【摘要】：事業(yè)單位作為我國特有的一類社會組織,為經(jīng)濟(jì)社會的發(fā)展進(jìn)步作出了重要貢獻(xiàn)。進(jìn)行事業(yè)單位改革的十多年來,以崗位管理替代身份管理為核心的用人制度改革也取得了很大成效。但是,崗位設(shè)置作為事業(yè)單位人事管理的一項基礎(chǔ)性工作,在各地區(qū)、各行業(yè)的具體實施過程中,也暴露出實施方案不規(guī)范、因人設(shè)崗等系列問題。本文從事業(yè)單位、崗位設(shè)置的相關(guān)概念入手,以SC系統(tǒng)為例,通過對系統(tǒng)內(nèi)部職工的調(diào)查、訪談,找出其在崗位設(shè)置方面存在的問題并指出會產(chǎn)生的嚴(yán)重影響;結(jié)合崗位分析等管理學(xué)理論,綜合進(jìn)行成因分析,對像SC系統(tǒng)一樣專業(yè)性強(qiáng)、單位規(guī)模小、人員總數(shù)少的事業(yè)單位提出優(yōu)化崗位設(shè)置的對策和建議,最終得出需要在事業(yè)單位改革發(fā)展中進(jìn)一步規(guī)范崗位設(shè)置方案,強(qiáng)化執(zhí)行環(huán)節(jié)的監(jiān)督監(jiān)察等結(jié)論,希望能為優(yōu)化崗位設(shè)置工作和進(jìn)行相關(guān)研究提供一個思路。
[Abstract]:Institutions, as a special social organization in China, have made important contributions to the development and progress of the economic society. The reform of the employment system, which takes the position management as the core instead of the identity management, has also made great achievements. However, as a basic work in the personnel management of public institutions, the post setting has been implemented in various regions and industries. It is also exposed that the implementation scheme is not standardized, because of a series of problems, such as the establishment of posts and so on. This article starts with the related concepts of institution and post setting, taking SC system as an example, through the investigation and interview of the staff and workers in the system. Find out the problems existing in the field of post setting and point out the serious impact that will be produced. Combining with management theories such as post analysis and comprehensive cause analysis, the target is as professional as the SC system, and the unit size is small. The institutions with small number of personnel put forward the countermeasures and suggestions to optimize the post setting, and finally came to the conclusion that it is necessary to further standardize the post setting scheme in the reform and development of the institution, strengthen the supervision and supervision of the execution link, and so on. I hope to provide a train of thought for the optimization of post setting and related research.
