(jiān)管履職缺乏必要的法律基礎(chǔ)、政府金融監(jiān)管部門職能定位不清,權(quán)責(zé)不明晰、政府金融監(jiān)管人員專業(yè)知識不牢、金融業(yè)規(guī)模小,金融監(jiān)管意識不到位、非法集資活動(dòng)排查困難、非銀行金融機(jī)構(gòu)設(shè)立門檻高等問題,并在總結(jié)問題的基礎(chǔ)上,對每個(gè)問題進(jìn)行成因分析;第五部分主要介紹北京、上海和濟(jì)南三個(gè)城市政府金融監(jiān)管的一些特色做法,以此作為借鑒,結(jié)合第四章的成因分析,為下一部分的對策建議奠定基礎(chǔ)。第六部分是文章的核心章節(jié),主要是在分析德州市政府金融監(jiān)管工作的進(jìn)展、存在問題的基礎(chǔ)上,結(jié)合國內(nèi)相關(guān)城市的特色做法,提出完善德州市政府金融監(jiān)管工作的六項(xiàng)對策建議,包括建立健全相關(guān)金融監(jiān)管法律法規(guī)、加強(qiáng)社會誠信體系建設(shè)、加快金融創(chuàng)新步伐,推動(dòng)金融支持實(shí)體經(jīng)濟(jì)發(fā)展、加大對民間借貸的規(guī)范化管理、積極監(jiān)測防范金融風(fēng)險(xiǎn),依法打擊非法金融活動(dòng)、組織專業(yè)培訓(xùn),提高政府金融監(jiān)管工作人員水平等。
[Abstract]:The modern market economy environment, the status of financial industry in the national economy is becoming more and more important. In order to ensure the financial health, effective operation, raising money resources in the economic society, will be able to use free flow and fully efficient allocation of social resources will tend to be reasonable, the financial sector in promoting the benign circulation of the national economy plays the effect is more obvious. If there is no financial industry, the whole society will not function properly, all walks of life will not be mutual promotion and development. However, with the increasing liberalization of China's financial industry, a variety of financial security problems are constantly emerging, such as the 2016 outbreak of the naked credit events of Wenzhou private lending crisis in 2011. No, seriously affected the economy of our country, the normal operation of the society. The capital is profit, if the financial industry "free" development without any restrictions, there is no effective supervision Supervision, management, security issues of the financial industry will appear one by one, and will expand step by step, the final will inevitably leads to a comprehensive financial crisis. Therefore, strengthen the research on the problems of financial supervision, is very important and very necessary. This paper from the angle of financial supervision, based on the progress of Dezhou municipal government the financial supervision and the existing problems, and by referring to Beijing, Shanghai, Ji'nan three city of advanced experience in government financial supervision practice, discusses how to improve the financial supervision of Dezhou municipal government, how to better play the government financial supervision, management and service functions, to promote the development of local financial stability and the optimization of financing structure, financial risk, accelerate the innovation of financial products and services, to combat illegal financing. This paper is divided into six parts, the first part is the introduction, mainly This paper introduces the research background, significance, research content, research methods; the second part mainly introduces the orientation of Dezhou municipal government financial regulatory authorities and financial supervision of the functions of the government, and from the four aspects of the necessity of government financial supervision includes: the high correlation between the scale of credit and GDP small and medium-sized enterprises, private lending crisis, financing difficulties and needs of financial innovation; in the third part of the article from the two aspects of government financial supervision and administration of financial services in Dezhou municipal government for financial supervision; the fourth part is combined with the Dezhou municipal government financial supervision status, summed up the six aspects of the problems existing in the financial supervision in Dezhou City, including the government financial regulation performance lacks the necessary legal basis, financial supervision and administration department functions is not clear, the right responsibility is not clear, the government The government financial supervision and professional knowledge is not solid, the scale of the financial sector, financial supervision consciousness is not in place, illegal fund-raising investigation difficult, set up higher threshold for non bank financial institutions, and summarizes the problems, analyzed the causes of every problem; the fifth part mainly introduces the Beijing, Shanghai and Ji'nan three city government finance some of the features of the regulatory approach, as a reference, combined with the analysis of the causes of the fourth chapter, lay the foundation for the next part of the countermeasures and suggestions. The sixth part is the core section of the article, mainly in the analysis of the Dezhou municipal government financial supervision, on the basis of the problems, combined with the characteristics of the practice of domestic city, put forward six Dezhou municipal government proposals to improve financial supervision, including establishing and perfecting the relevant laws and regulations of financial supervision, strengthen the construction of social credit system, speeding up financial innovation Steps to promote financial support for the development of the real economy, increase the standardized management of private lending, actively monitor and prevent financial risks, crack down on illegal financial activities in accordance with the law, organize professional training, and improve the level of government financial supervision staff.
