【摘要】：農(nóng)民工群體不僅是改革開(kāi)放的產(chǎn)物,而且對(duì)我國(guó)改革開(kāi)放以來(lái)的經(jīng)濟(jì)社會(huì)發(fā)展發(fā)揮了重要作用。根據(jù)國(guó)家統(tǒng)計(jì)局的官方統(tǒng)計(jì),2015年我國(guó)農(nóng)民工總量高達(dá)27747萬(wàn)人。①數(shù)量龐大的農(nóng)民工群體,推動(dòng)了國(guó)民經(jīng)濟(jì)的發(fā)展,促進(jìn)了社會(huì)主義現(xiàn)代化。但由于農(nóng)民工社會(huì)保障制度的長(zhǎng)期缺位,農(nóng)民工侵權(quán)事件情況屢見(jiàn)不鮮,阻礙了我國(guó)和諧社會(huì)的建設(shè)。因此,黨和政府必須公正對(duì)待、科學(xué)解決農(nóng)民工問(wèn)題。隨著農(nóng)民工侵權(quán)事件的時(shí)有發(fā)生,保障農(nóng)民工合法權(quán)益,為農(nóng)民工提供平等的社會(huì)保障成為黨和政府關(guān)注的重點(diǎn)。從農(nóng)民工的社會(huì)保障政策變遷中,可以看到改革開(kāi)放近四十年,農(nóng)民工社保制度建設(shè)已取得不小的進(jìn)展。社會(huì)保障政策從無(wú)到有,從單一到多元。但由于復(fù)雜的國(guó)情和社情,政策制定不合理,執(zhí)行阻力大等現(xiàn)象依然存在。現(xiàn)行的農(nóng)民工社保政策沒(méi)有統(tǒng)一的中央政策,各地區(qū)各行其政,社會(huì)保障制度"碎片化"狀況嚴(yán)重;而且我國(guó)東、中、西部地區(qū)經(jīng)濟(jì)發(fā)展水平不平衡,流動(dòng)人口的流動(dòng)趨勢(shì)不同,導(dǎo)致農(nóng)民工社保政策區(qū)域性發(fā)展不平衡。從現(xiàn)行政策的執(zhí)行現(xiàn)狀看,我國(guó)農(nóng)民工社會(huì)保障政策還存在很多問(wèn)題。政策制定中,政策取向偏離政策目標(biāo),中央和地方存在利益博弈導(dǎo)致政策有失公正;政策執(zhí)行中,受到來(lái)自企業(yè)和農(nóng)民工兩個(gè)利益主體的阻力,政策落實(shí)效果不佳;再加上政策評(píng)估機(jī)制的缺失,政策缺乏監(jiān)督,都使農(nóng)民工社保政策陷入困境。基于政策的上述問(wèn)題,必須提出相應(yīng)對(duì)策,完善農(nóng)民工社會(huì)保障政策。首先,堅(jiān)持以社會(huì)公正、統(tǒng)籌城鄉(xiāng)和切實(shí)可行的原則制定農(nóng)民工社會(huì)保障政策;其次,明確責(zé)任分擔(dān),強(qiáng)化政府責(zé)任,建立分層分類(lèi)的農(nóng)民工社會(huì)保障體系。再次,深化改革戶(hù)籍制度、建立完善工資保證金制度、深化土地制度改革、促進(jìn)農(nóng)民工子女教育成長(zhǎng),加快建立和完善與農(nóng)民工社保政策相關(guān)的配套改革。
[Abstract]:The group of migrant workers is not only the product of reform and opening up, Moreover, it has played an important role in the economic and social development of our country since the reform and opening up. According to the official statistics of the National Bureau of Statistics, the total number of migrant workers in China reached 277.47 million in 2015, a huge number of migrant workers, which has promoted the development of the national economy. It has promoted socialist modernization. However, due to the long-term absence of the social security system for migrant workers, the infringing cases of migrant workers are common and hindering the construction of a harmonious society in China. Therefore, the Party and the government must deal with them fairly. To solve the problem of migrant workers scientifically. With the occurrence of infringing incidents of migrant workers, protecting the legitimate rights and interests of migrant workers and providing equal social security for migrant workers has become the focus of attention of the Party and the government. We can see that in the past 40 years of reform and opening up, the construction of the social security system for migrant workers has made no small progress. The social security policy has evolved from nothing to diversity. However, due to the complicated national conditions and social conditions, the policy formulation is unreasonable. The current social security policy for migrant workers does not have a unified central policy, the governments of various regions and the social security system are "fragmented" seriously; and in the east and middle of our country, The unbalanced level of economic development in the western region and the different floating population trends lead to the imbalance in the regional development of migrant workers' social security policies. From the current situation of the implementation of the current policies, There are still many problems in the social security policy of migrant workers in our country. In the policy formulation, the policy orientation deviates from the policy goal, the central government and the local government have the benefit game to cause the policy to be unfair; in the policy implementation, The lack of a policy evaluation mechanism and the lack of supervision of the policy have put the migrant workers' social security policy into a dilemma. Based on the above policy issues, We must put forward corresponding countermeasures to perfect the social security policy of migrant workers. Firstly, we must adhere to the principle of social justice, coordinate urban and rural areas, and make social security policies for migrant workers. Secondly, we should clearly share the responsibility and strengthen the responsibility of the government. Third, deepen the reform of the household registration system, establish and perfect the wage margin system, deepen the reform of the land system, and promote the education and growth of the children of migrant workers. We will speed up the establishment and improvement of supporting reforms related to social security policies for migrant workers.
