【摘要】：近年來,我國進(jìn)入社會全面深化改革期,利益格局調(diào)整大,思想觀念變動快,社會發(fā)展過程中時常出現(xiàn)各階層矛盾多、沖突劇的現(xiàn)象。公安機(jī)關(guān)是具有武裝性質(zhì)的國家治安行政力量和刑事司法力量,其依法進(jìn)行社會治安的公共管理,行使國家行政權(quán),其特殊的政治性、敏感性使之處于社會輿論的風(fēng)口浪尖,警務(wù)工作倍受輿論關(guān)注,常演變?yōu)獒槍矙C(jī)關(guān)的負(fù)面輿情。涉警輿情應(yīng)對工作已逐漸成為各級公安機(jī)關(guān)的警務(wù)工作內(nèi)容之一。引導(dǎo)處置涉警輿情妥善得當(dāng),將給公安工作和隊伍建設(shè)營造良好輿論氛圍,公安事業(yè)將得到廣大群眾擁護(hù);涉警輿情工作應(yīng)對不當(dāng),將引發(fā)更大規(guī)模、更深層次的負(fù)面炒作,致公安隊伍廣受質(zhì)疑和詬病,不利于公安機(jī)關(guān)各項工作的順利開展。公共危機(jī)管理與涉警輿情管理具有雙向互動作用,在公共危機(jī)管理視角下,作為具有公共管理職能的公安機(jī)關(guān)積極有效地應(yīng)對涉警危機(jī)輿情、主動做好輿論引導(dǎo)工作,是衡量公安現(xiàn)代警務(wù)工作科學(xué)、進(jìn)步、成熟的標(biāo)志。目前,國內(nèi)外在涉警輿情領(lǐng)域已有研究,尚未有專門結(jié)合江西省公安機(jī)關(guān)涉警輿情工作開展的研究。因此,在公共危機(jī)管理視角下,分析江西省公安機(jī)關(guān)涉警輿情的工作現(xiàn)狀、特點、存在問題,歸納提煉出有針對性的涉警輿情工作建議和對策,為提升江西公安的隊伍形象,提高江西公安的社會滿意度有著積極而迫切的意義。本文概述了本課題研究的背景和意義,對研究思路作了介紹,以江西省公安機(jī)關(guān)的涉警輿情應(yīng)對工作為主要研究對象,采用文獻(xiàn)研究法、定位分析法、案例分析法、功能分析法、唯物辯證法、信息搜集法等,通過分析各種文獻(xiàn)資料,結(jié)合當(dāng)前江西省公安機(jī)關(guān)應(yīng)對媒體、處置涉警輿情的工作情況以及措施、規(guī)范制度和典型事件,分析其涉警輿情應(yīng)對工作的特點和存在的問題,通過歸納國外警務(wù)機(jī)構(gòu)在涉警輿情應(yīng)對方面的好做法,對公共危機(jī)管理視角下江西省公安機(jī)關(guān)在打擊犯罪、維護(hù)法律、保障社會穩(wěn)定、執(zhí)行政府決策和服務(wù)群眾過程中,面對質(zhì)疑、抨擊、歪曲和誤會時引發(fā)涉警輿情時的價值取向和引導(dǎo)處置原則,再運用分析、比較、歸納等分析法得到相關(guān)結(jié)論,并對江西省公安機(jī)關(guān)在警務(wù)活動中引發(fā)輿情之后的角色定位、如何重塑良好正面形象,提出合理化對策建議和涉警輿情應(yīng)對機(jī)制。
[Abstract]:In recent years, China has entered a period of comprehensive social reform, the interests of the pattern of adjustment, the rapid change of ideas, the process of social development often appears many contradictions among the various strata. The public security organ is the national security administrative force and the criminal judicial force which has the armed nature. It carries on the public administration of the social security according to law, exercises the state administrative power, its special political nature. Sensitivity makes it in the forefront of social public opinion, police work has attracted much attention of public opinion. It has become one of the contents of police work of public security organs at all levels. It is appropriate to guide and deal with the police public opinion. It will create a good atmosphere of public opinion for public security work and team building, and the public security cause will be supported by the masses. Improper response to the police public opinion work will lead to a larger, deeper level of negative hype, resulting in the public security team is widely questioned and criticized. It is not conducive to the smooth development of the work of public security organs. Public crisis management and public opinion management have two-way interaction, in the perspective of public crisis management. As a public security organ with the function of public administration, it is a symbol of science, progress and maturity to actively and effectively deal with the crisis of the police and take the initiative to guide the public opinion. At present, it is the symbol of the science, progress and maturity of the modern police work of public security. At home and abroad in the field of police public opinion has been studied, there has not been a special combination of police public opinion work in Jiangxi Province, therefore, in the perspective of public crisis management. This paper analyzes the current situation, characteristics and existing problems of the public opinion concerning police in Jiangxi public security organs, and summarizes the relevant suggestions and countermeasures in order to enhance the image of Jiangxi public security team. It is of positive and urgent significance to improve the social satisfaction of Jiangxi public security. This paper summarizes the background and significance of this research, and introduces the research ideas. Taking the public opinion response of public security organs in Jiangxi Province as the main research object, this paper adopts the literature research method, the positioning analysis method, the case analysis method, the function analysis method, the materialist dialectics, the information collection method and so on. Through the analysis of various documents and materials, combined with the current Jiangxi public security organs to deal with the media, handling the work of police public opinion and measures, standardize the system and typical events. This paper analyzes the characteristics and existing problems of the public opinion response of the police involved in Jiangxi Province, and analyzes the good practices of the foreign police agencies in dealing with the police public opinion. From the perspective of public crisis management, the public security organs in Jiangxi Province are cracking down on crime. In the process of maintaining the law, ensuring social stability, executing government decisions and serving the masses, the value orientation and the guiding and disposing principles when the police public opinion is involved in the process of questioning, attacking, distorting and misunderstanding are analyzed and compared. Inductive analysis and other analysis of the relevant conclusions, and Jiangxi public security organs in police activities after the role of public opinion positioning, how to reshape a good positive image, put forward rational countermeasures and public opinion related to the police public opinion response mechanism.
