【摘要】：為應對日益嚴峻的人口老齡化問題,浙江省順應“積極老齡化”理念,充分發(fā)揮離退休干部的優(yōu)勢和作用,積極引導和激勵離退休干部公共參與,取得了一定的成效。同時,不可避免地也存在著許多掣肘因素,制約了離退休干部公共參與的進一步擴大和發(fā)展。本研究以問題為導向,以浙江省離退休干部公共參與意愿為研究對象,通過問卷調查、深度訪談和統(tǒng)計分析等方式,對新形勢下離退休干部公共參與的意愿情況,影響因素進行分析,由此試圖對如何提升離退休干部公共參與意愿提出對策建議。經統(tǒng)計分析發(fā)現:(1)離退休干部公共參與意愿總體情況較好,但有參與意愿的離退休干部意愿程度不高。(2)離退休干部公共參與頻率和參與意愿有顯著相關性;絕大多數離退休干部是主動性公共參與,以社會參與、文化參與、政治參與為主;離退休干部公共參與活動的組織集中在對他們有服務管理職責的黨政機關單位、部門,且對這些組織主體有較強的依賴性(3)離退休干部公共參與意愿與他們的身心狀態(tài)、政治面貌、人力資源特征有顯著相關性,與性別和月收入無顯著關聯(lián)。同時也分析得出目前離退休干部公共參與意愿提升的內在動力和外在支持不足,具體表現在:公共參與主體意識不強烈、公共參與能力有待提高、公共參與組織引領作用仍需發(fā)揮、公共參與平臺形式單一、公共參與渠道不暢通。新形勢下,進一步提升離退休干部公共參與意愿的對策是:強化離退休干部黨組織建設、加強對老年教育發(fā)展力度、加大宣傳引導和典型帶動作用、探索分類化公共參與組織模式、豐富公共參與平臺形式和發(fā)揮網絡新渠道的助推作用。
[Abstract]:In order to cope with the increasingly serious problem of aging population, Zhejiang Province complies with the concept of "active aging", fully exerts the advantages and functions of retired cadres, actively guides and encourages retired cadres to participate in the public, and has achieved certain results. Inevitably, there are many constraints, which restrict the further expansion and development of the public participation of retired cadres. By means of in-depth interviews and statistical analysis, this paper analyzes the willingness of retired cadres to participate in the public sector under the new situation, as well as the influencing factors. Therefore, this paper tries to put forward some countermeasures and suggestions on how to enhance the public participation willingness of retired cadres. Through statistical analysis, it is found that the general situation of retired cadres' public participation will be better. However, the degree of willingness of retired cadres with willingness to participate is not high. 2) there is a significant correlation between the frequency of public participation of retired cadres and their willingness to participate, the majority of retired cadres are active public participation, social participation, cultural participation, The organization of public participation of retired cadres is concentrated in the party and government organs and departments that have the responsibility of serving and managing them. The public participation willingness of retired cadres is significantly related to their physical and mental state, political outlook and human resource characteristics. There is no significant correlation with gender and monthly income. At the same time, it is found that the internal motivation and external support for the promotion of retired cadres' willingness to participate in public affairs are insufficient, which are manifested in the following aspects: the consciousness of public participation is not strong, and the ability of public participation needs to be improved. The leading role of public participation organizations still needs to be brought into play, the form of public participation platform is single, and the channels of public participation are not smooth. Under the new situation, the countermeasures to further enhance the public participation will of retired cadres are: strengthening the construction of retired cadres' party organizations, We should strengthen the development of education for the elderly, strengthen the propaganda, guide and typical driving role, explore the organization mode of classified public participation, enrich the form of public participation platform and give play to the role of new network channels.
