【摘要】：中國(guó)的和平崛起,已成為21世紀(jì)初最具影響力的地緣政治和地緣經(jīng)濟(jì)事件。崛起中的中國(guó)如何增強(qiáng)和運(yùn)用實(shí)力改變國(guó)際體系,也成為國(guó)際上爭(zhēng)論的話題。2008年國(guó)際金融危機(jī)后,中國(guó)在國(guó)際金融領(lǐng)域的眾多舉措正成為世界各國(guó)研討中國(guó)崛起問題的一個(gè)焦點(diǎn)。中國(guó)的金融外交以及金融影響力,如何助推中國(guó)崛起、如何影響和改變現(xiàn)存的國(guó)際金融體系、如何變革和塑造新的國(guó)際政治權(quán)力格局等問題,已成為一個(gè)被國(guó)內(nèi)外廣泛關(guān)注和認(rèn)真研究的一個(gè)重要課題。任何一個(gè)國(guó)家的崛起,僅憑政治力量和軍事實(shí)力是遠(yuǎn)遠(yuǎn)不夠的,經(jīng)濟(jì)實(shí)力的增強(qiáng)是一國(guó)持久崛起的最穩(wěn)定、最可靠的基礎(chǔ)。在經(jīng)濟(jì)競(jìng)爭(zhēng)力中,金融又是一國(guó)經(jīng)濟(jì)實(shí)力的核心支柱,是一國(guó)經(jīng)濟(jì)管控的中樞神經(jīng)。金融力量是大國(guó)崛起不可或缺的戰(zhàn)略手段,是大國(guó)崛起舉足輕重的戰(zhàn)略工具。國(guó)家如何將金融力轉(zhuǎn)化為政治影響力、安全影響力等問題,日益成為國(guó)際關(guān)系理論和實(shí)踐的核心議題之一。相比于其他世界強(qiáng)國(guó)而言,中國(guó)的金融外交仍處于一個(gè)剛剛起步的階段,金融外交在中國(guó)的興起也是一個(gè)新事物。如何借鑒西方大國(guó)的成功經(jīng)驗(yàn),如何構(gòu)建中國(guó)特色的金融外交之路,仍是崛起中的中國(guó)必須面對(duì)的一個(gè)重要課題。尤其是,如何運(yùn)用金融力為中國(guó)的崛起奠定穩(wěn)定根基,為中國(guó)的崛起提供持久的動(dòng)力問題,已經(jīng)成為一個(gè)現(xiàn)實(shí)問題和戰(zhàn)略問題被提上日程。但是,對(duì)于中國(guó)來說,要達(dá)成這樣的愿景并非輕而易舉,崛起中的中國(guó)金融力要受到金融發(fā)展規(guī)律和國(guó)際政治規(guī)律的雙重制約,將金融力轉(zhuǎn)換為現(xiàn)實(shí)影響力的問題仍面臨著諸多的挑戰(zhàn)。有鑒于此,本文從國(guó)際政治經(jīng)濟(jì)學(xué)視角探究了中國(guó)金融外交發(fā)展的動(dòng)力和潛力,分析了中國(guó)金融外交的國(guó)際影響與制約,探尋了金融外交助推中國(guó)崛起的路徑與方法。除緒論外,全文共分為五章。具體內(nèi)容如下:第一章主要從理論和歷史的視角,對(duì)金融外交及其對(duì)大國(guó)崛起的影響進(jìn)行總體透視。主要以“幣緣政治”的興起為背景,對(duì)金融外交的發(fā)展進(jìn)行論述,明確金融外交的概念、特征、及其作用,以英國(guó)霸權(quán)、美國(guó)霸權(quán)為例闡明金融外交在西方強(qiáng)國(guó)興衰中的地位、作用與影響。第二章主要對(duì)中國(guó)金融外交的形成、發(fā)展和變革進(jìn)行了詳細(xì)論述。從歷史的視角,對(duì)中國(guó)開展金融外交的思想認(rèn)識(shí)、基本政策、總體態(tài)勢(shì)進(jìn)行了梳理和分析;解析了中國(guó)金融外交的基本方向和主要特征;總體上闡明了中國(guó)金融外交從無到有、從被動(dòng)到主動(dòng)、從邊緣到中心的變革歷程。第三章主要從傳統(tǒng)國(guó)際金融秩序變革的維度,介紹中國(guó)金融外交近幾年的主要舉措及突出成就,這包括籌建亞投行、成立絲路基金、組建金磚銀行等。著重分析這些機(jī)制建立的背景、動(dòng)因以及戰(zhàn)略考量,客觀評(píng)價(jià)了這些舉措對(duì)于打破西方國(guó)家金融壟斷、改革國(guó)際金融體系、建構(gòu)新型國(guó)際金融新秩序的時(shí)代意義與影響。第四章主要從制衡美元霸權(quán)的角度,對(duì)中國(guó)金融外交進(jìn)行了分析。重點(diǎn)從人民幣的國(guó)際化、加入SDR、建立“超主權(quán)貨幣”等三個(gè)維度,透視人民幣的跨境結(jié)算、貨幣互換等問題,分析人民幣國(guó)際化對(duì)于國(guó)際貨幣體制、美元體制以及中美匯率戰(zhàn)等的多重影響。第五章主要從金融外交對(duì)于中國(guó)未來崛起的戰(zhàn)略作用評(píng)估的視角,探討了中國(guó)強(qiáng)化金融外交的路徑和政策問題。主要從政治、經(jīng)濟(jì)、外交三方面客觀、理性地評(píng)估中國(guó)崛起中的金融外交力及其局限,探究中國(guó)強(qiáng)化金融外交、將金融外交轉(zhuǎn)化為有效國(guó)際影響力的路徑與方法。
[Abstract]:Chinese peaceful rise has become a geopolitical and geo economic events, the most influential of the early twenty-first Century. The rise in Chinese how to enhance and use the power of changing international system, has become a topic of debate in the international financial crisis on the international.2008, Chinese many initiatives in the field of international finance is becoming a focus of research all over the world China the rise of the problem. Chinese financial diplomacy and financial influence, how to boost the China rise, how to influence and change the existing international financial system, how to change and shape the international political power structure and other new problems, has become a widespread concern at home and abroad and study an important subject of the rise of any country. Alone, political power and military power is not enough, the economic strength of a country's lasting rise of the most stable, the most reliable basis in economic competition. Force, finance is the core of a country's economic strength, is the central nervous of a country's economic management. The financial power is an indispensable means of the strategy of the rise of great powers, is an important strategic tool for the rise of the great powers. How will the national financial power into political influence, problems an effect force, has become one of the core issues of international the relationship between theory and practice. Compared to other world powers, Chinese financial diplomacy is still in a beginning stage, the rise in foreign financial Chinese is a new thing. How to learn from the successful experience of western countries, how to construct the China characteristics of financial diplomacy, is an important task in the rise Chinese must face. Especially, how to use the financial strength and establish stable foundation for the rise of Chinese, provide power for Chinese lasting rise, has become a reality Problems and strategic issues are on the agenda. However, for China, to achieve this vision is not an easy job to do, double restriction China force in the rise of financial subject to financial development and the international law of political law, the problem of financial force into real influence is still facing many challenges. In view of this, this paper explores the China foreign financial development of the power and potential from the perspective of international political economics, analyzes the international influence and restrict Chinese financial diplomacy, explores the ways and methods of financial diplomacy. The specific contents are as follows: the first chapter mainly from theory and from the perspective of the history of financial diplomacy the rise of great powers and its influence on the overall perspective. The fourth chapter mainly from the perspective of the balance of the dollar hegemony, China financial diplomacy are analyzed.
