【摘要】：隨著老齡化、高齡化進(jìn)程加快,老年殘障比率顯著上升,失能老人健康狀況的特殊性決定了他們的活動(dòng)受限率、患病率及殘疾率均遠(yuǎn)高于其他人群。如何準(zhǔn)確把握失能老人的照護(hù)服務(wù)需求,并為其提供針對(duì)性的照護(hù)服務(wù)日漸成為社會(huì)關(guān)注的熱點(diǎn)問(wèn)題。失能老人智能照護(hù)服務(wù)是針對(duì)其特殊需求,結(jié)合智能技術(shù)與養(yǎng)老服務(wù),通過(guò)智能產(chǎn)品及設(shè)備為失能老人提供便捷且專(zhuān)業(yè)化的照護(hù)服務(wù)。本文利用問(wèn)卷調(diào)查法及訪談法分析發(fā)現(xiàn),失能老人智能照護(hù)服務(wù)存在潛在需求與現(xiàn)實(shí)需求不足的現(xiàn)象,影響因素主要包括健康狀況、精神狀態(tài)、文化程度及家庭經(jīng)濟(jì)狀況。針對(duì)智能照護(hù)服務(wù)存在的問(wèn)題,本文從以下方面進(jìn)行探索:失能老人智能照護(hù)服務(wù)的發(fā)展必須以多元化供給為前提,政府、企業(yè)、家庭、社區(qū)、非營(yíng)利組織、高校及科研單位必須在明晰各自責(zé)任的基礎(chǔ)上,廣泛合作。而要解決失能老人智能照護(hù)服務(wù)需求不足,需要從兩方面入手:一是通過(guò)構(gòu)建失能老人智能照護(hù)服務(wù)平臺(tái),達(dá)到信息互通、資源集聚、廣泛宣傳的作用,從而解決服務(wù)與產(chǎn)品短缺型、不熟悉型的潛在需求不足現(xiàn)象;二是明確失能老人智能照護(hù)服務(wù)的合作模式,豐富智能照護(hù)服務(wù)及產(chǎn)品,采用分類(lèi)供給的方式:高端智能照護(hù)服務(wù)及智能產(chǎn)品采用市場(chǎng)化供給,中端智能照護(hù)產(chǎn)品與基礎(chǔ)服務(wù)采取政府補(bǔ)貼基礎(chǔ)上的低價(jià)供給方式,低端照護(hù)產(chǎn)品由政府免費(fèi)提供,緩解現(xiàn)實(shí)需求不足的狀況。最后為深入把握失能老人照護(hù)服務(wù)需求,化解失能老人智能照護(hù)服務(wù)供需矛盾,本文建議制定并完善相關(guān)法律政策,努力提高老年人收入水平,根據(jù)需求搭建智能化養(yǎng)老服務(wù)平臺(tái),調(diào)動(dòng)社會(huì)各方力量積極參與,塑造全新的健康老齡觀和積極老齡觀。
[Abstract]:With the aging of the elderly, the process of aging accelerated, the elderly disability ratio significantly increased, the disabled elderly health status of the particularity of their activities determine the restricted rate. The prevalence rate and disability rate are much higher than other groups. How to accurately grasp the needs of care services for the disabled elderly. And to provide it with targeted care services has become a hot issue of social concern. Intelligent care services for the disabled elderly are aimed at their special needs, combined with intelligent technology and pension services. Through intelligent products and devices to provide convenient and professional care services for the disabled. The intelligibility care service for the disabled elderly has the phenomenon that the potential demand and the actual demand are insufficient. The influencing factors mainly include the health condition and the mental state. In view of the existing problems of intelligent care service, this paper explores the following aspects: the development of intelligent care service for the disabled elderly must be based on diversified supply, government, enterprises. Families, communities, non-profit organizations, institutions of higher learning and scientific research institutions must cooperate extensively on the basis of clarity of their respective responsibilities. Need to start from two aspects: first, through the construction of the disabled elderly intelligent care service platform, to achieve the role of information exchange, resource agglomeration, extensive publicity, so as to solve the shortage of services and products. Lack of potential demand for unfamiliar type; The second is to clarify the cooperation mode of intelligent care services for the disabled, enrich the intelligent care services and products, and adopt the way of classified supply: high-end intelligent care services and intelligent products are market-oriented supply. The middle-end intelligent care products and basic services are supplied on the basis of government subsidies, and low-end care products are provided free of charge by the government. Finally, in order to grasp the needs of the disabled elderly care services and resolve the contradiction between the supply and demand of intelligent care services for the disabled elderly, this paper proposes to formulate and improve the relevant legal policies. We should strive to improve the income level of the elderly, build an intelligent service platform for the aged according to their needs, mobilize all social forces to participate actively, and shape a new view of healthy ageing and active aging.
