【摘要】：隨著我國進入人口老齡化時代,老年人口增加,家庭養(yǎng)老功能弱化,人們的養(yǎng)老觀念開始發(fā)生轉(zhuǎn)變,老人養(yǎng)老需求多樣化。越來越多的人開始選擇機構(gòu)養(yǎng)老。機構(gòu)養(yǎng)老作為一種重要的養(yǎng)老支持得到越來越多的關(guān)注。只依靠政府力量主辦的養(yǎng)老院沒有辦法實現(xiàn)老年人多種多樣需要,非營利民間組織或個人主辦的養(yǎng)老院開始獲得成長的機會和更多的空間。在非營利民間組織或個人主辦的民辦養(yǎng)老院頤養(yǎng)天年是重要的養(yǎng)老模式之一,它是實現(xiàn)社會福利社會化的有力推手。在中國各大省會城市中,泉城濟南相對比較早步入人口老齡化階段。入住民辦養(yǎng)老院的老年人對機構(gòu)的看法、體驗以及評價將會影響到民辦養(yǎng)老院的未來發(fā)展,關(guān)乎到民辦養(yǎng)老院的改進策略。在這樣的背景下,本論文采用了問卷調(diào)查、實地走訪、文獻收集以及統(tǒng)計分析的方式說明了目前濟南市L區(qū)民辦養(yǎng)老院的現(xiàn)狀,結(jié)合實際情況和國內(nèi)外民辦養(yǎng)老院發(fā)展完善、成熟地區(qū)的經(jīng)驗提供了相應的解決辦法。研究選取了 5家L區(qū)民辦養(yǎng)老院,根據(jù)住在院內(nèi)老人的基本情況和住在院內(nèi)的老人對院方的軟件合意程度、硬件合意程度以及滿意度延伸討論等四個維度分別研究剖析。研究結(jié)果發(fā)現(xiàn)在養(yǎng)老院房間的通風采光狀況、飯菜搭配、護理態(tài)度、身體自理能力和交際等方面顯著影響到入住老人對民辦養(yǎng)老院的評價。從民辦養(yǎng)老院自身來看,民辦養(yǎng)老院應該謹慎選擇養(yǎng)老院環(huán)境,在飯菜搭配上不斷完善,適時對入住老人進行心理干預,配置心理咨詢師。協(xié)助老人保持積極、向上、樂觀的心理態(tài)度,鼓勵、督促入住老人多與他人進行交流溝通,疏導心結(jié)。從政府角度來看,政府應該為民辦養(yǎng)老院創(chuàng)造公平的競爭氛圍、為民辦養(yǎng)老院提供適度的資金補貼和稅收優(yōu)惠、進一步提高政策的可操作性。從社會角度看,社會應該多多宣傳民辦養(yǎng)老院的優(yōu)勢、鼓勵公眾選擇民辦養(yǎng)老院、幫助民辦養(yǎng)老院實現(xiàn)資金籌集的多渠道。結(jié)合這兩個方面的改善可以幫助民間力量主辦的養(yǎng)老院達到進一步成長的目的,推動社會福利社會化的進程。
[Abstract]:As our country enters the age of aging population, the aging population increases and the family pension function weakens, and people's concept of providing for the aged begins to change. More and more people begin to choose the institution for the aged. As a kind of important support for the aged, the institutional old-age support gets more and more attention. Only relying on the government power to run the nursing home can not realize the old age. Young people have a variety of needs, Non-profit private organizations or individuals run nursing homes that begin to gain opportunities and more space for growth. In private homes run by non-profit non-governmental organizations or individuals, summer care is one of the most important models for the aged. It is a powerful force to promote the socialization of social welfare. Among the major provincial capitals of China, Jinan has entered the stage of aging population relatively early. The experience and evaluation will affect the future development of the private nursing home and the improvement strategy of the private nursing home. Literature collection and statistical analysis show the present situation of private nursing homes in L District of Jinan City, combining with the actual situation and the development of private nursing homes at home and abroad. The experience of mature areas provides a corresponding solution. The study selected 5 private nursing homes in district L, according to the basic situation of the elderly living in the hospital and the degree of software satisfaction of the elderly living in the hospital. The four dimensions of the degree of hardware agreement and the degree of satisfaction were analyzed. The results showed that the ventilation and lighting condition, the food match, the nursing attitude in the room of nursing home, The ability to take care of oneself and communication have a significant impact on the evaluation of the private nursing home by the elderly. From the point of view of the private nursing home itself, the private nursing home should carefully choose the nursing home environment and continuously improve the food match. Timely psychological intervention, allocation of psychological counsellors, help the elderly maintain a positive, upward and optimistic psychological attitude, encourage and urge them to communicate and communicate with others, and dredge their feelings. From the perspective of the government, The government should create a level playing field for private nursing homes, provide appropriate financial subsidies and tax benefits for private nursing homes, and further improve the operability of the policy. From a social point of view, Society should publicize the advantages of private nursing homes and encourage the public to choose private nursing homes. The improvement of these two aspects can help the private nursing home to achieve the purpose of further growth and promote the process of socialization of social welfare.
