本文選題：基層民主選舉　切入點(diǎn)：宗族　出處：《仲愷農(nóng)業(yè)工程學(xué)院》2017年碩士論文　論文類型：學(xué)位論文

【摘要】：本文主要以河源市為例,通過對河源市的農(nóng)村宗族勢力對基層民主選舉的影響現(xiàn)狀,并且通過對宗族勢力產(chǎn)生影響的主要原因進(jìn)行分析,得出三部分研究結(jié)論:第一部分,河源宗族勢力發(fā)展主要經(jīng)歷了三個階段:鼎盛時期、宗族的低迷時期;宗族復(fù)興時期。第二部分,宗族勢力對選舉的積極影響以及消極影響。宗族勢力對基層民主選舉的積極影響主要包括:各個宗族勢力相互制約,提高村民選舉的公正性;宗族之間存在制衡關(guān)系,使得基層選舉實(shí)現(xiàn)良性競爭;宗族勢力可以對選舉形成有效監(jiān)督。宗族勢力對基層民主選舉的消極影響主要包括:一些宗族勢力利用暴力事件,對民主選舉形成干擾;宗族勢力干涉基層民主選舉進(jìn)程;宗族勢力干涉基層民主選舉結(jié)果;宗族勢力盛行,打擊非宗族村民參加選舉的積極性;侵犯非宗族人員的選舉權(quán)。第三部分,利用和削弱宗族勢力在基層民主選舉中積極和消極作用;充分發(fā)揮宗族勢力在農(nóng)村基層民主選舉中的積極作用;以多個候選人的方式來削弱宗族勢力的負(fù)面影響;加強(qiáng)基層政權(quán)組織的作風(fēng)建設(shè);努力提高村民的文化素質(zhì);制定健全合理的農(nóng)村公共事務(wù)管理規(guī)程;正確看待宗族勢力,防止“一竿子打死”。希望通過本文的研究,可以幫助河源市實(shí)現(xiàn)民主選舉的目標(biāo)。
[Abstract]:Taking Heyuan City as an example, this paper analyzes the current situation of the influence of rural clan forces on grass-roots democratic elections in Heyuan City, and through the analysis of the main reasons for the influence of clan forces, three parts of the research conclusions are drawn as follows: the first part, The development of Heyuan clan power has experienced three stages: the peak period, the depression period of clan, the period of clan rejuvenation, the second part, The positive influence of clan forces on grassroots democratic elections mainly includes: each clan forces restrict each other to improve the fairness of villagers' election, and there are checks and balances between clans. The negative effects of clan forces on grass-roots democratic elections include: some clan forces make use of violence to interfere with democratic elections; Interference by clan forces in the process of grass-roots democratic elections; interference by clan forces in the results of grass-roots democratic elections; prevalence of clan forces to combat the enthusiasm of non-clan villagers to participate in elections; violation of the right to vote of non-clan persons. Part III, Make full use of and weaken the positive and negative role of clan forces in grass-roots democratic elections, give full play to the positive role of clan forces in rural grass-roots democratic elections, weaken the negative influence of clan forces in the way of multiple candidates; Strengthen the work style construction of grass-roots political power organizations; strive to improve the cultural quality of villagers; formulate sound and reasonable regulations for the management of rural public affairs; treat clan forces correctly and prevent "one rod from killing". I hope that through the study of this article, It can help Heyuan to achieve the goal of democratic election.
