【摘要】：中國的和平崛起,已成為21世紀(jì)初最具影響力的地緣政治和地緣經(jīng)濟事件。崛起中的中國如何增強和運用實力改變國際體系,也成為國際上爭論的話題。2008年國際金融危機后,中國在國際金融領(lǐng)域的眾多舉措正成為世界各國研討中國崛起問題的一個焦點。中國的金融外交以及金融影響力,如何助推中國崛起、如何影響和改變現(xiàn)存的國際金融體系、如何變革和塑造新的國際政治權(quán)力格局等問題,已成為一個被國內(nèi)外廣泛關(guān)注和認真研究的一個重要課題。任何一個國家的崛起,僅憑政治力量和軍事實力是遠遠不夠的,經(jīng)濟實力的增強是一國持久崛起的最穩(wěn)定、最可靠的基礎(chǔ)。在經(jīng)濟競爭力中,金融又是一國經(jīng)濟實力的核心支柱,是一國經(jīng)濟管控的中樞神經(jīng)。金融力量是大國崛起不可或缺的戰(zhàn)略手段,是大國崛起舉足輕重的戰(zhàn)略工具。國家如何將金融力轉(zhuǎn)化為政治影響力、安全影響力等問題,日益成為國際關(guān)系理論和實踐的核心議題之一。相比于其他世界強國而言,中國的金融外交仍處于一個剛剛起步的階段,金融外交在中國的興起也是一個新事物。如何借鑒西方大國的成功經(jīng)驗,如何構(gòu)建中國特色的金融外交之路,仍是崛起中的中國必須面對的一個重要課題。尤其是,如何運用金融力為中國的崛起奠定穩(wěn)定根基,為中國的崛起提供持久的動力問題,已經(jīng)成為一個現(xiàn)實問題和戰(zhàn)略問題被提上日程。但是,對于中國來說,要達成這樣的愿景并非輕而易舉,崛起中的中國金融力要受到金融發(fā)展規(guī)律和國際政治規(guī)律的雙重制約,將金融力轉(zhuǎn)換為現(xiàn)實影響力的問題仍面臨著諸多的挑戰(zhàn)。有鑒于此,本文從國際政治經(jīng)濟學(xué)視角探究了中國金融外交發(fā)展的動力和潛力,分析了中國金融外交的國際影響與制約,探尋了金融外交助推中國崛起的路徑與方法。除緒論外,全文共分為五章。具體內(nèi)容如下:第一章主要從理論和歷史的視角,對金融外交及其對大國崛起的影響進行總體透視。主要以“幣緣政治”的興起為背景,對金融外交的發(fā)展進行論述,明確金融外交的概念、特征、及其作用,以英國霸權(quán)、美國霸權(quán)為例闡明金融外交在西方強國興衰中的地位、作用與影響。第二章主要對中國金融外交的形成、發(fā)展和變革進行了詳細論述。從歷史的視角,對中國開展金融外交的思想認識、基本政策、總體態(tài)勢進行了梳理和分析;解析了中國金融外交的基本方向和主要特征;總體上闡明了中國金融外交從無到有、從被動到主動、從邊緣到中心的變革歷程。第三章主要從傳統(tǒng)國際金融秩序變革的維度,介紹中國金融外交近幾年的主要舉措及突出成就,這包括籌建亞投行、成立絲路基金、組建金磚銀行等。著重分析這些機制建立的背景、動因以及戰(zhàn)略考量,客觀評價了這些舉措對于打破西方國家金融壟斷、改革國際金融體系、建構(gòu)新型國際金融新秩序的時代意義與影響。第四章主要從制衡美元霸權(quán)的角度,對中國金融外交進行了分析。重點從人民幣的國際化、加入SDR、建立“超主權(quán)貨幣”等三個維度,透視人民幣的跨境結(jié)算、貨幣互換等問題,分析人民幣國際化對于國際貨幣體制、美元體制以及中美匯率戰(zhàn)等的多重影響。第五章主要從金融外交對于中國未來崛起的戰(zhàn)略作用評估的視角,探討了中國強化金融外交的路徑和政策問題。主要從政治、經(jīng)濟、外交三方面客觀、理性地評估中國崛起中的金融外交力及其局限,探究中國強化金融外交、將金融外交轉(zhuǎn)化為有效國際影響力的路徑與方法。
[Abstract]:Chinese peaceful rise has become a geopolitical and geo economic events, the most influential of the early twenty-first Century. The rise in Chinese how to enhance and use the power of changing international system, has become a topic of debate in the international financial crisis on the international.2008, Chinese many initiatives in the field of international finance is becoming a focus of research all over the world China the rise of the problem. Chinese financial diplomacy and financial influence, how to boost the China rise, how to influence and change the existing international financial system, how to change and shape the international political power structure and other new problems, has become a widespread concern at home and abroad and study an important subject of the rise of any country. Alone, political power and military power is not enough, the economic strength of a country's lasting rise of the most stable, the most reliable basis in economic competition. Force, finance is the core of a country's economic strength, is the central nervous of a country's economic management. The financial power is an indispensable means of the strategy of the rise of great powers, is an important strategic tool for the rise of the great powers. How will the national financial power into political influence, problems an effect force, has become one of the core issues of international the relationship between theory and practice. Compared to other world powers, Chinese financial diplomacy is still in a beginning stage, the rise in foreign financial Chinese is a new thing. How to learn from the successful experience of western countries, how to construct the China characteristics of financial diplomacy, is an important task in the rise Chinese must face. Especially, how to use the financial strength and establish stable foundation for the rise of Chinese, provide power for Chinese lasting rise, has become a reality Problems and strategic issues are on the agenda. However, for China, to achieve this vision is not an easy job to do, double restriction China force in the rise of financial subject to financial development and the international law of political law, the problem of financial force into real influence is still facing many challenges. In view of this, this paper explores the China foreign financial development of the power and potential from the perspective of international political economics, analyzes the international influence and restrict Chinese financial diplomacy, explores the ways and methods of financial diplomacy. The third chapter mainly from the traditional international financial order change dimension, introduced major initiatives in recent Chinese financial diplomacy and the outstanding achievements, including the Asian investment bank to build, the establishment of Silk Road Fund, set up a BRICs bank. The fourth chapter mainly from the perspective of the balance of the dollar hegemony, China financial diplomacy are analyzed. The fifth chapter mainly from the financial diplomacy strategy for the future role of China rise evaluation perspective, discusses the path and policy issues China strengthen financial diplomacy.
