【摘要】：人口,作為一切經(jīng)濟(jì)行為和社會活動的主體,其數(shù)量的多少、素質(zhì)的高低、結(jié)構(gòu)的變化等對實現(xiàn)人類社會可持續(xù)發(fā)展起著推動或者阻礙的作用。對于人口問題要是把握不好,不僅會影響到每個家庭的幸福,還會給國家的經(jīng)濟(jì)建設(shè)和社會發(fā)展帶來嚴(yán)重后果。中國又是人口大國,面臨的人口問題更加突出、更加復(fù)雜。從古至今,無論西方還是中國都有許多關(guān)于人口現(xiàn)象的論述,產(chǎn)生了影響久遠(yuǎn)的人口思想,并進(jìn)而系統(tǒng)化為人口理論。這些人口思想和人口理論為人口政策的制定以及人口問題的解決提供了理論支撐。馬克思主義人口理論是治理我國人口問題的指導(dǎo)思想,它是由馬克思和恩格斯在19世紀(jì)共同創(chuàng)立的,隨后經(jīng)列寧、斯大林等人不斷豐富發(fā)展所形成的科學(xué)理論,是構(gòu)成馬克思主義政治經(jīng)濟(jì)學(xué)的重要內(nèi)容之一。當(dāng)前實施的“全面二孩”政策就是馬克思主義人口理論在我國新時期人口政策中踐行的產(chǎn)物。本文采用歷史分析法、理論與實際分析相結(jié)合的研究方法,再結(jié)合大量的文獻(xiàn)資料首先對馬克思主義人口理論的產(chǎn)生過程以及主要內(nèi)容進(jìn)行系統(tǒng)地梳理,緊接著闡述馬克思主義人口理論對“全面二孩”出臺以前我國人口經(jīng)濟(jì)發(fā)展的影響,尤為指出“人口計劃增長”的提出和實行是順應(yīng)當(dāng)時經(jīng)濟(jì)發(fā)展條件。面對人口老齡化趨勢和一些新的人口問題的出現(xiàn),調(diào)整人口政策是勢在必行,然后又運(yùn)用馬克思主義的人口觀點對“全面二孩”實施的必要性和意義等進(jìn)行了分析和論述,有利于新政策的順利推進(jìn)落實。其次,通過預(yù)測分析出導(dǎo)致現(xiàn)階段人口發(fā)展出現(xiàn)困境的經(jīng)濟(jì)因素和非經(jīng)濟(jì)因素并提出相應(yīng)的解決措施,最后,再結(jié)合馬克思主義人口理論對未來我國人口發(fā)展政策的進(jìn)一步調(diào)整和完善做出思考,就是要在全面放開生育的同時努力提高人口質(zhì)量,堅持“人口紅利”與“人才紅利”并重,以實現(xiàn)我國人口的長期均衡發(fā)展,為我國經(jīng)濟(jì)的健康持續(xù)發(fā)展注入新的活力。
[Abstract]:As the main body of all economic behaviors and social activities, population plays an important role in promoting or hindering the sustainable development of human society, such as the quantity of population, the level of quality and the change of structure. Not only will it affect the happiness of every family, but it will also have serious consequences for the country's economic construction and social development. China is also a large country with a large population, and the population problems are more prominent and complex. From ancient times to the present, Both in the West and in China, there have been a lot of discussions on population phenomena, which have had an impact on population thinking for a long time. These population thoughts and theories provide theoretical support for the formulation of population policy and the solution of population problems. It was founded by Marx and Engels in 19th century, and then developed by Lenin, Stalin and others. It is one of the important contents of the political economy of Marxism. The "comprehensive two-child" policy implemented at present is the product of the practice of Marxist population theory in the new period of population policy of our country. The research method of combining theory with practical analysis, combined with a large amount of literature and materials, firstly systematically combs the process and main contents of Marxist population theory. Then it expounds the impact of Marxist population theory on the population and economic development of our country before the introduction of "All-round second Child". In particular, it is pointed out that the introduction and implementation of the population Plan growth is in line with the conditions of economic development at that time. In the face of the trend of population ageing and the emergence of some new population problems, it is imperative to adjust the population policy, Then, the author analyzes and discusses the necessity and significance of the implementation of the "all-around two-child" by using the Marxist population viewpoint, which is conducive to the smooth implementation of the new policy. Secondly, By forecasting and analyzing the economic and non-economic factors that lead to the difficult situation of population development at the present stage, and putting forward the corresponding solutions, finally, Considering the further adjustment and perfection of the population development policy of our country in the future in combination with the Marxist population theory, we should strive to improve the quality of the population while opening up fertility in an all-round way, and pay equal attention to the "demographic dividend" and "talent dividend". In order to realize the long-term balanced development of China's population and inject new vitality into the healthy and sustainable development of our economy.
