【摘要】：20世紀(jì)90年代以來，互聯(lián)網(wǎng)在全球的飛速發(fā)展和普及，把人類帶入了一個(gè)全新的信息網(wǎng)絡(luò)時(shí)代，互聯(lián)網(wǎng)不再是傳播信息的媒介，而且深入到了人類政治、經(jīng)濟(jì)、文化和社會(huì)生活的各個(gè)領(lǐng)域并開始扮演主導(dǎo)角色，對(duì)各國的政治體系和公民政治參與產(chǎn)生了深刻影響，，也使我國的政治文明建設(shè)面臨著新的機(jī)遇和挑戰(zhàn)。如何利用機(jī)遇，應(yīng)對(duì)挑戰(zhàn)，推動(dòng)公民網(wǎng)絡(luò)政治參與，建設(shè)社會(huì)主義政治文明，這是時(shí)代為我們提出的一個(gè)新課題，本論文分四個(gè)部分對(duì)這一問題進(jìn)行了分析和探討。 第一部分：主要闡述了本論文的選題意義和國內(nèi)外研究現(xiàn)狀，同時(shí)介紹了研究思路、方法以及本論文的創(chuàng)新和難點(diǎn)。 第二部分：分別概述了政治文明和網(wǎng)絡(luò)政治參與的概念和特征，并深入分析了網(wǎng)絡(luò)政治參與對(duì)我國政治文明建設(shè)的作用和積極影響。 第三部分：在闡述我國公民網(wǎng)絡(luò)政治參與現(xiàn)狀的基礎(chǔ)上，深入分析了我國公民網(wǎng)絡(luò)政治參與存在的問題及對(duì)政治文明建設(shè)的制約。 第四部分：探索了以網(wǎng)絡(luò)政治參與為契機(jī)推進(jìn)我國政治文明建設(shè)的具體對(duì)策：積極創(chuàng)造條件，暢通公民網(wǎng)絡(luò)政治參與渠道；加強(qiáng)規(guī)范，正確引導(dǎo)公民網(wǎng)絡(luò)參政行為；消除“數(shù)字鴻溝”，為公民提供平等的網(wǎng)絡(luò)參政機(jī)會(huì)。
[Abstract]:Since 1990s, with the rapid development and popularization of the Internet in the world, human beings have entered a new era of information network. The Internet is no longer the medium of information dissemination, but also goes deep into human politics and economy. All fields of cultural and social life have been playing a leading role, which has had a profound impact on the political system and the political participation of citizens in various countries, and has also made the construction of political civilization in China face new opportunities and challenges. Facing the challenge, pushing citizens to participate in network politics and building socialist political civilization is a new subject put forward by the times. This paper analyzes and discusses this problem in four parts. The first part: this paper mainly describes the significance of the topic and domestic and foreign research status, and introduces the research ideas, methods and the innovation and difficulties of this paper. The second part: it summarizes the concept and characteristics of political civilization and network political participation, and analyzes the role and positive influence of network political participation on the construction of political civilization in China. The third part: on the basis of expounding the current situation of citizen's network political participation in our country, this paper deeply analyzes the problems existing in our country's citizen's network political participation and the restriction to the construction of political civilization. Part 4th: it explores the concrete countermeasures to promote the construction of political civilization in our country with the opportunity of network political participation: actively creating conditions, unblocking the channels of citizens' network political participation, strengthening norms, and correctly guiding citizens' network participation in politics; Bridging the "digital divide" and providing equal opportunities for citizens to participate in politics on the Internet.
